KENAI CITY COINCIL MINUTES 6 NOVEMBER 1963
While awaiting a quorum, an informal hearing was held for the following:
Mr. Ed Nickerman, representing the Chamber of Commerce, inquired if the City was inter-
ested in assuming responsibility for the now vacated Kenai Pharmacy building. Mrs. Erwin,
the owner, has offered to donate the use of the building as a Teen -Age Center, etc. The
Chamber is interested in using it as a meeting place, and it was thought various organi-
zations in town might want it for parties, dances, meetings, etc. Cost of heating iE
estimated to be $120 per month --lights, approx. $50 per month. Mrs. Erwin requests the
taxes be forgiven. the -Health Officer has stated this building should be condemned for
serving food; Mr. Nickerman will check with him about this. Council agreed the City
would not be interested in undertaking the project, but would aid any other group as
much as possible. Taxes amount to approx. $215.00 per year on the building.
Mr. Jaynes reported to Council on recommendations he had made to the Airport Commission,
a copy of which is included in these minutes. In addition to the written report, Mr.
Jaynes announced he had made application for power to the Airport Shop; he also in-
quired about getting equipment for the Airport under 3 agencies--i:e. Dept. of Health,
Civil Defense or Dept. of Education. He wondered which avenue was the best for acquir-
ing equipment.
Vice Mayor Swires arrived at 8:50 p.m., Roll call showed all members present but Messrs.
Lofstedt, Morin and Dye.
Mr. Morgan reviewed the foregoing discussion for Vice Mayor Swires.
Mr. Jaynes gave a resume of revenue and costs as projected to 30 June 1964. Council is
of the opinion it is more important to get the grader in working shape than to buy a new
snow plow.
Mr. John Neilson, representing the Kenai Fire Department, requested permission to purchase
a used Bell b Howell movie projector for showing training films out of money saved on
purchases (by buying thru Civil Defense, etc.). He assured Council nothing would be
eliminated from the budget by buying this item. He also said the pump house won't be
built until next Spring. Mr. Morgan moved, Knackstedt seconded, to approve the realign-
ment of the Fire Dept. budget for purchase of the projector. Passed unanimously.
Minutes of the last meeting were approved.
Correspondence was read: Mayer's letter re financing of W&S Rev. Bonds. Mayor Dye will
check with Seattle Trust and Savings re a loan at 3%. if this is not forthcoming, Mar-
shall & Meyer will buy the bonds at approx. 6%. If the latter course is followed, the
money can be invested at 3: for part of the time. After construction starts, the City
will be paying 6% on most of it. The Atty. will contact Galliett re notice of inspection
of the areas invovled before snow covers the ground --this is to aid interested parties
who might want to bid on the project.
A memorandum from the Atty. re the City's liability from damage caused by flood-
ing due to grading and maintenance was read and discussed. The City's insurance covers
this, but Council agrees the City should concentrate on culverts and drainage rather than
road building.

Atty. Fisher reported on the Court hearing Friday I Nov., Final Acquisition of the Kenai
Power Corp. Clerk's resume of this appears in these minutes. Mr. !Horgan was of the
opinion letters should be sent to all users announcing deposits made to KPC would be re-
funded by the Receiver. The Atty. also announced the Mayor had issued two proclamations:
1. National Art Week, 2. National Education Week.; He suggested the Council invite
Legislative members to meet with them to discuss coming needs of the City--i.e. bridge,
tidelands, etc.; 1961 taxes are now foreclosed --the City will receive title within a yr.
unless the property is redeemed; It was his opinion if the City has a procedure worked
out for disposal of land conveyed by Fed. and State Govnt. by the airport, the additional
six parcels from tax foreclosures won't pose any problem for disposal; He will research
the law regarding sale of property with value in excess of $5,000. He surmises a public
outcry auction as the first step might be desirable. Mr. Fisher reported on a misunder-
standing re sales tax in relation to the new school, but a letter from Mr. Manley has
helped to resolve the difficulty; fie hasn't had time to research the controversy re
sales tax and the Elk's Club.
Mr. Knackstedt reported an answer from one man re inquiries about lots in Block 8, East
Addition. Mr. Ballinger asks $1200 for the lot; the Bank is having a Board of Director's
meeting the 19 Nov. and will decide re this at that time.
In addition to written report, the Clerk reported: Interest payment on School Bond is
due by 25 Nov. in the amount of $2S,338.36; Clerk's office now has listing of lots to
be offered at Div. of Land Sale 19 Nov 63, in Library at 2:00 p.m. Most of lots are on
Kenai Spur Hwy. in Beaver Loop Subdivision --two of them are in the same Sub., but are on
Beaver Loop Rd.; with consent of Council, Mayor Dye has appointed Mrs. Jetret Petersen
Chairman of the Alaska Centenniel Committee --serving with her will be Helen Stetzer, Jim
Arness, Betty Warren, Elsie Consiel, Glenn Kipp and Doris Swi res.; Mr. Phelps has offered
to sell the eity a Leroy Compressor (cost price-$5,000) for $1200 including the trailer;
Mr. Lonzy Stanford, 13 yrs. experience as diesel mechanic has applied for work with the
City. Resolution s63-30, Shadura Sub. needed to be passed to ratify action taken a last
week's Council meeting.
Mr. Morgan presented Res. 463-30 and moved its approval. The motion was seconded by
Knackstedt and passed unanimously.
Mr. Potter informed Council of the need for drainage by the leach pits at the new school.
He also inquired when he might order new equipment for the school --he estimates this will
cost about $55,000. He asked about construction of the road and parking lot. He is
going to Anchorage to pick up 4' tiling from Alaska Surplus for setting in drainage ditch.
`'. Some discussion was held re this method or beckfilling with coarse gravel. Mr. Morgan
moved, Knackstedt seconded, to authorize an amount not to exceed $1400 for ditching to be
taken out of the school contingency fund. Passed unanimously.
f' Mr. Morgan presented Ord. #56 -Zoning Ord. for first reading and moved its approval. McCann
seconded, passed unanimously. Souana reading is scheduled for 20 Nov. 1963.
Mr. Morgan moved to remove Ord. adopting the City Code from the table. McCann Seconded,
+ - + passed unanimously. Mr. Morgan presented Ord. #S7 and moved its adoption for first read-

