Meeting was called to order by *Iayor Swanson at 8:00 p.m. and
roll call showed all members present but '*:r. Chet Cone who is Outside.
Minutes of the last meeting were read and approved.
City Atty. Jas. E. Fisher reviewed his opinion on tax exemptions
as incentive to new businesses locating:, in Kenai, stating that the Ctate
of Alaska allows for tax relief and it r..ight be better for the City of
Kenai to increase travel budget and phone allowance to enable Council
members to make personsl contact with business men interested in locat-
ing in Kenai. He also suggested the V'ouncil send a representative to
Juneau for the Div. of Hwys. hearings as our apprearance there may
have a bearing on the road program for this area in the future. Er.
Fisher suggested we inquire of Senator Gruening if there is anything
the City can do to support his Resolution being introduced in the Sen-
ate regarding an i7800,000. appropriation for roads for Alaska. He
also reminded the Council of the recommendations of Mayor .Swanson that
a Citizens Advisory Committe be formed for Public 110`orks which would
study needs for parks, roads, water and sewer systems, etc. In re-
gard to tourism he suggested the City work with officials of the
Russian Church on plans to make a visit to the church more accessible.
Tourists will be coming on to Alaska from the Century 21 Exposition
and Kenai should be ready for them.by presenting a clean City and
making them welcome. The action on the collection of the cannery
sales tax is still under study. The second meeting of the Borough
Study Group for the Peninsula will meet Feb. 17 at noon at Riverhouse.
Mr. Oberts of the Dock & Harbor Commission announced proposals
on dock construction will be opened Feb. 2nd in C lerkts Office. Also,
Mr. Leon of Union Oil Co. w/office in Anchorage volunteered support

of Bridge, Harbor and North Road projects.

Re: Juneau trip of 19 January 1962
Gentlemen:
On 19 January 1962, I had a conference with Commissioner of
the Department of Public Works, Richard Downing and Director T.
D. Sherard, Division of Highways at Juneau. As a result of this
meeting, I was advised that there has been nothing done with respect
to the Kalifonsky Beach -Kenai Bridge and the entire subject of a
bridge could be dependent upon recommendations for the Secondary
Highway System presently being compiled by Mr. Lee Hubbard of the
Anchorage office. As a result of the conference, I called the
City Clerk to alert her to the report on which Mr. Hubbard was
working. The City Clerk contacted Councilman Morgan and advised
him of a telephone call which she had made, at my request, to Mr.
Hubbard.
It appears that the report is now completed (this was deter-
mined by my follow-up accomplished when I returned to my office on
23 January 1962). I immediately urged further action. It is my
understanding that Councilman Morgan, at my urging called the
Secondary Highway Engineer and was advised that he would make up
an addendum to his report. This addendum would be forwarded to
Juneau to supplement the overall report.
A borough planning committee would be the type of area
government representative which would usually meet with representa-
tives of the Division of Highways to request new roads and highways.
I asked if a city planning commission could substitute in the ah-
sence of a borough committee. It seems that such a substitution
would be temporarily acceptable. We should consider this type of
action for requesting assistance on the bridge, in addition to all
other actions being taken.

Beach -Kenai Bridge are as follows:

1. Document any request with a copy of the OEDP- Election
District 12.
2. Document justification with a copy of the City plan and
economic data.
3. Get statements from Columbia -Ward Fisheries.
4. Emphasize that installation of a bridge would make for
a much shorter route.
5. Have the Kenai City Planning Commission offer its ser-
vices as an agency to perform reconnaissance with respect to the
needs of new roads. This offer will have to be followed up because
of the tremendous demands throughout the state competing for the
attention of the interested persons.
6. A definite list should be established of the justifica-
tion criteria. Although I cannot recall all of the criteria sug-
gested, they were as follows: (a) people served, (b) economic value
of the land served by the connection (c) traffic, etc.
I explained to Commissioner Downing and Director Sherard the
importance of the figure "8" on the Kenai Peninsula. This suggestion
should also be followed up by further cooperation with Homer.
In addition to my inquiries on the Kalifonsky Beach -Kenai
Bridge, I was advised that an additional 7.5 miles has been pro-
gramed for the North Kenai extension. I requested that a copy of
this program schedule be sent to the City Council and to the North
Kenai Community Club. This latter request was addressed to Gover-
nor Egan.
After conferring with Commissioner Downing and Director
Sherard, I called on Governor Egan to urge the cause of the bridge.
While talking to Governor Egan, ':1 only discussed the need for the
bridge itself. It would be my opinion that I received the most
favorable interview the Governor has ever accorded me.
On arriving back in my office on 23 January 1962, 1 immedi-
ately contacted the City Clerk and Councilman Morgan to urge fur-
ther action with respect to the bridge. I do believe the present
time is very critical. I recommended Councilman Morgan write a
follow-up letter to Mr. Hubbard so that he will be advised by writ-
ten communication of the justification program under way by the
Bridge Committee. In addition, I would recommend that as soon as
possible, the City should send a representative to call in person
upon Mr. Hubbard and find out if any further information is required
from the City for witting the addendum. By such persistenc nd
follow-up, that addendum will be written a forwarded t. i
