HomeMy WebLinkAbout1962-03-28 Council Minutesi Minutes of Kenai City Council Meeting March 28, 1962 Meeting was called to order by the City Clerk and Mr. Carl Seaman was elected Mayor pro tem. Roll call showed all members present but Mr. Carl Swanson and Mayor Swanson. Minutes of the last meeting were read and approved. Correspondence was read. (Telegram from Leo Rhode re HB239, Letter from Dept. of Education to Kenai School Bd. etc.) Clerk reported on need for representative being sent to Juneau re status of Bridge and the Kenai Peninsula Coastal Highway; nerd for an expression re Borough seat, classification of Borough, and name for Borough, as well as Borough apportion- ment; Asked if Fiscal Budget for 1962-63 could be taken up at the next meeting; Announced letters written to Senators and the Cities of Fairbanks, Haines and Kodiak re HB239 in response to telegram from Rhode; Need to rescind motion of Jan. 10, 1962 re placement of Kenai City Sign; Announced effectiveness of Lyon Reporting Service. City Atty. Fisher suggested the City offer office space to Farmers Home Ad- ministration, and direct letters to the Chamber of Commerce and :forth Kenai Community Club to request a representative be stationed on the Kenai Peninsula. sir. Fisher also recommended an emissary be sent to Juneau re the Bridge and the North Road as well as checking in with the Local Affairs Agency on Borough Government. Mr. Fisher will be in Juneau April 9 and 10, but emphasized it would be better if a Councilman went to Juneau. If the trip to Juneau can't be made, he suggested a Councillor at least contact Mr. Hubbard in Ancborage. In answer to Memo from Chief Peavley, the Atty. suggested the City adopt a policy regarding a Public Prosecutor. He thought perhaps the cost might be too high for the City at the present time. Mr. Fisher announced the Hospital Site Committeehad received an option on ten acres of land So. of the River, as well as an option of ten acres in Sec. 31. Mr. Leo Oberts reporting for the Dock 6 Harbor Committee said the latest �A idea is to try to form a corporation to take over the dock. In answer to a question re small boat harbor possibilities, he said they had that in mind eventually, but attention had been directed mainly to a dock. Moving into old business Mr. Morgan move,4, Cone seconded, to postpone { action re the Federal Jail L-til the Council knows what happens to HS 239 which would turn over State lands to Cities and which has passed the House and is now in the Senate's hands. Motion passed with McGahan dissenting. Mr. McGahan moved, Morgan seconded, to rescind motion of Jan. 10, 1952, minutes which would place the large City sign at the City Limits of the North Kenai Road. Motion passed. Mr. McGahan moved, Morgan seconded the sign be placed on or near the airport and a small City Limit sign be placed at the north boundary on the North Road. Passed. Mr. Morgan moved, Tum Suden seconded, the Council accept the new Jail. Passed. Mr. Chet Cone asked if some relief could be given to people on the North Wry Kenai City Council minutes Page two Kenai who t,ay the tax on telephone service. The City Attorney is instructed to give a report at the next meeting. Mr. Morgan moved, McGahan seconded, the Council urge carport of HB 397, an Act permitting personal action against leaseholders for collection of delinquent taxes on their leasehold interests in tax exempt property. Motion passed. Mr. Morgan moved the Council urge support of HB 406, an Act relating to the transfer of state construction equipment to political subdivisions if the equipment is to be used in maintaining roads and airports. Motion passed. Mr. Morgan moved, McGahan seconded, a letter be sent to Farmers Home Admin- istration offering office space, rent free, through the remainder of the Fiscal Year. Motion passed. Council decided againstsending a man to Juneau until the Department of Highways could be reorganized. Public discussion was held and Mr. Coleman spoke in favor of getting a man to Juneau. Councillor Cone pointed out Kenai usually waits until too late and then they have to fight against something that has already happened. It was also pointed out, it isn't the Dept. of Highways that appropriates the money for the public projects, it's the Dept. of Public Works working with the Bureau of Public Roads. Mr. Seaman and Morgan thought a trip to Juneau at this time would do no good. The Clerk was instructed to inform Chief Peavley the City would not hire a prosecutor re the case of Baun vs. Kuchta; also to inform him of an executive meet- ing Wednesday, April 4, 1962, at 7 P.M. The meeting was opened to public discussion on boroughs, roads, bridge,and telephone tax. Mr. Coleman and Morgan pointed out a relaxation of enforcement on the telephone tax paved the way for identical action re the Electric Utility system. Speakers from the floor were Coleman, Ernie Knackstedt,tTru McGrady.