Clerk's Report to Council - Trip to Anchorage I November 1963
Arrived Anchorage, hired Avis car, trans+ported Atty. to Court
House and Mr. Spencer to Ernst $ Ernst Offices. Visited Anchor-
age Equip. Co., Arctic Office Machines-Spenard, Yukon Office
Supply and Galliett's office. Attended Court 2 to S. Transported
Mr. Spencer to Airport 8 P.M.
Stayed over until Sat. to return to Yukon Office Supply where pur-
chases were made for office supplies for Clerk's office and Kenai
City Light Office. Largest item bought was used Victor Adding
Machine for $125.00. This will be used by Deputy Clerk until a
price can be obtained from Anchorage Equip. on Friden machine.
Meanwhile, with Council's consent, an order will be placed with
Mrs. Doris Swires for a new Remington Printing Calculator for
$187.00 which will be charged to the City and used by Deputy
Clerk. The used Victor will be purchased by the Clerk for use at
home (paid for personally). The Friden will be used by the Clerk
and charged to KCL as they are using the Victor formerly used in
Clerk's office. it is possible, the two machines to be ordered
can be charged to KCL as the proposed budget sets up $1,000 for
office materials and supplies. The machine they are using cost
the City over $S00--and it is also possible the Remington to be
bought for the Deputy Clerk will also be +!sed by a part-time
Clerk in KCL office. In case you are thoroughly confused by now.
the status of the machines when all juggling is accomplished will
be: Present $SOO Victor Calculating Machine to KCL Clerk; New
Remington Calculator to Deputy Clerk; New Friden Adding Machine
with Multiplier to Clerk. This leaves the used Victor gddinp
machine ($12S.) as an extra machine to be used by part-time Clerk
for KCL or the manager ---BUT, if Council feels this is not necessary,
the Clerk will purchase this for home use. ?????
Incidentally, before Mr. Spencer left Fri. he recommended a copy
of the Court's Order on assignment of contracts be sent to FAA and
the Army as soon as received.
Report on Court Hearing will be accomplished by City Atty.
Mr. Galliett was not in when I called at the office; I contacted
Mrs. Galliett at 9 p.m. Fri. eve. who had talked with Harold in
Talkeetna--He knows the bond issue passed and that the City is
eager to start construction, arrange financing, etc. Have also
directed a letter to him that Mr. Crinklaw in Seattle can contact
HHFA if it is thought desirable, etc. Harold will call the Mayor
as soon as he gets back from Talkeetna.

Gentlemen:
I submit for your consideration the following proposal
concerning the purchase of snow removel equipment for
the Kenais Airport,
1. That we buy a new or nearly new truck between
two and three tons complete with dump box and front
snowplow.
2. that we buy a new snowplow for the GMC truck
we now have.
It is suggested that the city be asked if thay will
pay for the one plow.as it would not be required full
time on the airport and so could be avalable to them after
the field has been cleardd for traffic. The new truck and
plow and the equipment we now have would then be used fo '
complete the Airport snow removel.(Clearing around the
lights and the Parking areas etc.)
The above proposal has been submited for the following '
reasons
1. The equipment we now have is old and slow. j
2. We do not now have enough equipment to handle any
amount of snow.
3. Faster and newer equipment would reduce -the number
of Hrs required to clear the Airport.
4 the duel use of trucks for summer and winter time
work will mean economies in the operation.
5. She use Of the GXC by the Street Dept will mean a {
more economal operation for the whole city.
6. The snow removel at a faster rate will mean more
service to more people and an easier job for City and Airport
maintance men.

Gentlemen:
I submit for your consideration the following
proposal concerning wages for airport employees.
In the interest of economy these wages have been
kept as low as I personaly feel we can hold good men
for any length of time.
It is understood that all increases will be dependent
upon the employee and his work record.
Operators and Mechanics
Start at $3.50 per hr4-
After six months 4.00 per hr.
After two ears 4.40 per hr.
A wage of I*4..65 per hr. to be payed only to very exceponal
employees after four full years of employment upon the
reeomendation of his forman. These rates for full or nearly
full time men.
Carcen•.:rs electrictans, Plumbers, Part time help
at the sate of U.00 per hr.
Truck drivers part time help at the rate of $3.30
per hr. Full time help $0.20 under the rate of operators
and on the same schedule.
Laborers at a rate of three dollars per hr.
No overtime pay has been figgred for the above wages. It
is also recomended that a leave program be started for
4 full time employees.
