Kenai City Council Meeting -'inutes July 18, 1962 Mayor Dye called the meeting to order at 8:10 p.m. and roll call showed all members present but Mr. McGahan and Mr. C. Swanson. Mrs. Arlene Fulton addressed the Council requesting, use of the City Grounds to stage a free Bar-B-Q a.id Beer Fest on Sunday August 6, 1962, from 3 to 5 p.m. Council suggested anyother day than Sunday, but N.rs. Fulton said Sunday was the only day volunteer labor could be obtained. With consent of Council, minutes of the la:t meeting were dispensed with. Correspondence included letters of resignation from Swanson ana McGahan. Mr. Rowley's letter re acquisition of HCA's tap lines within the City was read, also Mr. Daubenspeck's letter complaining of discrimination re deposits for power and being placed on a demand meter basis. Mr. Rowley will write a letter to the Council explain- ing the treatment of Kenai Packers, also a letter elaborating on the Rules & Regulations and suggestions for requirements for industrial users, plus an elaboration on the Fran- chise Tax as per the Franchise. The City Atty. suggested a graduating scale for building permits at such - time when the City has a Building Inspector. He recommended various members of the City Commissions be delegated to contact potential new businesses wanting to come into the area. If "Red" Jaynes were to contact Mr. Lee Hubbard at least every two weeks, the bridge would no doubt be built just to get rid of him. Mr. Fisher recommended Kenai Packers pay the property tax owing, he also said more would be forthcoming on the sales tax case in the near future.. Mr. Morgan suggested Mr. Fisher contact Don Fridley, Supt. of Independent School Dist. re bonding Ordinance. Clerk reported rumors had reached her office the Northern Commercial and Sears are interested in locating in the area; suggested a public campground be secured near commercial fishing operations; announced recommendations of bldg. assessor re Kenai Packers 'request for reconsideration of property tax. /Clerk was instructed to contact Div. of Parks, Recreation, etc. toward getting i a campsite; to write letter to Kenai Packers as drafted by Atty. Fisher. Eugene Morin of Planning Commission announced Commission's approval on re- zoning as requested by John Swanson on Lots 168, 169, Sec. 31, T6N, R11W. He suggested the road leading to residences on Birch Drive be re-routed; announced summer meeting time to be 7:30 p.m. instead of 5:30. Meetings will stir be Tuesday evenings except for the third Monday in every month meeting. Planning Comm. also r•ecouwnended a change in Building Permit fee from $5.00 to $1.00. �i Chris Ehrendreich, Sanitation Officer, says he hopes to have an engineer iu h Kenai within ten days to uunduct a [later Pollution Control Study. If results are ` Ii favorable, Kenai would be eligible for Federal Funds up to 75% of the cost of a sewerage treatment and outfall systems. On trip to Anchorage, he found Kenai is not eligible for surplus fire hose, suggested a used hose might be procured from the Anch. Fire Dept. With consent of Council,Mayor Dye appointed and installed Mr. Ernest Knackstedt as Council member to fill vacancy left'by Carl Swanson's resignation. Mr. Morgan moved, Sims seconded, the City allow the merchants to use the Civic .__ League grounds fur Bar-B-Q and Seer Fest. Motion passed. P 1 Minutes, Kenai City Council 7/18/62 Page two Mr. 14orgzn presented Ordinance #31, amending Ord. #20, changing fee for Bldg. Permits from $5.00 to $1.00 and raising the minimum from $100. to $500.00 for construc- tion requiring a permit. Morgan moved, Sims seconded, an emergency be declared re Ord. #31. Motion passed. Morgan moved, Sims seconded, Council approved Ord. #31. Passed. Mr. Sims moved, Morgan seconded, Council deviate from the Agenda in order to install Ernie Knackstedt as Councilman. Motion passed, and Mayor Dye administered the oath; Mr. Knackstedt will fill the vacancy left by the resignation of Carl Swanson. Mr. Morgan moved, Swires seconded, Ordinance #28, amending Sales Tax Ordinance 02 _ be tabled. Motion passed. Ordinance #29, regulating the Collection and Disposal of Garbage was tabled. Mr. Morgan presented Ord. #30, Establishing a Street System for the City of Kenai, for first reading. Morgan moved, Knackstedt seconded the Ordinance be pproved for first r ading. Motion passed. Mr. Morgan presented Resolution #25, assessing trailers as real property. He moved, Sims seconded, Res. #25 be adopted. Motion passed. Resolution #26, Implementing a Refuse Collection System, was tabled. Resolution #27, regulating City Street Maintenance Personnel was presented and passed. Resolution 02$, Establishing an Interim City Street System, was tabled. Mr. Sims moved, Swires seconded, Council adjourn. Motion failed. Mr. Swires moved, Morgan seconded the Council accept Glenn McKee's contract for professional services as building assessor for 1963. Motion passed. Mr. Morgan moved, Swires seconded the Clerk order Compiled Laws of Alaska for $100.00. Motion passed. Mayor instructed Clerk to publish notice of hearing, on Swanson's re -zoning petition for August 8, 1962.
