KENAI CITY COU NCIL MEETING February, 14, 1962
Mayor Swanson called the meeting to order at 8 p.m. and all members
were present except Chet Cone who is still Outside.
Minutes of the last meeting were read, corrected and approved.
Attorney submitted written report which is included in these minutes.
Clerk's report was given and correspondence was read.
Mr. Ed Hollier presented a revised budget for the City's share of the
School expenses as follows: $51,686 of North Kenai students come in to Kenai
for the full year, or $56,392.00 if they are transferred to North Kenai with-
in six months. Mr. Morgan -oved, Carl Seaman seconded, the budget of
$51,686.00 be accepted. Roll call vote was as follows: Affirmative - Morgan,
Seaman, Carl Swanson, TumSuden; Negative - McGahan.
After slight discussion, Mr. McGahan moved, Carl Swanson seconded, the
Two cab companies, i.e. Stan's Cab and Northway Cab, be allowed two taxicabe
each. Mr. Morgan moved to amend the motion, Tum Suden seconded, by adding the
words "and that the permit presently held by Horace Davi is to be declared null
and void and no longer of any force and effect in the City limits of the City
of Kenai, Alaska, by reason of non-compliance with Ordinance No. 12 Motion passed.
Vote on the main motion also passed.
Mr. Charles Archer presented a report on past expenses of the Volunteer
Fire Department with relation to present ones and protested the small amount
due them for the remainder of the fiscal year. A special meeting will be held
Monday, February 19 at 7:30 p.m. to work out a solution for future mtce. problems.
Mr. Harold Galliette, Registered Engineer working with the City of Kenai
on Water and Sewerage Systems presented the Council with a contract -agreement
and also with a map showing tentative sectors which will be mapped and surveyed
first for water and sewer systems. He also announced he had received permission
to drill for water in the vicinity of Walkerville. He also presented plans for
a revision of a former subdivision of Peninsula Development Co. (Plans will be
referred to the Planning Commission.) He explained his contract conformed as
closely as possible with the agreement with HHFA; also areas mapped would be
larger than those actually due for water and sewer lines. If there are any
questions, Council is to refer to City Atty. as he is familiar with contract.
In reference to possibility of receiving Federal Aid Grants if Kenai were to put
in sewerage treatment facilities, Mr. Galliette will submit recommendations after
he has compared the costs. He recommended the City concentrate on main trunk
lines with some laterals thus serving a larger area than if the City were to
concentrate on numerous laterals, etc. In reply to a question from Car) Swan-
son, he stated a water and sewerage commission would be useful later on, but not
right away.
In reference to letter from Rep. Leonard inquiring as to the City's wish
on House Joint Resolution #47 which would refute the decision of the Local
Boundary Commission with regard to exclusion of land south of the Kenai River
from the City of Kenai, Mr. Carl Swanson moved, TumSuden seconded, that the
Council endorse the resolution and so inform Rhodes and Leonard. Vote was as
follows: Affirmative - Seaman, Carl Swanson, TumSuden; Negative - Morgan, McGahan.
Mr. Leo Oberts reported on interview with Army personnel wherein the City

is offered an oportunity to lease the present Army Dock. Mr. Morgan moved,
Carl Swanson seconded, the Council authorize q negotiate with the
Army to lease the Army dock. Motion passed. A440 , 7j Iyw�„M�
In reply to a memorandum from Chief Peavley, Carl Swanson moved, Morgan
seconded,the Chief of. Police be authorized to hire a guard at $125.00 a week
with room and board as the need arises. Motion passed.
The meeting was opened to public discussion, speakers being Messrs. Don
Cunningham, Gene Morin, Chief Peavley, Monty Coleman, Leo Oberts. Most of the
discussion related to encouraging new businesses in coming to Kenai. It was
agreed a mimeographed letter should be made available to the Chamber of Com-
merce and the Council which could be sent to interested parties; also a
progress report should be included in this form letter along with a list of
services needed.

WORT TO THA COUNCIL OF THE CITY OF KOMI WITH J=GM lIQ nVA
1. SMER AND WATER: The raccamendation for establishment of an advisory
Committee to determine such mattero as: (1) Location of said sewer and
otter lines (2) Priorities for installation of service letterals; (3)
Intention to expand the proposed system. These rteeomonletions were
made to provide a body of public minded residents of the City of Kenai
who could bring their knowledge of the local scene to bear on the probleo
of actually installing no water and sewer lines. Such a Committee
could only be advisorZAja&d,ir rGC@jM=djrLj9m Mould have to be
adopted, and implemented, b actin;;s of the City► Council. The City
Council is the body which must estmblist- the policy by such formal declara-
tions as resolution&, orders and ordinances. However, the advisory Con-
ssittee would involve a larger numbsr of people in the City Gaveresataat and
would promote a wider understanding througfiout the residents of the City
of the eew fmw of the Council and the needs and problems facing any actions
taken by the Council. The advisory Comittae on the establishment of
water and sewer lines should work with the Panning 4�9=ission, yet the
duties should proba;,ly vot be left t :, the Planning Comwission, unless
they so desire. Establishment of another advisory committee would permit
a wider number of persons to be involved in the City Government and Mould
not place quit& so h*avy a burden on t`re Planning Con ission.
Such an Advisory Cor,amittee should probably hold publis
hearings which should be publicized as muci, as possible In order that
as many people could gave t,e opportunity to attend as was passible.
These hearings could form the baeis for any recommendations nade by
the Committee.
2. DISCHARGM FIREARMS: The Coxmeil is reminded that any person
complaining of firearms being discharged in the City, at least as the
ordinance presently reads within one mile of :he Post Office, should
file a written complaint with the Deputy Yj;gistrate. When the Complaint
is filed then the City Polics can go out and arrest the offender.

North Kenai Cocmmtty Club and adopt by referents: any st4te10ts urging

4. SCHOOL sUDGET: The City Council should attempt to avotaat Is parson

Kenai area. It is possible this could be accomplished by contacting the

The Council.'s attention is again directed to the opinion
