City Clerk's report given as follows: Phone call from Harold Hansen to City Bitty. stated a resolution had been introduced in Alaska Senate to neLate Local Boundary 001-1:issicn decision on exclusion of land from the incorporated City of Kenai. If Council wishes to pursue this negation contact should be made with Leo Rhode. Evaluation Board should be forming so land assessments can be completed. Mr. Hoover, Supt. of Schools, suggested prizes for City Seal designs be given out Fbb. 9 at school assemblies. nrst prize was awarded toARose Anne i:alone, eighth grade, Second prize to Beverly Erlwein, High School, and Third Prize to Lea Rash, H.6. and Mayor Swanson will present prizes or delegate someone to do so. Mr. Leo Oberts, of the Dock & Harbor Commission announced one proposal had been received on dock construction. Letters of inquiry had been received from M.K. Co. and Mr. Oberts had re- plied that due to lack of time, a letter from them showing earnest intent to present a proposal would be ccnsidered, but this was not followed up by M.E. Co. Butler Construction had also been contacted, but the City had received no response. The proposal of Mr. James G. Dye was read and discussed. Speakers other than the Council were: Mr. Dye, Carl Haller and Jim Arness. Mr. Arness, a potential competitor of the Kenai City Dock, never- theless offered counsel and assistance to Mr. Dye. Mr. Morgan moved, Carl Swanson seconded the City accept Kr. Dyets proposal for dock construction. :lotion passed. aR�JY Mr. �+ read Mr. Ault's letter regarding selection of lands to be opened up for sale and inquired if Council wished to recon- sider action taken, ado further action was taken. Mayor Swanson requested suggestions from Council for members for Evaluation Board. A list of names was drawn up and Mayor Swanson will formulate the 'Board. Dock 9: harbor Commission ::embers present: Leo T. Oberts, Chair- man, James G. Dye and Carl '_-Taller. Kenai City Council :•:embers present: Carl Swanson, Carl Seaman and Richard ,•organ. Mr. Oberts announced in spite of advertisements placed in C heechako dews and Anchorage Times the cnly proposal received was that c:f rlr. James G. "Bud" Dye of Kenai, Alaska. Letters of inquiry had been received from Butler Construction Co, and M.K.Co., but no actual proposal had been submitted. Proposal of Mr. Dye's was read and discussed. Council will meet in executive session Friday evening at 7 P."., after which, a public meeting will be held for discussion and possible action on the proposal. Mr. Oberts called attention to the Notice of Intention to buy the Dock Jite and said a protest had been lodged with the Bur- eau of Land Management on the grounds the purchase was in direct competition with private enterprise and the said land was more suitable for park and recreation purposes. The B.L..M. had denied the protest and stated land sold by BIM was to be put to "ghest and best use and in the judgment of BIM, that was just that the City of Kenai intended doing.
