Kenai City Council Minutes filed., June 27, 1962
Mayor Dye called meeting to order at 8:30 p.m. Roll call showed all memLers present
but Carl Swanson and "Mac" McGahan.
Mr. Harold DauDenspeck of Kenai Salmon Packing Co. addressed the Council regarding
his property taxes. He presented his figures which, in his estimation, were math-
matically in error and requested the building inspector review the evaluation.
The Clerk was instructed to contact Mr. McKee and inform him of the situation.
Minutes of the last meeting were read, corrected and approved.
Correspondence was read.
Attorney's report: Mr. Fisher anmounced Tax Incentive material was available in
City files for any Councilman wishing to read it; most of the information is negative
as far as Cities are concerned. He recommended the re -zoning ordinance for Thompson
Park should be checked by interested parties before being presented for first reading.
Presented two ordinances re garbage and recommended the frequency of collection be
balanced against the cost to the individual. In answer to question from Council he
reported the court case with Kenai Packers was revealing some puzzling facts; i.e.,
Kenai Packers seems to have changed its legal entity, also they had submitted ex-
emptions for sales tax which were not on forms provided by the City; that a com-
plaint had been filed and an answer had been received.
Clerk reported that 8% interest on delinquent sales tax was mandatory according to
Chap. #12, SLA 1961; that Mr. Bob Oehler had be^n. In thn office twice and Mr. Knabb
would repair the jail roof; announced the Street Commission requested appointment of
three more men (;Waking a total of five) to work with them and that Mr. Jimmie Davidson
and Loren Whittington had expressed willingness to serve. Reminded Council next
meeting fell on July 4, should a meeting be held or not? Grader now has big tires
all around and also new blade; Had several requests for grader service on Barabara
Drive - did City feel the grader should go on the road? Public hearing on re -zoning
for portions of Thompson Park subdivision would he July llth, as this allows for 15
days notice required by Ordinance; Planning Commission had requested the Council be
informed they had approved the proposed resolution on trailers; and that Mr. Fred E.
Kaiser had wanted Council to be informed there would be no credit for accross the
river.
Mr. Chas. Archer reported for the Fire Dept. that Mr. Kaiser, Engineer for Pacific
Fire Rating Bureau had been in Kenai and given the Dept. some suggestions for re-
ducing the fire insurance rates in the City. Some of his recommendations: 1. an
agreement must be signed between the City and the Fire Dept. 2. 1000' of 2 1/2"
hose must be part of the equipment. 3. One tank truck must remain within the City
Limits at all times. Mr. Archer also announced the Fire Surveyor would be in
Kenai very soon to review particular cases, such as the school, etc. Mr. Kaiser
will confer with Harold Galliette on the placing of fire hydrants and water lines, etc.
The Atty. was instructed to draw up an agreement between the Fire Department and the
City.
Mr. Chris Ehrendreich and Mr. Archer will try to get the proper hose from Civil Defense.
Mr. George L. "Red" Jaynes presented a report for the Street Department, part of
which was a written report and is included in these minutes. In addition to the
written report, Mr. Jaynes recommended the following streets be taken over for mtce.

1. Birch Drive 2. First Ave. from Kenai Spur to Birch Drive 3. Birch Drive
to Fifth Ave 4. Walker Drive from Beaver Loop to Kenai Spur 5. Linnwood Land
6. Coveyou's Road 7. Road behind Anchor Trailer Court, but not into the fourplex
8. Road between school and Methodist Church 9. Riverview from Main St. to the old
Post Office 10. Outside 'day between Riverview and Cook 11. Russian Church Rd.
and 12. Barabara Drive, if possible. Mr. Jaynes said the St. Comm. recommended
any additional streets that are taken over be required to meet certain standards as
to foundation, material, grade, etc. They also recommend the City be portioned off
into an Improvement District and assessments be levied so the City can build the
streets needed. A good street system is an incentive to new business.
Attorney was directed to draw up ordinances for St. Commission based on report of
Mr. Jaynes and an Ordinance establishing the St. Comm., similar to the one for Dock
Comm. and placing them in authority over the grader man with approval of Council.
Atty. was also requested to inquire into possibilities of BLM and State assuming
assessment liabilities for their lands to be sold in Kenai.
Meeting for next week will be held Thursday, July 5.
Dock Comm. reported work was going ahead on removing fence.
Clerk was instructed to contact Kenai Power in regard to their offering service to
Columbia Ward Fisheries.
Chris Enrendreich, Sanitation agent, announced Clen-up Day will be June 30 and re-
quested all the volunteer help possible. Flyers are being distributed and it is
being announced on Radio and TV. Stan Wolfe has consented to use of his wrecker
to get rid of car bodies at $4.00 per car.
Mr. Sims moved, Morgan seconded to remove from the table Ord. #26 levying penalty
and interest fo- delinquent property taxes. Motion passed.
Mr. Morgan moved to substitute three percent for five percent and 8 percent for
ten percent. Amendment passed.
Subject was opened to public discussion. There being no protest from the floor
Mr. Morgan moved, Sims seconded Ordinance #26 be accepted for final reading. Passed.
Meeting adjourned 11:45 p.m.
