April 4, 1962
Meeting was called to order by the City Clerk and Mr. Carl Seaman was
unanimously elected Mayor pro tem.
Roll call showed Mr. Carl Swanson and Mayor Swanson absent.
Mr. T. F. Stevens, Atty. for Bush Lanes, Inc., appeared before the Council
and presented a proposed oreiinance which would approve an alcoholic beverage
dispensing license being granted to bush Lanes, Inc. Mr. Stevens also presented
the plans for the bowling alley, explaining the area for drinking would be com-
pletely isolated from the recreational area. At the request of I:r. !SorQan, the
plans were also shown to the audience.
Minutes of the last meeting were read, discussed and approved.
Correspondence was read.
Clerk reported Mr. Larry Lawton of F. A. A. will confer with Councilman
Carl Swanson with regard to placing the City of Kenai sign on or near the air-
port. tor. Carl Seaman and Chet Cone volunteered to help Mr. Hollingsworth and
Harry House erect the sign after the frost is out of the ground. A phone call
to Mr. Keenan of the Div. of Lands resulted in the announcement that the sanitary -
fill site is now available and Kenai can start using it immediately. Also, a
phone call to Mr. Alfred P. Steger of the BLM disclosed that Sec. 33, applied for
as a high school site, was up for a field report, and the City should know within
a few days the date of issuance of publication. Ile also stated special tags had
been attached to the application to expedite the processing. Mrs. Georgia
Struble's name was submittedfor appointment to the Planning Commission.
Mr. Leo Oberts reported the City Dock Site has undergone some serious
erosion on the upper side and requested instruction as to whether the City should
�[ try to repair it, or should the Army go ahead and do the repairing and bill the
(� City. The Army claims the excavating done to load and unload barges caused the
course of the river to change and erode the bank. The City disclaims all re-
sponsibility for the excavating.
Mr. Morin requested an executivis session with Council and Planning Comm.
He pointed out the Commission is comprised almost 100% of new members and they
would appreciate some guidance and instruction as to planning and zoning policy.
' Wednesday, April 11, 1962, 7:00 p.m. was set as executive session to dis-
cuss rules and regulations for operating the newly acquired sanitary -fill site.
Mr. Morgan moved, TumSuden seconded, the Council accept Acting Mayor
Seaman's appointment of Mrs. Georgia Struble as a memeber of the Planning Com-
mission. Motion passed.
Mr. Morgan moved, Cone seconded, the gravelling of streets in Kenai be
accomplished on a priority system based on the number of residents served by the
road. Mr. McGahan moved, Morgan seconded, to amend the motion by adding "In
the event of equal priority due to residents served a higher
g priority will be
given due to the condition of the grading. After discussion, the vote on the
amendment was: Affirmative --Morgan, McGahan, Seaman; Negative --Cone, TumSuden.
Amendment passed. The main motion passed with one dissenting vote from TumSuden.

Mr. Chet Cone presented a resolution regarding application of money for p
planning the new High School building. Mr. Cone roved, `4cGahan seconded, the
resolution be adopted. Motion passed.
Mr. Morgan presented Ordinance No. 23, granting a liquor license, (subject to
the approval of the Alcoholic Beverage Control Board) to Bush Lanes, Inc. Mr.
Morgan moved, TumSuden seconded, the adoption of the Ordiance for first reading.
Motion passed.
The Clerk was instructed to write the DPW in Anchorage with a carbon copy
to Mr. Soberg, DPW at Soldotna,regarding the condition of the City streets. Clerk
is also to secure pictures of the mud holes and send them to Anbhorage.
The meeting was open to public discussion which covered a variety of sub-
jects. i.e. roads, dogs and rabies shots, etc. Speakers from the floor were
Messrs. Mullin, McGrady, Oberts, Morin, Meeks and Coleman.
Meeting adjourned at 10:20 p.m.

Gentlemen:
This report is submitted in lieu of the City Attorneys
personal appearance. I believe the following items should receive
r
Council attention:
1. Some method of designation of roads and street
responsibility should be undertaken. This problem vrill become more
aggravated as the "break-up" continues. The Council has authority
and a contract, to distribute loads of gravel on the City streets.
The distribution of this gravel should be as equitably accomp-
lished as is possible. It is for this reason recommendations have
previously been made to the Council to secure an advisory Committee
for determining road maintenance rights and priority. This same
Co=ittee could also be used for assisting the City Engineer in
planning of the water and sewer.
2. The City Attorney has understood from persons resi-
dent in the Ninilchik area, that the road from Ninilchik south
to Hamer will be under construction this year. The road north
from Ninilchik to Soldotna has been delayed for some unknown rea-
son, This information has been conveyed to the Ninilchik residents
within the last ten days or two weeks. It would bear investigation.
It is obvious that if the road south is much more usable; that com-
mercial travel would occur with greater frequency over a road that

is more easily traveled.
3. Also suggested by the road work on the Kenai Penin-
sula, is need for establishing some sort of contact with communities

like Ninilchik for advocating the continued improvement of the
Kenai Coastal Highway. In addition to Ninilchik, of course, con-
tact should be established with an organization such as the Anchor
-
Point Chamber of Commerce. Unfortunately, the Ninilchik community
does not have an established community group like a Chamber of
-
Commerce available for representation of the community.
4. The past week of "break-up" conditions has emphasized
the need for clean-up activities in the Kenai area. The City

of Kenai sliould act on various programs viNic", might contribute
to a tidier appearance of tNe City of Kenai, Alaska, i.e.,
removal of wrecked automobiles. In t1-,is connection, T-as any
further word been received with respect to the proposed City
dump,
S. The Kenai Peninsula BorougT, Study Group 1,as decided
on the following actions to be taken: (a) a borough on the
Kenai Peninsula should be the size of the entire Peninsula;
(b) the borough should be a First Class Borough (have all of the
powers of a First Class City); (c) the borough shall be named
"Kenai Borough"; and (d) has decided that the borough seat will
be located within two or three miles of the present Tustemene
School. If the borough seat is to be located within two or
three miles of the existing Tustemena School, this fact should
be used as additional justification for building of the Kenai
River Bridge of the Kenai Peninsula Coastal Highway.
