NEW BUSINESS: Ar 'i PERSONS NOT SCHEDULED TO BE HEARD: ,i f y `j , YIV KENAI CITY COUNCIL MINUTES 20 Nov., 1963 Meeting was called to order at 8:00 P.I. All members present but Mr. Lofstedt. Mr. George Jaynes scheduled to be heard requested authorization of Council to purchase a used truck at #3,750 and a smow plow at $1100.00 which will be installed with a $16S.00 hydraulic pump. Monies are availbble in airport operational budget. Investigation has proven this truck suitable for the work anticipated as shown by fact that Department of Public Works uses them. Union was made by Mr. Morgan that Council authorize Airport Commission to buy the truck and snow plow as requested. Motion seconded by Mr. Knackstedt. Carried unanimously. Mr. Jaynes requested authorization to raise Gordon Baktuit wage to $3.50 per hour. He also noted that John Coveyou"s salary should be adjusted to avoid unfairness between city departments. McCann moved, Morin seconded that both men, John Coveyou $ Gordon Baktuit be paid $3.50 per hour. After considerable discussion motion was withdrawn and it was decided to delay action until wage scales can be equitably established for all city employees. Mr. Joe Kuchta scheduled to be heard referred to City Ord. No. 050 in so far as the proposed opening of the old drug store building cafeteria for teen-age and other activities under the sponsorship of the Chamber of Commerce. He reported the building did not meet the ordinance, and it would require $6,000 to fix just the kitchen for use. The Mayor appointed Mr. Knackstedt to meet with Jim Clinton and Joe Kuchta to go to the building and inspect it, and report to next weeks council. Tentative inspection was set at 9:00 o;clock Friday morning. Nov. 22. Minutes of the last were approved. Dr. Barnes letter setting date of Dec. 5, 1963 for rabies immunization program was read. The clerk was directed to run a Public Service Notice in the paper and notify Dr. Barnes that the date was agreeable. Immunization will be in the jail. Mayor Dye father directed that Mr. Ladd come in and discuss dog care. Letter from Army Enginer District stated that the city"s request for flood plain studies was approved by the State of Alaska, Department of Natural Resources and the North Pacific Engineer, -also the Kenai Small Boat Harbor has been submitted to the Division Engineer. Letter from Army Engineer District acknowledging receipt of supplemental agreement to the Dock Lease and inquiring whether requested repairs had been completed. Mayor Dye reported that work had been accomplished. Attorney reported on trip to Anchorage, regarding power. Bill of sale has been received on Ken&: Power. The attorney suggested that individual ff thank notes be sent to the legislature for their assistance in the acquisition of the airport. The attorney noted that the city has received notice of a law suit in regards to city's installation of a ditch through a driveway. He referred the matter to the Insurance Company. Attorney also reported it would be necessary for the city to get permission to utilize property for construc- tion purposed adjacent to Newer and water lines. After considerable dis- cussion the council consented to the Mayor's contacting Phil Wilson to take blank permits to property owners for signature.. 4 CITY COUNCIL MtINUTES (CONT.) 20 Nov., 1963 It was brought to councils attention that it would probably be benificial to formily sapport the Turnagain Arm Causeway. Morgan moved, .McCann seconded that the attorney be directed to draw up a resolution supporting a causeway across Turnagain Arm connecting the Anchorage area with the Kenai Peninsula Coastal Hiway. Carried unanimously. Morgan moved, McCann seconded that Zoning Ordinance be tabled until next week. Motion carried unanimously. After some discussion on the City Code motion was made by Morgan, seconded by Knackstedt that Code be tabled and put on the agenda in -two weeks. Passed unanimously. Motion made by Morin,seconded by Knackstedt that acting city clerk be authorized to sign checks in absence of City Clerk on General Fund. Motion passed unanimously. Motion made by Knackstedt , seconded by McCann that Manager for City Lightand Mayor or Councilman sign checks for Kenai City Light. Passed unanimously. Mr. Crinklaw inquired as to his authority to work out a joint line agree- ment with F.A.A. to serve F.A.A. & city facilities on airfield. Council with- out dessent ackowledged that Mr. Crinklaw had authority for these negotiations. Mr. Crinklaw recommended ttat Kenai,City Light join the Northwest Public Power Association. Mr. Crinklaw was directed to join the Association for the City Light Company. Mayor Dye read a letter from Mr. Farnen of H.S.A. Mr. Crinklaw will meet with him on 21 Nov. 1963. Mr. George Nichols requested futher directions on service area for Kenai City Light. Council discussed this at some length, but no action was taken. Personnel payment f, cost were discussed. Mr. Nichols recommended that full time employees receive 8 paid holidays and time h a half pay for all hours worked over 8 hours per day or all hours over 40 hours per week.
