Mr. Billy hcCann was unanimously electe,l to fill the vacancy left by the resignation
of ter. M. McGahan. '7ayor bye administere� the oath of office. Congratulations
were extended to Mr. 'OcCann.
The Clerk was instructed to write letters of appreciation to former Councilmen Carl
Swanson and �7, McGahan, and to inform the Cheechak.o :.ews of the installation of the
new Councilmen Knackstedt and McCann.
Mr. Carl Haller addressed the Council re sales tax on services outside the City Limits.
Mayor Dye read the proposed amendment to Ord. 2 which would exempt services from tax
if said services are performed outside the City. Amending Ord. will be acted upon in
the near future.
Mr. Ken Jordan requested $2,000.VO to re -finish the Ryn floor at the school; also
permission to apply $10,000.00 of State rebate monies to the school budget as a con-
tingency fund. Mr. Morgan moved, Swires seconded, the School Board be allowed to
use $10*000.00 of the City's refund on the 61-62 budget to set up a contingency fund.
which was omitted in their approved budget. Motion passed.
Mr. George Miller addressed the Council with regard to Kenai Power's failure to
supply him with power. He had orally requested power last May and had been in their
office several times to fill out an application form, but no forms were available.
Mr. Miller has two rental units lying vacant because of lack of power. The City
Attorney will write Kenai Power re this.
Mr. Barris Jackson requested permission to place a sign on the Kenai Spur Hwy. The
City Atty. will inquire as to the legality of said sign in relation to the Outdoor
Advertising Law. Mr. Jackson also informed the Council of General Motor's withholding
the Chevrolet dealership until the future traffic pattern on the Peninsula can be
established. The Clerk was instructed to write tor. R. F. Palmer, Zone Manager,
Chev. Motor Div., Gen. Motors Corp., 233 Sixth !forth, Seattle 9, Washington, urging
reconsideration of Wildwood Motors application for a dealership.
Rev. Carl Glick, President of the Ministerial Association, registered a complaint to
Council re public drinking to be allowed Sunday, 5 August 1962, at the free Bar-B-Q
and Beer Fest to be held in Kenai. He pointed out City Ord. #5, Sec.l(z)(6) estab-
lishing the illegality of such public drinking. Since Council felt this Bar-B-Q
was in the interests of Kenai business and an effort to stimulate civic spirit and
social relationships, Mr. Morgan presented Ord. #33 amending Ord. 5. Mr. Morgan
moved, Swires seconded, an emergency be declared on Ord. #33. Motion Passed. Mr.
Morgan moved, Swires seconded Ord. #33 be accepted on first reading. The question
was opened to public discussion and sneakers from the floor were Reverends Glick
and Zehrung, Mrs. Ruby Coyle and Mr. Chris Chrendreich. After public discussion
Council resumed session and Ord. #33 passed unanimously.
Correspondence was read and Clerk was instructed to contact Mr. J. W. Thompson with
regard to dedizating the 20' easements in the rear of commercial lots in Thompson
Park Subdivision as alley -ways in accordance with Ord. 11, Sec. VII,3(3).

City Atty. Fisher recommended the Planning, Commission be encouraged and assured
of Council backing aiid complimented on past jperformances. The pressure of growth
and expansion is almost overwhelming to the new Commission and a word of praise from
Council members would help them to cerry on. The Atty. also recommended petitioners
for rezoning furnish a plat of area to be changed; it is not the duty of the City
to take descriptions of such areas on itself. Fisher also recommended the Kenai
Peninsula Coastal Highway be pushed politically and every other way. Congress has
established $800,000.00 for a study and survey of roads in Alaska, part of which is
to cover the Turn -Again -Arm; causeway, and now is the time to plant the seed for the
connecting road to follow Nest along the Peninsula's Cook Inlet shoreline to Kenai.
The Clerk was instructed to write Mr. &Mrs. Knudson and respectfully remind them
the Tourist Center will be removed immediately upon earnest showing that a road is
to be constructed on the present right -of -gray.
The Atty. was instructed to examine the contract with ASHA re furnishing of copies
of Zoning Ordinance and Comprehensive Plan.
Mr. Morgan moved, Swires seconded, the Council reconsider the motion re agreement with
the Fire Department. Motion passed.
Mr. Morgan moved, Sims seconded, the dates on last week's motion re F.D. agreement
be changed to July 1 1962 to June 30 1965. Motion passed.
Mr. Chris Ehrendreich announced an engineer will be here Friday to conduct a water
pollution study and anyone knowing of a particular area to be inspected to please
notify him.
With consent of Council, Mayor Dye made the following appointments: Airport Commission -
Mr. Stan Thompson, Chairman, Mr. Carl Seaman and tor. Lee Heater; Street Commission -
George Robinson, Sill Doper and Vack Censcl; Planning Commission - Bob Tachick.
