CORRESPONDENCE - Letter from 11. Daubenspeck; he is buying a barge to re-
place the old wooden cannry building --has enclosed a Notice of Award,
Statement and release document from the Defense Surpous Sales Office
listing the barge at $45,589.89; Harold wants from Council an idea
of the evaluation the City will place on the barge before he tears out
the old building, tows to Kenai and installs the barge permanently. He
is afraid he will be assessed for a $100,000.00 bldg. He has only a
ten day option to buy the barge-, so must have an answer this Wed.
REPORTS - Mayor's negotiation re Dater $ Sewer Bonds
--Atty.
Clerk - Have written a letter to the Corps of Engrs. requesting
information on status of the City's application for a Flood Plains
Control Study; also asking what is being, or should be done by
the City re Small Boat Harbor.
.,,'Nothing has ever been formally done regarding transfer of Stan's
Cab to Alvin 0. Werner from Stan Wolfe; Trooper says everything
is ok from his side.

classify the temporary shop bldg. at the Airport as Civil Defense.
If this is done, then C.D. can pick up some badly needed shop
equipment for the City.
Also: the pity is having a problem how to classify the equip.
picked up at Alska State Surplus; Mr. Potter hesitates to claim
everything under Dept. of Education as some of it might be diff-
icult to justify --for the smae reason "Mac" McGahan hesitates to
claim it under Civil Defense. The two are going to try to get
- c t together and work something out.

Meeting was called to order at 8 p.m. with all members present but Swires h Morgan.
Mr. Frank Wince and Allan Corthell reported briefly on work at the Airport. They are
curently trying to locate gravel close to the job; best site thus far is about 8 mi.
North, in the Moose Range. Mr. Spencer has commented favorably, and Mr. Wince might
contact officials in Washington if no other gravel is available. Pit -run gravel can
be secured from Airport property. Regarding the schedule of payments, the City should
have no large expenditure until the end of June with possibly $40,000 due after the
first of the year.
Mr. Killen and Mr. Strandberg requested a commitment from the City to undertake
maintenance of drainage when the time comes that the system installed by Mr. Killen
in Mommsen Additions Nos. 1 $ 2 can no longer handle both drainage and sewerage. Mr. K
Knackstedt moved, Morin seconded, to write the Federal Housing Administration inform-
ing them the City is willing to undertake surface drainage in Mommsen Additions Nos.
1 & 2 when the existing sewer line can no longer handle both, contingent on: 1. an
agreement with Mr. Killen on joint utilization of existing easements and permits;
2. approval of the system by FHA. The City will also inquire what FHA requires in
the way of further commitments: Passed unanimously.
Mr. Strandberg also inquired for direction regarding construction of power lines to
Thompson Park Subdivision; he estimated the cost to be $850. Mr. Knackstedt moved,
Loftedt seconded, to go ahead with the single phase tap and underbuild to Thompson
Park Subdivision. Passed unanimously. Mr. Strandberg also reported the contract
with Wildwood is progressing nicely, that it had rec'd approval from Maj. Bundy's
office; that the load is 20% ahead of last year; that it will be at least 5 mos.
before the new equipment is ready.
Considerable discussion was had on buying the Homer Swires' pole and light for $387.81.
Mr. V,6,Cann moved, Morin.seeonded, to purchase H. Swires' service for $387.81 from HEA.
Passed unanimously.
Mayor Dye presented a modification of the Dock agreement with the Army, condition s30
which will give the City until 1968 to start construction of the downstream side of
the dock. Mr. Morin moved, Lofstedt seconded, that the Mayor be authorized to sign
the modification of dock agreement, condition s30, extending the time to 1968. Passed
unanimously.
Mr. Strandberg informed Council street lights would cost the City about $110.00, but
they are very hard to acquire. Orders are not being filled for months. The Council
is interested in installing street lights, especially by the first gulley.
Mr. Harold Galliett informed Council of his figures for Water & Sewer bonding as
follows: At 5% capitalized interest for 2 yrs. he recommends $75,000 bonding for
Crater and $75,000 for sewer. If the interest is at 6%, add $1,000 to each proposal.
He will publish notice of intent this week and plans to be in the area for two days
- about the 25 of November to talk with interested contractors. He will have available
an index map showing the proposed route of the two systems with alternates. He dem-
onstrated same for Council. Considerable discussion was held at to disposal of waste
-_ material, used gravel, construction, etc.

Trooper Robertson inquired re overloading of school bus. The peak load should be
77 students --Mr. Morin reported one bus had 79; He is aware gambling is going on
all over Kenai. He talked with the supervisor who was in Kenai and hopes to get
some funds to combat this. He has had duties at the Recruit Accademy this month and
is also about to organize a Citizen's Safety Council soon.
Mayor Dye reported on the Water and Sewer Bonding; Seattle Trust 6 Savings were not
interested in a loan, so Marshall 6 Meyer will buy the bonds, 10 yr., callable in 1
yr. 06%. Housing and Home Finance Agency had granted an extension of time for fur-
nishing evidence of financing until 10 December 1963. Some construction must be
started by 10 Jan. 1964. Mr. Galliett hopes to invite bids after I Dec. Bid doc-
uments were discussed, insurance, specifications, etc. Mr. Galliett will prepare
a list of costs by streets for HHFA.
Minutes of the last meeting were corrected and approved.
Mr. Harold Daubenspeck's letter requesting Council to set evaluation on a barge he
proposes to bring to Kenai was discussed. Mr. McCann moved, Morin seconded, that
Mr. Daubenspeck be informed the City Council cannot sit as a tax assessor; they only
sit as a Board of Equalization and at that time they would be glad to listen if he
wishes to be heard. Passed unanimously.
The Attorney inquired what was being done about application for a power service area?
Would Council approve a letter to Wildwood reminding them the City is dependent on

lands north of the City for a watershed and informing them the City would voice no
objection to the Army's application for 1300 acres of land adjacent to the Post for
a rifle range. Council directed such a letter be written.
Correspondence was read: letter of commendation to Council re action and results
on Water 6 Sewer grants; letter of application from Lonzy Stanford for job as mech-
anic with the City.
Clerk was instructed to inform Mr. Alvin 0. werner Council would appreciate an appear-
ance by his before Council before final action is taken regarding transfer of Stan's

Clerk reported the Electric bonds had arrived for signature and delivery to Seattle.
They are in $1000 demoninations. One bond was presented for inspection.
Discussion was held re Mr. Jaynes requests to Council at the last meeting; i.e., pay

scale for City employees, purchase of truck and snow plow; classifying temporary shop

as Civil Defense. Mr. Knackstedt moved, Lofstedt seconded, to classify the shop
build-ing
as Civil Defense. Passed unanimously.
With Council's consent discussion of a pay scale was tabled.
