Kenai City Council Minutes
'aednesday, 16 May, 1962
Meeting was called to order by !Mayor Dye and roll call showed all members present
but Carl Sranson and Bud Lofstedt.
Mr. Tom Ross presented a letter to the Council which is included in these minutes,
and also questioned the Council as to intentions in regard to operation of a refuse pit.
Mr. Myron Cronce also addressed Council and presented his proposal for operation of
the City Refuse pit. This proposal is also included in these minutes.
The minutes of the last meeting were read and approved.
Correspondence was read. Recommendations from City Atty. was included in the
correspondence since the Atty. was not present to present a report.
Clerk reported Mr. Alec Ivanoff wished permission to clear away the old wooden
fence by the Former Federal Jail; A Mr. Edgar L. Jackson has offered to clear away the
abandoned cars within the City; Phone calls to BLM resulted in no definite news of the
application for land for Hi School in Sec. 33, but a promise of information on Monday,
May 21; also Mr. J. W. Thompson has offered eight acres of land adjacent to Tracts J,K
and L in the Beaver Cree Subdivision,(which he has leased, for either a hospital or
school site. In the event this land is chosen for a hospital of high school, Mr. Thompson
will also relinquish his lease on said Tracts.
The Street Commission was not present, but presented a written report which is
included in the minutes. Clerk was instructed to write Mr. Rowley and find out how soon
he planned stringing wires on Barabara Drive and does he plan to cross the Kenai River
at that point to serve Col. Wards Fisheries, etc. Clerk was also instructed to contact
the Cty Atty. asking for legal steps to be taken re declaration of taking for r.o.w. The
Atty. is also to present an Ordinance at the next meeting re -zoning a 200, strip on both
sides of the Kenai Spur in Sec. 25, T6N, R12W, S.M.
Mayor Dye, with consent of Council appointed Ken Thomas. to replace Mr. Al Lee
who requested permission to resign from the Street Commission. Mr. Thomas was present
and accepted the appointment.
Also with consent of Council the Mayor appointed Rev. Glick to serve on the Dock
Commission in place of Mr. Dye, who had resigned.
Mr. Mark Sims of the Tourism Committe reported the City's share of the Tourism
Fund is about complete already with the expense involved in signs and moving the pro-
posed tourist information cabin -making a total close to the required $2,000.00.
Mr. Morgan of the Bridge Committee reported a meeting was held last Friday and
Mr. Swires and Mr. Sims had submitted a great deal of background data which will be
compiled and forwarded in report form to the Division of Highways in Juneau.about June 15.
Mr. McGahan , City Civil Defense Director, reported a D-8 Cat may become available
to the City and that he will write for further particulars as to cost, etc.
In relation to this, the Clerk reported a letter had been directed to the Gov-
ernor's assistant, Mr. Alcantra in Anchorage, requesting participation in the surplus
equipment program as provided for by this year's legislature and naming the pieces of
equipment which are most urgently needed.

Chief Peavley reported the painting in the Jail is alnost completed and they hoped
to get the grounds cleaned up while prisoner help is available; Capt. Mayfield will be
in Kenai Thurs. and Fri. and fie hoped to come to an agreement with him in regard to the
State's use of Jail facilities, both for prisoners and as office space for State Troopers.
Mr. Peavley asked the guidance of Council in these negotiations; He also explained the
reason for taking the Police Car to Anchorage when called as a witness was to get the
car worked on one day, and the next time it enabled him to make the trip in one day in-
stead of laying over a night to travel by air. He said he might be able to get the
price of the air fare as a reimbursement. He also asked what is the policy in regard to
going out of the City to answer emergency calls and what effect would this have on the
car insurance.
Clerk was instructed to inquire of Mr. Oberts if the City could get a written
statement that the insurance Co. would consider an answer to an emergency call in-
volving a major felony or major injury to be City 3usines,
Mayor instructed Clerk to place the Abandoned Vn"i-'"e Ordinance on the agenda
next week for first reading.

i Mr. Morgan moved, McGahan seconded, the City of Kenai offer the State of Alaska
desk space in the Jail for $50.00 a month. 'Motion passed.
Mr. Morgan moved, McGahan seconded, the City of Kenai formally obligate the Jail
for use of the State Police at the cost of guard and care of prisoners. Motion passed.
Clerk was instructed to work with Chief Peavley in directing a letter to Commissioner
Underwoxi and Capt. Mayfield concerning the above motions.
Mr. Morgan moved, Swires seconded, that Ordinance 24, Sec. 4 be amended by deleting
the words IWSieW daignat�rd eA the Aeapona.ibte autho4ity"and substituting "City Counci.t",
and also Sec. 4 (a) the words "City Counci.Z" be substituted for"Ae6pon6.ibie, authoAity".
Motion passed.
A motion to amend Sec. 6(a) passed, was reconsidered and subsequently failed.
Mr. Morgan moved to amend Sec. 4(b) to read"15 day oS May"instead of " 1 day o6
lanua4y". . Motion passed.
i Mr. Sims moved, Horgan seconded, that Ordiance No. 24 be accepted for second read+
ing. Motion passed, after public discussion and hearing; speakers from the floor being
E'? i Mr. Cronce and Mr. Ross.
! Mr. Morgan moved, McGahan seconded, that the Council accept Mr. Cronce's proposal.
i Motion passed.
Mr. Ivanoff was to be notified he has permission to clean up the fencing around the
Old federal Jail and is to be commended for his effort.

seconded, the Council accept the resolution. Motion passed.
Mr. McGahan moved, Morgan seconded, that Myron Cronce be given a permit for coll-
ection and disposal of refuse in the City Pit. Motion passed.

Mr. Cronce was asked to present a proposal for -collection of refuse at the
next Council meeting.
Mr. Morgan moved, Swires seconded, the Street Dept. be directed to comply with
the first paragraph in its report. Mr. Sims moved, McGahan seconded, the motion be
tabled until Council meets with Street and Planning Commission at the next meeting.
Motion to table passed.
Clerk was instructed to write Mr. Riley of the Spenird PUD and the Anchorage
Public Works Department regarding priority given toward road mtce.
Mr. Morgan moved, McGahan seconded, the application for permit for games of
chance and skill for the North Kenai Homeowners Association be approved. Motion passed.
The money is to be used for playfround equipment for the park area there.
Mr. Morgan moved, McGahan seconded, the City offer as a Hospital Site the following
parcels of land: 1. Forty acres in the NE Corner of Sec. 36, T6N, R12W, S.M.
2. Forty acres in Sec. 3, Govnt. Lot 4, T5N, R11W, S.M.
Motion passed.
Mr. Sims moved, Swires seconded, the 1962-63 budget be placed first on the Agenda
for next week. Motion passed.
