Mr. Le Hollier, Pres. of Kenai District School hoard requested the Council to choose an alternate site for the proposed r:ew Hign School in the event the site in Sec. 33 is rejected. The geographic Center is at :leaver Creek in that pupils from North Kenai and Cohoe each travel 31 miles. lie presented a crap showing the area de- sired as an alternate, consisting of tracts J,l, and L of Che Seaver Creek Subdivision, plus 15 or 20 acres belong to J.W. Thompson whicn adjoins said tracts. Mr. Hollier also suggested using tobacco tax monies for planning if the application for advance:'. funds is not approved in time for the next construction season. Mr. Seaman moved, Cone seconded, the Clerk be directed to write the State Division of Lands to inquire the price and status of land shown on the enclosed plat, and to contact Mr. J.W.Thompson regarding, an additional 15 to 20 acres adjoining Tracts JK and L. Motion passed. Mr. Hurd, District Mgr. for HEA stationed at Soldotna requested permission to reroute the transmission line which at present is located below the bank. The pole is at a point where erosion is hard to stop, and also is a target for sharpshooters which results in loss of insulators. Mr. McGahan moved, TumSuden seconded, HEA be given the right to re -locate the transmission line as outlined to Council to cross town as long as right -of way is followed as closely as possible and with the approval of the City Counsellor as per proposed plat. :Motion passed. Mr. Morin, Chairman of the Planning Commission, spoke of the great difficulty of the Commission with all new members with the exception of one. He recommended the staggered system of appointments be adhered to. He also expressed the hope that confusion could be eliminated regarding the difference between Building permit applications and the actual building permit. Clerk explained the thick paper for the Building permits has not yet arrived, but Permits will be mailed to those quali- fied to receive them as soon as they are available. Mr. Morin pointed out an inad- vertant error on the part of the planning commission in accepting various building permit applications for commercial in Sec. 25. The Planning Comm. minutes showed a 200' strip ?1ong both sides. of the Kenai Spur Highway in Sec. 25 had been re -zoned Commercial, but this action had never been acted on by the City Council. Mr. Morgan stepped down from the chair with Mr. Cone taking over and moved a zoning exception be granted Arthur Thompson's Superios Buildings on his two acre plot, Sec.-25, and that it be rezoned commercial. Tum Suden seconded the motion and it passed unanimously. Mr. Harry Carter, Sanitary Engineer with the Dept. of H E N, asked Council if a written report were submitted of work done since last July 1, 1961, would Council be more inclined to approve the bill for $900,00 submitted by dept. of H&W, or did they wish to severe connections with the department. Council merely wants to know what the taxpayer's money is being spent for. Mr. Carter introduced Mr. Ehrendrick who will be permanently established in Kenai starting June 1, 1962. Mr. Ehrendrick will have an office in the former office of the Police Dept. Mr. Carter commented on the proposed Garbage Collection and Disposal Ordinance and said any step taken along this line would be an improvement. Clerk was instructed to write the Hospital Committe and inform them the Planning Commission will choose at least two sites to be made available to the Committe for consideration as possible location for the planned Hospital. Mr. Coveyou requested reimbursement from the City for gravel he had put on his road. This was turned over to the otreet Commission for further study. Mr. McGahan moved, TumSuden seconded, the City Clerk be authorized to sign applications for Lots 179 through 189 and 142 tE.rough 166, Sec. 31, T6N, Rllws S.m. 'Motion passed. Clerk was instructed to write Mr. Mulvaney requesting easements for utilities in Estancia Subdivision.. Mr. Mulvaney has expressed willingness to do so with the stipulation that power poles be placed on the back of the lots. Clerk was instructed to place the easements of Coyle and Sandland on the agenda for Council meeting May 9, 1962. Mr. Carl Seaman presented Ordinance No. 24 for first reading which is an ord. providing for refuse collection and disposal systems. Mr. Seaman moved, Cone seconded, that Ord. #24 be approved for first reading. Motion passed with McGahan dissenting. Mr. Seaman announced the cabin donated to the City by Al lee will be placed in the vicinity of Lake Street which is East of the Trans -Alaska Telephone Building. The letter of Bush Lanes, Inc. requesting permission to extend power to the bowling alley from the present line at the water well was referred to the City Atty. Clerk was instructed to thank Mr. Jas. H. Crockett, Acting Regional Adminis- trative Officer of the U.S. Weather Bureau for weather reporting services in the Kenai area. Meeting adjourned 11:10.
