Chet Cone who is Outside. Minutes of the last meeting were read and approved. Correspondence was read and Clerk's report given. Attorney was not present but submitted written report Which is included in these minutes. Mr. Harold Galliette explained system of separate accounts for monies received for Advance Planning for Plater and Sewerage Projects. Recommended the Council decide on a consulting engi- neer. In answer to question from Councilman Morgan he said he could have the plans done by July. Ifr. Morgan moved, Carl Swanson seconded, the City em- ploy Mr. Galliette as eng.xt.;er on water and sewerage systems. Motion passed. Mr. De Leonardis of Division of Lands introduced Mr. Oswald, Engr. who displayed and explained preliminary plat of subdivision of Sec. 36, %i1, R111.1, S.I%1. The lots are approximately 80' x 2401. If the subdivision is accepted the next step would be surveying which could begin in April. Then precise planning, lot lay -out would be undertaken and presentation made to the Council of the finished plat. The State right-of-way along the Kenai Spur is 200' in all. Iir. Oswald also announced Sec. 1 and Sec. 6 might be subdivided if it is what the City wants. Mr. Carl Swanson moved, Seaman seconded, the Div. of Lands go ahead with plotting as residential in Sec. 1 and 6, if in agreement with the Planning Commission and these lots be put up for sale before the lots in Sec. 36. Roll call showed: Affirm- ative - I.lorgan, Seaman, Carl Swanson; Ilegative - Iv11cGahan, Tum- Suden. in See. 36. In answer to question regarding the City's application for sanitary fill lr. Joe Keenan of Div. of Lands, announced the application had been received and -after approval by the Div. of Sanitation in Dept. of Health, he saw no reason why the application should not be processed as soon as time limit could be determined and supply of suitable fill -material could be ascertained. Mr. Keenan also requested the Council submit in writing just what their desires are as to which sections should be put up for sale so that the Division of Lands can proceed accordingly. Carl Swanson moved, :.organ seconded, the City accept the bid of the _standard Cif Co. of California with the stipulation that 400 or more--allons be delivered at one fill in order to take advantage of the rrost eeonor,ical price and that the con- tract be let for one year. i.,ctlon passed. Mr. :.:organ presented his proposed "car:pai,;n" to show economic feasibility of a bridge across the Kenai and gave credit to Mr. Fisher and his Juneau interviews for getting the bridge project on i•ir. Lee Hubbard ' s annual report and recommend- ation on Secondary Roads Planning. .ir. :Morgan also requested $150,00 as expense money for his coirrrittee. Mr. i:organ moved, Seaman seconded, `?150.00 be set aside for bridge expenses and that the money come from the bridge fund. Motion passed. Mr. Seaman moved, Carl .Swanson seconded, the evaluation Board be formed as soon as possible. -:otion passed. The Clerk was instructed to consult with the Attorney regarding the taxes on property of Talmage Nelson; also, to request invitations on gas distribution proposal franchise to be drawn up for publication. Possible publication in Oil & Gas Journals and the mall St. Journal is to be considered. The.problem of the welfare of Mr. Bill de Angelus was referred to Welfare Agent Mrs. urace Cole and Chief i'eavley. In response to request from Div. of health for permanent office space beginning about the first of June, Mir. :1:crgan moved, McGehan seconded, the Health & ''Welfare Dept. be notified that office space is available at a reasonable rent. I4otion.passed. Mr. Iforgan moved, Seaman seconded, the applicat:Zon of the American Legion to conduct games of chance and skill be approved. notion passed. Mrs. Grace Cole requested office space one day a week from 10 a.m. to 4 p.m. to interview persons applying for wel- fare. I4r.
