The City will inform the Alcoholic devera,ve Control Board that approval of renewal of :3ush Lanes' liquor license application will be fort!icomin? on .payment of these taxes. Mr. Tedrow also discussed access across the Army drainage ditch to lots in Bush Lanes Subdivision. lie requested help from tile City to pet culverts and driveways to these lots. Council advisied Ir. 'Tedrow to contact `Iajor Allan at iildwood as it was felt the new management of Bush Lanes might be more successful in negotiations than bast attempts. Mr. Stan Thompson, representing J.:;.Thampson, requested reconsideration of Council's decision to consider Beaver Bluff Subdivision and the sale of one lot in :31. 3, Thompson Park Subdivision as being subject to the Subdivision ')rdinance NX1. Discussion by Council and the audience (Mrs. Coyle, Atty., Stan T:)or)soa) resulted in the followin- motions: 1. :fr. Morgan moved, Knackstedt seconded, regarding the sale of I acre, more or less, in Block 3, Thompson Park Sub., tire City Council considers this one particular lot not sub- ject to Sec. IV of Ord. XI. Mr. Thompson agrees all equipment is tree City's and might be handled through a Motor Pool with charges made to the various Oelpartments for use of vehicles, etc. Minutes of the regular and special meeting were corrected and approved. Correspondence was read. (Two letters from Sunt. of School, 1 from Dept. HEW re labor ratesJ, Some discussion was held on street vacancy (Broad St.), use of land across the Ilwy. from ' the school. Trooper CngLi h reported on renewals of Liquor licenses: As far as the Police are con- •* cerned, all liquor establishments are operating in a lawful manner; he cited the Last Fontier having had two violations recently, one of which the State had an adverse decision t by the Court --the other still pending with the Alcoholic Beverage Control Board. The Trooper also requested assistance from Council regarding the Road Closed sign at the school, stating that, under present conditions, it is impossible to enforce. Additional signs will -- be erected; i.e. "Parking Only, No Through Traffic from 7:00 a.m. to 5:00 p.m." The Attorney reported: letter from (;anti to the Receiver objects to method of discharge of claims and liabilities against Kenai Power Corporation; requested a member of Council to explain the coming :later and Sewer Revenue Bond to the Chamber of Commerce; in order to make a concerted effort to get a decision regarding tire leasing of 'loose Range, he suggested a meeting of Kenai and Soldotna Chambers of Commerce and City Councils --said meeting to be Friday in Kenai or Soldotna. Mr. McCann moved, Aorin seconded, the Council authorize the Mayor to sign such resolution as might be required to authorized the purchase of 3100,000 in Tine Call Deposit Certifi- cates. :lotion passed with Mr. %frgan dissentinp,. Mayor Dye presented Ordinance #55 (in full) authorizing issuance of a temporary electric revenue bond for $125,000. '.fr. McCann *coved, 'florin seconded, to Adopt Ordinance 955. The Mayor called for public discussion prior to roll call vote which was as follows: Affirmative - Knackstedt, Lofstedt, McCann, "sorin, 'lorgan, Dye; Negative - None. The question of removal of BLM narkers during. road construction revealed that '•1r..1alone has offered to remove and replace said markers whenever it is necessary under these cir- cumstances. Clerk was instructed to thank "Ir. '•lalone for his civic s•)irited offer. Discussion was held on manager for Kenai City Light; ldr. Morgan roved, McCann seconded, to authorize plane fare to and from Kenai for Mr. Howard M. Crinklaw. Passed unanimously. After some discussion, Mr. Lofstedt moved, `florin seconded, to authorize Ir. Clarence Ladd to take over dog pound services. Passed unanimously. ?-fr. Morin moved, Lofstedt seconded, the St. Dept. he authorized to partition part of the Quonset for street Dept. office and storage. Passed wianimously. Council also said one meter should be installed at the Airport for power, head bolt heaters, etc. Mr. McCann moved, Morin seconded, to adopt Ordinance 053, Rate Ord. for Power. Passed unanimously. Mayor Dye reported on the hearing held by Div. of Lands for Selection of Lands by Boroughs. The City's application for unclassified grant -lands has ;precedence over Borough applications. Kenai will join with Juneau and Anchorape in effort to get title to the Tidelands for their respective areas. Some discussion was held on medical insurance plans for City employees; Boroughs, Assembly- men, Chairman, Powers, etc. Meeting adjourned mid -night. •* The Clerk was instructed to notify the Alcoholic Beverage Control Board of ap- proval of renewal of all liquor licenses where all taxes are paid, but to inform them Bush Lanes appeared at the hearing, etc., also that approval of Last Fontie r depended on the decision of the Board re violation now being reviewed by them.
