Aceting was called to order at 3:,J+i n.n. roll call snowed all members ,resent.
Ars. Aar;aret Gidwcll addressed tiia Council with an offer to sell the 'Trade Building to
the City. No down Payment would oe required and the owners would be satisfied to take a
second mortgage. ;tevenue from the 3uildinp amounts to >33d and would cover interest and
principle charges. This offer was submitted in writing and is included with these minutes.
Mrs. didwell will consult the owners re a lease with option to buy urrangement.and report
to Council next week.
Mr. Harold Galliett in response to Council's request presented a contract for final engin-
eering design and survey for ;dater and Sewer - %PC MY-Alaska-ld and A1':i-Alaska 31G; He

ized interest for a period of two years. lie and the Aayor pointed out the conteriplated
system under the revised plan. The audience participated in discussion and speakers from
the floor were Ar. Louis Nissen and Farl Towner. flighland Ave. will be put on the ,priority
list, drop inlets will be constructed in a few spots for Spring Break-up run-offs and will
be designed to by-pass the sewage disposal system. In answer to the',layer's questions, 'Ir.
Galliett has nad previous experience with H'.lFA Brant construction and will undertake the
supervision of work to see that the City meets all the requirements and policy procedures
of the Agency. He pointed out the money advanced for preliminary planning becones an out-
right grant now that final Mans for construction are underway. 'Mr. 'iorgan moved, McCann
seconded, to accept Galliett's contract for final engineering for Water & Sewer. :lotion
passed unanimously. Telegrams from Thoureen and Gruening were introduced notifying the
City of 75% grant monies for hater and Sewer.
Mr. George ,Nichols presented the feasibility report from 3eck and Associates. All Council-
men received a copy. Mr. Nichols is here setting up a system of accounts and operating
procedures for Kenai City Light. Ar. 3eck and %Jr. Gibbs will be here in a week or so.
In discussion about contracts Kenai Power Corp. had made with agencies and indivisuals for
advance payments for construction, it was revealed the City can honor these contracts by
deducting the amount advanced from the City's final payment for KI'C. '.Jr. Gibbs and 'Jr.
Spencer will be here at the time of final acquisition. sir. Don Meyer will meet with
Council Thursday 10 October about 11 a.m.
The Atty. and '-Ir. Nicholas had drafted a rate ordinance--tnis will be printed and given
to Council next week for approval. Also, Mr. Stranduere will investigate General Electric's
plan for installing street lighting on an easy -?ay basis. Ar. Don Bailey inquired re heat rate
Minutes of tI:e last meeting were approved.
Correspondence was read. Clerk was instructed to write Kenai llealtii Council re moving
Health Officer to the Health Center.
The Atty. reported: another hearing between KPC F, CUL which lie will attend --the City is not
happy about the receiver's fees but will not object; the City will pursue efforts to own
its own tidelands.
Considerable discussion was held on fuel oil contracts. Speakers Fron the floor were:
Messrs. Don Bailey, ?uindell �uecn, .James Doyle and Gco. Jaynes. Standard Oil considers
they already have a contract with the City for diesel and furnace oil and cannot submit
another bid against itself. Ar. :McCann moved, Aorin seconded, the imitations to bid be
amended to delete diesel and furnace oil and to include stove oil and gas only and the
time of contract shall coincide with termination date of toe school's fuel contract.
Passed unanimously.

Mr. A ichols announced that '!r. Thorgrimson is drafting an ordinance establishing Special
Assessment Districts.
The Clerk reported: the City had recfived revenues slightly in excess of $6,000 and had
met expenditures in excess of $60,000. The City will take a share loan on one trust fund
and will repay the loan as soon as 1)ond monies are available. Pat McKee 'rill be here in
November to amend bldg. evaluations for 1964. tic also requested second half payment. Pay-
roll checks will have to be signed out of Council meeting if paydays (fist and 16th of the
month) do not coincide with meeting nights. Ron Cease will be available for a meeting on
Boroughs on 28 of October (Monday) if the City desires. Council will meet wito him and
invite the public to attend.
Mayor Dye talked some about loans, bonds and banking. The State money for Airport const-
ruction will be here soon and will be placed in the general fund for the time being.
Mr. McCann moved, Lofstedt seconded, the City should establish an account with lational
Bank of Alaska. !lotion passed with ?Morgan dissenting.
Meeting recessed until S p.m. Thursday 3 October 1963.

The City Council
City of Kenai, Alaska
lentlemen:
Res Prade buildine, Kenai, Alaska
I wish to submit, for purchase by the City of Kenai, for use as city
offices, the Trade Building.
This two story, concrete block building is located in the City of Kenai
near the present city offices. There are two office or store spaces on
the first floor and seven office spaces on the second floor with two rest
rooms downstairs and two upstairs.
By retaining the two tenants downstairs and continuing to rent three of
the office spaces on the second floor the city could, for the time beine
have the use oil one very large and three smaller offices and receive a
rental income of %80.00 per month. As the land and building can be
purchased for tax valuation of $5h. 338, the rental income would cover
interest and allow for reduction of principal if no dovm payment were
to be made by the city.
As the valuation for tax purposes is not excessive, a commercial loan
should be possible to cover a major portion of the purchase price. The
present owners are willing to take a second mortgage if the City
accepts this offer.
