City Ccuncit %mute klay 23, 1962 Meeting was called to order by Mayor Dye at 9:05 p.m. after study session with the Planning Commission and Street Commission. Roll call showed all members present but Mr. Carl Swanson. Mr. George Naverre addressed the Council regarding the collection of gar- bage. He objected to the refuse pit being opened only twice a week as he and some of his fellow business men need to dispose of refuse daily. tie also requested that Mr. Cronce pick up his refuse daily and suggested that these pickups be made at an early hour in the morning. The question was raised as to the desirability of Cronce's dumping Refuse collected in Soldotna in the Kenai pit. Mr. Navarre reminded the Council of the decision to request proposals for a gas franchise for Kenai and wondered what had been done :about it. He also requested that the City Street Light by his place of business be lighted and suggested the City should consider street lights being placed at other places in town. In his opinion, this might be one way of the tax payer getting something out of his tax dollar. Minutes of the last meeting were read and approved. Correspondence was read. A letter to the Fire Department was reviewed iby Mr. Mullin, and the Clerk was instructed to get a copy of the proposed water system and to verifax the last three pages of recommendations for Fire Dept. needs. City Atty., Jas. E. Fisher, reported: 1. He thought it advisable to have the Bush Lanes Atty. work with him in drawing up an ordinance for a zoning variance in Sec. 25. He submitted one to the Council but was not at all sure if it was the correct form. He had sent for copies of re -zoning ordinances but had not yet re- ceived them. 2. He had presented a resolution regarding maintenance and disposal of garbage according to the proposal of Mr. Cronce which had been accepted by Council. ,I 3. Copies of the legal steps necessary for declaration of taking were submitted as per Council instructions. j Mr. Frank Rowley was present and suggested two alternatives to court action. 1. He might be able to take over the tap lines of HEA on Barabara Drive; 2. It might be possible to allow a temporary hook-up with HEA until such time as Kenai Power could get lines to the area. Mr. Rowley also said he would like to use Barabara Drive as a route to cross the Kenai River with power for Col. -Wards, etc. _i Mr. McGahan questioned the proposed Ordinance for zoning variance as it was for Bush Lanes exclusively and Council had desired a variance for a 200' strip on both sides of the road in Sec. 25 including lots 1 to 22, Block 1, B.L. Subdiv. r, II The Clerk reported: Mr. Vic Boerum had gravel ordered for his driveway and it was mistakenly dumped on Walker Drive --he wondered if the City would assume the charge as it was on the road recommended for gravel by the Street Commission; Rev. Glick accepted the appointment to the Dock Commission; Chief Peavley had gone to Anchorage and would contact Mayfield and Pfieffer regarding State contracts for use of the City Jail; A letter from Mr. Oberts had said the insurance for the police car covered the trips out of the City Limits on cmergencies; Next Wed. is Memorial Day, will there be a meeting Does Council wish to amend Ord. 1 making it clear that write-in candidates are allowed in municipal elections? Requested the return of Police reports from last meeting; Wished Council to take action regarding the t 2 recommendation of the Street Commission for gravel; a phone call from Mr. Brownell of BLM stated four new requirements for purchase of land under R & PPA: 1. no re- strictions as to race, color or creed, 2. Need a more elaborate development plan, 3. Proof of accreditation, 4. Recognize BLM's right to timber and gravel, etc. lie said a letter would follow for Council action. The Planning Commission desired instruction as to how to proceed in the event an application for a building for a business was received in Bush Lane Subdiv. Instructions were to approve the application (if all requirements were met) but notify the builder to proceed at his own risk until the zoning variance ord. could be passed. Mr. MaGahan announced the D-8 Civil Defense Cat is available for Kenai if desired. He and Mayor Dye will inspect it to see if the City can use it. Mr. Swires reported the Kenai River Channel Light was toppling by the bank and in danger of caving in. The Clerk was instructed to get barricades around the light and to inform the Coast Guard of the situation. Clerk was instructed to contact Guy Moore of Wildwood regarding large tire ri-s for the grader. Also to find out the date of the meeting at Soldotna when Dir- ector McKinnon of the Dept. of Hwys. will be present. Council set Friday, June 1 as a tentative date to meet with Mr. Louis Carr who will make a personal report to Dr. Norby on selection of land in Sec. 33 for a new high school. The remainder of the meeting was spent on the 1962-63 City Budget. Clerk was instructed to contact Mr. John Ault regarding costs of advanced planning stage for the City.
