Clark wishes instruction on policing of dog ordinance, Will the City hire a "dog catcher" for the initial clearing out of unlicensed dogs? ''hief Peavley has said he would help, and if the City can be fairly well cleaned up in a ten day or two week period, then he could handle it thenceforth. Should the City issue invitations to bid on this?? Should not the Board of Evaluation be forming and acting on land assessments?? The American Legion has expressed interest in leasing the old Federal Jail Bldg. for twenty years or so for a nominal sum. Mould the City be in a position to accept such a lease - considering the fact the bldg. is on Mate-oVmed land? for City Jail City has opportunity to acquire bunks and mattresses/from the City of Fairbanks by paying transportation costs. Councilman Morgan - Bids on General Chef unit with stainless steel top, Model R-648. I{enai city Council :1eeting January 17, 1962 Meeting was called to order by City Clerk and newly elected Council member Wayne Tum;uden tool: the oath of office. In the absence of the Mayor, Mr. Richard Aorgan was nominated and elected Mayor protein. Roll call snowed all members present but Mayor :,wanson and Chet Cone. Minutes of the last meeting were read, corrected and approved. Correspondence was -end. Atty., on petition hearing City y., James E. Fisher reported the final argument/had been mailed to the Local Boundary C onmission. He announced a meet- ing Sat. January 27 at Riverhouse, aoldotna, to study borough needs, boundaries, etc. He also recommended the Council push the bridge project; only by reminding the powers that be of the need for a bridge can we expect to be recognized. Mr. fisher contemplates a trip to Juneau and suggests the Council pay part of his expenses so that he might approach the Gov., the Dept. of Public Works, and Div. of Hwys. as an official representative come to give impetus to bridge planning. Clerk's report was Given. Dock Commission reports -Feb. 1st as closing date on proposals to construct dock facilities. Mr. Carl Swanson presented 3esolution No. 15 declaring time and place for special election on Kenai Power Pranc hiss Ordinance. Acting Mayor V11orgen opened meeting for public discussion. Speakers from the floor were Mr. and Iirs. Waldo Coyle, Mel Cole, Byron iViul- vaney, Bill Wells and George Navarre. Their opinion seemed to be that a better franchise could be had. Acting Mayor Eorgan reminded the audience the question for discussion was the rev. for special election, not the merits or demerits of the franchise proposal. Mrs. Coyle objected to closing registration five days before election. Roll call vote on the Resolution passed it unanimously with Mr. Tum- Suden abstaining with consent of the Council. Acting Mayor Morgan appointed George Navarre chairman of a committe to select first second and third winners of the contest to design a City Seal. The Council recommended Chief Peavley consider one man to act as guard and dog-catcher rather than hiring two people for the t two jobs. i Ir. Mr. 6eaman presented Resolution #14 which denies need of a third reading on Kenai Power =ranchise Ordinance. Resolution passed. Mr. "'cGahan moved, Carl ;seaman seconded, we apply for land for sanitary fill in Sec. 36 as described in the application. Passed. :sir. Carl Seaman presented Resolution #17 accepting the agree- ment with Housinr. and dome Finance Agency for funds for advance plan- ning for water a;id sewerage systems. The resolution was subject for public discussion and speakers from the floor were: Mrs. Coyle, Messrs. Oberts, Iulvaney, "'ells, Lietzke and Navarre. Many questions were asked; how much interest to be paid? How assessed? How much area involved? Wherets the money coming from? Mr. Lietzke explained the money is paid back only on the portion under construction. The resolution passed unanimously. Mr. Mc Gahan moved, Seaman seconded, we request the South Half Of Sec. 36 be put up for sale in lot sizes with 751 minimum frontage and to conform with the contour of the land and that the area be classi- fied as medium density and residential. I•:otion passed. Mr. Mc Gahan announced flr. Gault of BLIVI had assured him lots 179 thru 189 along the hwy. in Sec. 31 could be had by the City and possibly ten lots along the galley. Irr. McGahan moved, Seaman seconded, the Clerk write the Div. of Hwys, showing the economic feasibility of the Kenai Peninsula Coastal Hwy. with copies going to Dooming, Uruening, the Governor, Peninsula Chambers of Conanerce and Community Clubs. Notion passed. All members of the Council are urged to attend the borough meeting Sat., Jan 27 at xiverhouse in aoldotna. (12 noon.) Mr. Seaman moved, Morgan seconded, the City pay half the fare of Mr. asherts trip to Juneau in order that he may represent the City to push planning of bridte construction across the River. Motion passed with Mr. Me Gahan dissenting. Clerk was instructed to find out if General Law Cities retain rights when included in boroughs; also request atty. to see if school busses are required to stop at aircraft approach zones under State law; and to write a follow up letter of meeting of Councilmen with FAA with regard to FAA turning airport lands back to BLII. Meeting was open to public discussion and those speaking were Mulvaney, Coyle, Robinson and Navarre.
