Cone and Mr. Hayes. r ;.r. George :davarre appeared before Council with a request from the Chamber of Commerce to advertise for proposals for franchise permit to furnish Gas to the City. He also inquired as to the status of telephone users who reside outside the City Limits frith relation 1 to the sales tax. i Minutes of the last meeting were read and approved. �Y Clerk's report was given. Mr. Morgan reported for the bridge committee that no word • has been received from i•ir. Shepard, but material and information is being forwarded from Juneau. Mr, Leo Oberts, reporting for the Dock Comm., announced the title for the tide lands is beingclarified and press notices have � been released for invitation for lease proposals. Mr. Jay Lietzke, Chairman, Planning Commission, reported no meetings have been held due to lack of quorum. ' Mr. James E. a sher, City Atty., introduced Mr. Rod Pe ties, F Director of Local Affairs Agency, g y, and announced com ing petition- � hearing for exclusion of lands South of the Kenai River from the City. He is planning to call on Swanson, Morgan, Lietzke, Jordan, Oberts, Torkilsen, Ault,&Hubbard. The City's plea for additional time to reply to the petition was denied, therefore reply was mailed .f and should have been received by Jan. 3rd. i Surveyors proposals for furnishing metes and bounds descrip- tion of Sec. 36 for City Sanitary fill were opened and discussed. Mr. Morin submitted only bid on maintaining dog pound services. Mr. Moran moved, Carl Branson seconded, the 01.ty accept the `. bid of Mr. S. J. Malone and to request metes and bounds description rather than plotting. Vote was as follows: Affirmative -Morgan, l Carl Swanson; Negative - I-IcGahan, Seaman. Mayor Swanson broke the tie with a negative vote. Mr. NeGahan and Carl Seaman will survey w the site for the City. � I ` Mr. ;Morgan moved, Carl Seaman seconded, the City accept Per. Morin's S bid for City dog pound. Motion passed. 117 Mr. Morgan read amendment to Sub -division Control Ordinance and moved it be accepted. Resolution failed with the following vote: Affirmative - I•Iorgan, I eGshan, Carl Swanson; Negative - Seaman. (Resolutions require four votes to pass.) Resolution No. 15 calling for special election was presented by Mr. Morgan. Resolution received unanimous consent of the Council but was vetoed by Mayor Swanson who will submit his written reasons for doing so at Council meeting next week. Resolution No. 16 electing Mr. Wayne Tum5uden as council member to fill the vacancy left by Thomas G. Hayes was presented to Council by Mr. Morgan and was passed unanimously. Mr. Carl Swanson moved, Morgan seconded, we accept the state- ment of cost of insurance as presented to the Council. 'notion passed. Mr. Me Gehan moved, Carl Swanson seconded, the Clerk does not contact Atty. Gen. Ralph Moody re telephone tax. Motion passed. Mr. Carl Swanson moved, Seamen seconded, the City solicit proposals for a franchise for gas distribution to the City. Massed. Mr. Cal Seaman .moved, Carl Swanson seconded, we set aside $100.$$ for expenses for Civil Defense Director. motion Passed. Mr. Carl Seaman moved, Morgan sec onded, the City write a check to the Fire Dept, for the balance in their account for tzis year. Passed. Carl Swanson moved, IeGahan seconded, the signs suigested by Chief Peavley to control traffic by the Kenai airport be accepted if the State statute calls for busses to stop when crossing air- craft approach zones. Motion passed. r Mr. i-organ moved, McGahan seconded, the City meet the Chamber of Commerce on matchin;- fund basis on purchase of two signs presented Jby Mr. Seaman to Council for installation at both ends of City Limits on Kenai Spur. Motion passed. Mr. Carl Seaman moved, MaGehan seconded, the City accept the subdivision plats of Mulvaney, Hopkins, Morgan and Floyd Kent, Passed. Harry Housets letter applying for guard duty at the Jail is to be turned over to Chief Peavley for his recommendation. Also, letter offerint_ fire instruction training is referred to the Volunteer Fire Dept. for recommendation. -� i Minutes 1/10/62 Page three ` Clerk was instructed to write a letter of commendation to Chief Peavley, Jerry Hobart and State Trooper Haggarty re quick apprehension of persons involved in recent robberies in the Kenai- Soldotne area.
