18 DECEMBER 1963
Meeting was called to order at 8:07 with all members present but Db rin and Lofstedt; Mr.
Lofstedt came in later during the meeting.
The City Atty. requested a change in the order of business so that he might give his re-
port and be excused early. With Council's consent the Atty. reported: The Chamber of
Commerce wanted to hold a Potluck dinner for Borough Assembly Representatives so people
of Kenai could get acquainted with their Assemblymen. Discussion was held on the time
to have the get-together. It was decided Friday 3 January would be the best time as the
Assembly will be invited to meet in Kenai on the 4th; Mr. McCann moved, Swires seconded,
to submit a check to the Kenai Borough Assembly in the amount of $1,000. Passed unanimously.
Mr. Cliff Carr addressed Council reouesting permission to use his property as a combina-
tion residence and business. He wants to install a small TV and Radion repsir shop in an
accesory building. Mr. Carr was advised to put his request in writing and Council will
deal with his request as the Planning Commission is more or less inactive.
Mr. Roy Tietjen inquired of Council whether the City anticipated further trouble with
power outages which would affect his business. Mr. Crinklaw stated two outages were due
to trees across the lines, which cannot be helped, and the third outage was of seven min-
utes duration due to an overloaded fuse. It is hoped this will not recur. Mr. Tietjen
stated he would prefer buying power from the City but cannot jeopardize his business. He
will not request a release to HEA at this time.
The Attorney further reported: The Kenai Charter does not allow for alternates to the
Borough. He will draft an. ordinance establishing the office of a Kenai Forough Assembly
Representative.
Mr. Lofstedt arrivad at 9:30 p.m.
Mayor Dye read a letter from Mr. Thouren of the Dept. of Health.
The Atty. further reported on steps required in establishing assessment districts. tie
will submit this in writing. He also recommended a meeting between Christmas and New
Year's; submitted forms for spoilage which will be turned over to Phil Wilson. In-
quired re easements --Clerk will send form for Thor Osbo to Leif Thorkildsen in Seattle
in an effort to get Osbo's signature; The Atty. announced the Chamber of Commerce Awards
dinner will be 11 Jan. at Officer's Club at Wildwood--tickets are $5.00.
Mr. Morgan asked if the Atty. could he available for Borough business of minor matters.
Mr. Fisher said he would be glad to cooperate with the Borough.
Trooper Robertson was asked if Kenai City Light can use a part of the Jail for a workroom.
Mr. Crinklaw needs . drafting table space, etc. Robertson said okay. He also said he
and Trooper English hoped to start issuing warning tickets after the first of the year,
and office hours will be established probably on Saturday afternoons. Mrs. Homer Swires
said Trooper Robertson had been of great help in controlling traffic at the Christmas
Program at school.
Minutes of the last meeting were corrected and approved.
Council approved renewal of application for Games of Chance and Skill for Kenai Bill's
Club.

Correspondence was read: Letter to FHA re Killen's drainage system, etc.; Pamphlet
re acquiring public domain lands for Recreation adn Public Purposes; letters on the
agenda, and a report from Mr. Dority re roads in Black Gold Estates.
Clerk was instructed to request the Atty. to draft an ordinance prohibiting burial of
anything under streets that would interfer with water, sewer, gas, etc. lines to be
installed at a later date.
Re letter from Mr. Potter re reimbursement for $4,306.56 from School Bond Fund monies --
City will try to take care of this after the next treasury bill matures; re the request
for 10-12 thousand to purchase school equipment --Clerk will inform Mr. Potter this amount
of money will not be available until issuance of the remainder of the authorized school
bonds is accomplished. Clerk was also instructed to pay Manley f, Mayer the foe for plans
and design. ($49,383.00) A total of $785,605.87 has been paid to Lease Co. to date.)
Clerk reported: Acknowledgement of our interest payment had been reed. from Seattle
Trust and Savings, but the coupons returned were for the City of Nome; Materials list
for additional office space at the City Administration Bldg. had been submitted by Mr.
Swires--cost is estimated at $2,125.50 and Stan Thompson had offered to furnish materials
at cost plus 10%; even at this, the City cannot spend funds for this now; Council is
not required to be present at the Saturday meeting with Galliett and the contractors;
Galliett had called, was to be in San Francisco this week to see Dept. of Health and also
HHFA in Seattle; Mr. Jaynes is in Anchorage and Fire Island rounding up equipment, etc.
for the Airport; Mrs. Petersen inquired if Kenai Centenniel Committee is to work with
the Soldotna group --(yes); Kenai City Light wished an executive session with Council to
discuss further bonding, expenses, revenues, etc.
Considerable discussion was had on fiscal matters with Mr. Crinklaw, his letter (draft)
to R.W.Beck, etc.
Mr. Swires moved, :McCann seconded to authorize the !Mayor to sign the application for a
service area for Kenai City Light. Motion passed unanimously.
Discussion was had on pay schedule for City employees. Mr. McCann moved, Lofstedt seconded,
to raise John Coveyou's salary to $7500 a year, effective the first of Jan; to au=horiz e
seven paid Holidays (Christmas, New Year's, Washington's Birthday, Memorial Day, 4th July,
Labor Day and Thanksgiving); that any further change in wages will not be considered
until after the end of the fiscal year; and that there will be no decision on vacations
until budget -time. Motion passed unanimously.
Ordinance #60 was offered for discussion for Second Reading. Mr. McCann moved, Swires
seconded to approve Ord. M60 for Second Reading. Passed unanimously.
Meeting adjourned at 12:45. Mo meeting gill be held until 8 January unless something
important requires action from the Council.
