'-fr. Jamas Doyle addressed Council re bids on fuel for the tanks at the Airport. Council
was in agreement not to reverse action taken at last week's meeting.
Mr. Joe kuchta announces' his territory aas been increased to include Dutch Aarbor, Kodiak,
King Salmon as well as the Peninsula and that he would be in Kenai less time than Aeretofore.
Ur. :McGowan nas approved the move to the 'Trade 3luilding if a telephone answering service is
provided. lie has arranged with 'Ir. Fisher's secretary to answer any calls and take messages.
Mr. Fisher sated if Council agrees he is willing to try this procedure for one month. In
approving the move of the ilealth ;)ffice to Trade 31dp., 'fr. 'McCann moved, 'Iorgan seconded,
if Ar. Fisher is willing that ?Ir. Kuchta try the telephone answering service for one month.
Motion passed unanimously.
Mr. Roger Aeeks petitioned Council to finish graveling Peninsula Ave. as tiie recent graveling
of one end had deepened the water hole making portions of Penin. Ave. impassable. `tr. ;Morin
moved, 3organ seconded, to finish graveling Peninsula Avenue to allos passage. Motion Passed.
4r. William Poe, representing the o:,niers of the Trade Bldg. offered a lease with option to
purchase. -Local public opinion seemed to be the City Admin. Bldg. should be designed for _
our needs and that the City should not get into the realty business; also there is not
enough provision for off-street parking. ;r. Poe, incidentally notified Council they were
interested in buying our bonds or to lend the City money. His organization is able to lend
' unlimited amounts he stated. The Clerk was instructed to thank them for the offer of the
Trade Bldg. and to inform then it is impossible to negotiate at this time.
hlr. Leo Oberts presented a final plat for River Subdivision. !le will add covenants as re-
quested by the Planning Commission. fr. McCann moved, Ernie seconded, ices. #63-28 be
accpeted. (Approving Giver Subdivision.) Passed unanimously. Ir. florin moved, Swires
seconded, the Mayor be authorized to sign tue Final plat when the plat meets the Subdivision
requirements. Passed unanimously.
Minutes of the last meeting were approved.
Correspondence was read. (Letter from 6SC; letter from :1511A inquirinF, re any ordinance nrohi-
- . biting discrimination in housing.)
I Mayor Dye wishes to alert Galliett to make room, for other Streets by shifting Acalth Dept.
1 allocation money --toe City will choose the streets.
The Atty. inquired re application to Public Service Comn. for service areas --we will wait
until Mel Gibbs arrives next week to act on this; the Atty. will work with Gibbs on bound-
aries He has directed a letter to the Rec. re transfer of proper-
ties and is hoping they will pay for title insurance; he has a draft ordinance in the mill
re Liquor License renewals; inquired as to Council's desire re tax on trailers -after con-
siderable discussion -Mr. Morgan moved, Aforin seconded, all trailers which remain in the
same location over 90 days be classed and taxed as real property. Affirmative vote: 'Morgan,
:Morin, Swires; Negative vote - Knakcstedt, Lofsted, McCann and Dye. 'Motion failed.
The Atty. announced Sen. Gruening will be in Kenai with a delegation coming to dedicate
Chugach Electric Bernice Lake Plant. They arrive at 9:45 a.m. Saturday and will be greeted
by a Chamber of Commerce group. One of the things the City will suggest to Sen. Gruening
is that he urge the Govn't. to move as quickly as possible on a decision on the leasing
policy on the Moose Range. Also the .1ayor will issue a proclamation congratulating CE on
the near plant.

The mecting :was opened to Liluor license nearing on transfer of ownership of -Jet har to
a partnership. Council inquired if taxes had ocen paid. Property taxes are due and also
sales tax since I -January 1963. '.;r. 3ordanelli stated :ie would pay all taxes the next
day. :Morgan moved, Swires seconded, transference of liquor license he approved on ,payment of
property and sales tax. Passed unanimously.
Mr. Strandber announced the new school construction is behind schedule, but it was possible
to regain lost ground if materials are delivered on
time-f
r. f•lorgan reported on Streets: Gravel has been hauled on various City Sts.; a road has
been pushed titru off Candlelight Driva Hhica will enhance drainage; it will cost more
than the City can afford to clear a parking area at the new school --City will hold off on
this 'til surimer when bond money riplit be used; Alask Aggregate has a $750 blade they will
sell the City (cost price, $2350.) Purchase .4ill be postponed until work starts again on
the parking area; The City will overhaul the grader with the Delp of a hired mechanic .
More discussion was field on fuel contracts for Airport tanks. Mr. Knackstedt moved, Lof-
stedt seconded, a notion to rescind action taken last week on fuel contracts. Roll call
vote: .Affirmative-Knackstedt, Lofstedt; `lagative-McCann, Morgan, `lorin, Swires. Failed.
There was some discussion on the bond ordinance. Council will meet with 'lr. non Meyer at
11:00 p.m. Thursday at the iiotel.
The Clerk reported Mr. Potter wished to know is Council had taken formal action on the
Architects' offer to postpone payment of their fee --if so, who will handle the funds? The
City or the School Board, etc. Council instructed that Mr. Potter prepare an equipment list
for Council and that lie work with the City on funds. Interest from this last Treasury Sill
was $1,822.80 and there is not over $85,000 in toe school bond fund --next payment is due
about 15 of Nov.; Mr. Clarence Ladd is now working as the City do catcher; sir. Galliett
was mailing the Accpetance form for Increase in 41"C-AP11-Alaska 14,ataid the !•Layor sliould
look it over before he signs it. Also suggested the City get information to the people on
the coming Revenue (Vater and Sewer) frond election as this is an outright grant of $321,000.
Mr. Potter requested the Council, if they are so inclined, to write the 3oard of Regents
at University of Alaska urging favoraJle consideration of the City's application for a
Coinmunity College in Kenai --Clerk was instructed to ,write this letter and have the entire
Council sign it.
It was the opinion of Council and the Atty. that the Beaver Bluff Subdivision should be
classed as a subdivision and should go through normal subdivision Procedures.

Mr. Morin presented Ordinance #53, Electric Rate Ordinance. Mr. McCann moved, Knackstedt
seconded, to pass Ord. #53 with corrections for first reading. Passed unanimously.
f Hearing on second reading will be next week.
Mr. George Nicholas of R.W.Beck & Associates reported on progress with Kenai City Light.
He has set up accounting procedures and +ir. 'red Gaines wi11 be employed on an hourly
i basis at the end of the month to keep the accounts current. Later on he will be paid a
f' retainer for periodic inspection of the books. 'fr. Nicholas is setting up policies for
fff crews and projects; some discussion was held on hiring a permanent manager for the KCL.
