Kenai City Council Neetinv Minute; 5/b/62 Meeting called to order by Mayor Dye 5:10 p.m. Poll call showed all members present but Mr. Carl Swanson. Minutes of the last meeting were read and approved. Mr. Odin Strandberg (scheduled to be heard, but not present until now) addressed the Council re SB loan increase from $45,000 to $60,000. Mr. Morgan moved, Swires seconded, the Mayor be authorized to sign showing approval of assignment of $15,000 additional loan, making a total of $60,000.00. Passed. Mr. Strandberg made an informal report saying- the gas generation was now operating, but two more weeks were needed to be fully operative, and that the formal opening would be soon. In response to questions Mr. Frank Rowley said he would have figures on street lights soon, also that he has no right-of-way through Barabara Drive as yet. Correspondence was read. 1 19 Tuesday, June 12th, 7:00 p.m. was set as date for meeting with Mr. John itAHA and Council and all City Commissions. Attorney's report was presented in written form, but tor. Fisher emphasized the need for action immediately if the City wanted to take advantage of ARA funds now avail- able for this current fiscal year.for technical assistance in public projects. Mr. Fisher also suggested a personal contact with HHFA in Seattle might hasten the approval of application for school planning money. He suggested the City would do well to continuously remind legislators of the desired projects of the City, i.e. Bridge, Coastal Hwy., deep draft harbor, etc. The newly enacted law making, it possible to turn State lands over to Munici- palities has not yet been implemented according to information received in ans. to inquiry. Some discussion was held with Counsellor re taxation or licensing of trailers, also date of collection of property tax. Clerk reported as follows: Doris Erwin expressed willingness to donate $100.00 and a 3' strip of land toward widening the road adjacent to her trailer court; in line with Mr. Fisher's recommendation that responsible parties be made aware of the needs of Kenai, the Clerk announced Mr. McKinnon, Commissioner of Dept. of Hwys., Mr. Dwyre of DPW in Anchorage and Mr. Lee Hubbard, Secondary Roads Engineer all met together and not a Council member was present; At this meeting, Mr. Hubbard advised the best way to get projects on the planning is to continue urging construction. Ted Gaines recommendations re collection of prop. taxes included in these minutes, also remainder of Clerk's report. Planning Commission report is included in these minutes Mr. Chris Ehrendreich, Sanitation Representative of H&W will conduct a cle?.n- up campaign for the City and All present his schedule and suggestions at the next Council meeting. He has conducted a survey of a few homes and found 14 on Cook Ave. to be sub -standard as to living conditions. He also urged a Building Code be adopted and will present a model Ordinance at next meeting. Clerk was instructed to investigate possibilities of a donation of a flag pole. Re -zoning of area from Cronce's to Hartley's, Kenai Spur will await discussion after Mr. Ault's meeting. Mr. Leo Oberts stressed need for signing of right -of -entry application to Army re Dock Site. Also applications for funds for public works projects should be sub- matted soon. Public Works could include Bridge, Deep draft or small boat harbors, road work, etc. Mr. McGahan referred to questi-in of collection of sales tax for casual, Isolated sales according to 0rd. 2. Mayor suggested Councilmen study Crd. 2 and that it be reviewed as to practicality. Mr. Swires moved, Sims seconded we take $2500.00 out of City's Time Deposit for Civil Defense Director's salary and reimburse the time deposit as soon as possible. Roll call vote: Affirmative - Sims, Swires, Lofstedt; negative - Morgan; Abstention - McGahan. Mr. Morgan moved the planning fund be revised to total 3300.00 and the money be taken out of Time Deposit until it can be reimbursed. Roll call vote: Affirmative - Morgan, McGahan, Swires; Negative - Sims. (Lofstedt excused from meeting earlier.) Mr. Morgan moved, McGahan seconded, we accept the budget. Passed unanimously. Mr. Morgan moved, Swires seconded the Mayor be authorized to sign right -of -entry letter from Army and that this right of entry be transmissible with cover letter setting forth details of lease agreement as per informal discussion between the Army and Dock Commission. Motion passed. Mr. VcGahan moved, Morgan seconded the motion to apply gravel on Walker Drive and Russ. Ch. Rd. be removed from the table. Passed. Mr. McGahan moved, Morgan seconded, that gravel be applied to those two places. Passed. Mr. Morgan moved, Swires seconded, the City Clerk be permitted to initiate a Purchase Order System. Passed. Clerk was instructed to send a letter to Don Lowell, Director, Div. of C.D. quoting the minutes on motion to grant a salary to City C.D. Director. Mr. Sims urged the Council call special meeting on emergencies as outlined in Ord. 1. The problem of access road to Waldron Apts. and Ivanoff residence was referred to the Street Commission for recommendations. Meeting adjourned 1:15 a.m. Respectfully submitted, Mrs. Frances Torkilsen City Clerk Ted Gaines recommends taxes on property be paid June 15 and October 259 payment in Feb. of as these are the high income months for the tax payer• propertyowner owe for a year and half taxes -- the year following makes the ebeen made for following year in January. as assessments have already le are Outside at that time. This also is a low income month and many people might make a difference in our delinquent taxes. Also: our books are set up showing property taxes as receivables. When financial statements are prepared, this shows as income, but the City may o payments made not have the actual cash. The way it is now, there are n in the fiscal year for which the budget is made. Harry aught one, and Took it to the Pound in the flat-bed, and Archer took the keys away from us. Could Peavley handle the few dogs that are reported? 1 Flat bed cant be handled at Smokey'9'. He's going into construction work -- Charlie says Firemen will work on it. Could Peavley be instructed to inquire at new construction sites if the builder has procured a building permit? Often, the City is unaware of new construction until the bldg. is finished. Chris Ehrendrick is authorized as FHA building inspector. Could the City adopt a building code? The need for a simple but workable building code to start with !for the city of Kenai. This would help Mr. Ehrendrich to brim the sub -standard housing now in existance up to standard and prevent the sa.•ae thing arising in the newly built areas. Mro lEhrendrich feeling that this would be a calmer and easier way of dealing with the problems of sanitation in sub -standard houses without imposing more of a hardship than necessary. Mr. Ehrendrich would if a?^ointed accept the responsibility of checking the necessary points of this building code. This board feels that some building code should be made immediately to prevent further deterlation of new constructl_;n areas. One that would cover the basio needs to start with would be a step in the right direction. Mr. Ehrendrich would be qualified since he can act under the i.laska housing authority. Also his conaeo-tion with the FHA rules could be of great help in setting the basic standards need for the future IHe in his partial survey of Cook Avenue alone found that there were at least 14 sub -standard houses. These then could be given a reacona_•le time limit to being up the house in use to standard In regard to the houses below standard that are not occupied or rented and being boarded up could then be brought up to standard before they could be lived in a.-.ain or rented and if not done the houses or shacks could be condemned and improve the looks and sanatation of the entire area. Vie would like a restriction on Quonsets placed on any type of land but in particular in new areas or residential areas. We feel that a clean up Week is definitely needed and in assistance to the City workers Mr. Chester Cone will offer two men and trucks to help cart away the trash if put along the road on particular times during this Olean up week. He attempted this last year and received little or no cooperablon. Working for 6 hours and gettli but two barrels of trash. A notice (LARGE) of this in the. paper and the cooperation of each and every citizen would get them free hauling of junk out of their yards and help keep down the summer stench and bins that arise from junk piles.
