NEW BUSINESS: I.;" 1. PERSONS NOT SCHEDULED TO BE HEARD: J KENAI CITY COUNCIL MINUTES 27 NOVEMBER 1963 Meeting was called to order at 8:05 p.m. and roll call showed all members present. Measrs. Potter, McGahan, Jaynes and Coveyou discussed items obtained from Alaska State Surplus in an effortto determine whether the Dept. of Educa- tion or Civil Defense would assume responsibility. These items are priced at 10% of the Govn't.'s acquisition cost and amount to rought $1,000. Hr. Potter urged the City to shop with care with an eye to the City's needs as real bargains may be picked up at times. Mr. McGahan urged that the City relay any need to him and he will clear the items with Don Lowell, or "freeze" the items until a way to obtain them can be worked out. It was decided the City will keep what has been obtained if it can be had thru Civil Defense, and will use discretion in shopping in the future. Mr. Dave Boyer addressed Council re first and second class boroughs and reduction of taxes prior to borough government. Seward is pushing for manager type borough instead of chairman and Mr. Boyer is of the opinion Seward can out -vote the rest of the Peninsula. He wishes Council to pass a resolution favoring the chairman -type borough and first class status. Mayor Dye has not been successful in arranging a meeting with Seward and Seldovia as City personnel find it difficult to allot time for such a meeting. Councilman Morgan is not is favor of the City taking a stand on either question; he feels Council does not know enough about it. Council agreed to maintain a "middle of the road" attitude. Mr. Loren Whittington Mc:+uested the City install proper equipment to assure continued adequate electric power; he has lost two customers the past few days. He offered to help in getting and installing transformer equipment. Mr. Crinklaw, Mgr. for Kenai City Light announced he had secured 3 100 KVA transformers from CEA and they were now being installed.[Minutes are now being taken by lamplight.] The City also has three 50's as standbys. Mr. Crinklaw considers these adequate for the future and foresees no diff- iculties resembling that of the past few days. Mr. Leo Oberts reported on various aspects of costs and benefits of the City's present insurance policies. Claims have been amde and received; C.D. equipment insurance is eligible for 50% reimbursement; insurance is prorated to various departments; until this year, the City had a good liability record; he is of the opinion it is best to pay annually as this eliminates book Work to a considerable degree --audits are made annually and adjustments can be done once a year. Mr. Oberts expressed thanks to Mr. Mullin and Mr. Potter for self -inspection done on behalf of the City, thus reducing the cost of rates on fire insurance for the City buildings. The proposed water system will also mean a reduction if policing of the system is properly carried out. City Atty. Fisher brought out that, in the Court's view, there is no such thing as sovereign immunity, and this emphasizes the importance of insurance. Mr. Clarence Ladd, City dog catcher and Pound man, inquired of Council as to direction concerning picking up dogs as the result of complaints. -- - Council insturcted Mr. Ladd to pick up any dog who is known to have bitten anyone. Mr. Ladd will talk with Joe Consiel re his dogs which are said to be running in a pack and to have accosted Mike Meeks. 2.0 GIOMW M .1-N ?041� Council minutes 27 Nov 63 Page two Mr. Knakcstedt reported on use of the former drug store premises for teen-age activities. The building might be used as a dance hall, but he does not recommend use of the cafe facilities. Sandwiches, pop, etc. might be brought in, but fond should not be prepared there. The City will help in any way possible to secure a place for teen-agers to congregate. Minutes of the last meeting were approved. Correspondence was read: bill from Manley g Mayer ($48,000 t) was pre- sented; report on pay schedules from Mr. Crinklaw. Mr. Morgan reported Mr. TumSuden submitted a proposal to fix the Cat Dozer_ for a sum lower than that of Northern Commercial; the City will furnish the parts which amount to about $1200--labor will be $545, all of which will put the St. Dept. about $800 over its budget. Council says go ahead. City Atty. Fisher presented Construction permit forms which will be used for easements, permits, etc. W installing water and sewer systems. Mr. Malone will check on legal descriptions of easements. The Clerk requested Council set time and place for the Annual City dinner -- Council says for Mr. Potter to amek all arrangements. Standard Oil Bulletin for October carries articles and pictures on Kenai refinery, Bush Pilot Bud Lofstedt, Totem Pole at the refinery and the CUSS II.; Mr. Potter says tickets for annual Chamber of Commerce dinner are going fast, and he urges Council to contact him if interested in going; Clerk haddelivered and signed Electric Revenue bonds to Marshall 6 Meyer in Seattle, had signed a receipt for temporary bond from Marshall 6 Meyer; brought back legal opinion signed by Richard Thorgrimson re present bond for Power; also brought back the $425,000 bond; due to Nation's mourning for Pres. Kennedy's assassination, offices of HHFA were closed and no contact was made there. Mr. Lofstedt presented Resolution #63-31, Budget for Kenai City Light. Mr. Lofstedt moved, Knackstedt seconded, to accept Res. #63-31. Passed unanimously. Clerk was instructed to verifax and send copies of payroll schedule to Council. Meeting adjourned 12 mid -mite.
