agrees to a variance instead of regoning, which requires an ordinance.
Ordinance #28 - Amending Sales Tax Ordinance #2 if -time permits.

tor. Monty Coleman addressed the Council requesting; use of the City Ground for the Kenai
Days celebration Aug. 18 and 19. fie also asked that Peninsula Ave. be closed to traffic,
and suggested the ground should be leveled off and some gravel spread.
Mr. Morgan moved, Swires seconded, the Council authorize the use of the City Ground for
Kenai Days celebration and Peninsula Ave. be barricade) for the two days, and that rest
rooms in the.City Jail be made available to the public for those two days. Passed.
Mr. Coleman also presented a resolution which would approve application for a liquor
license for the Bill's Club in Kenai. Mr. McCarn moved, Sir-. seconded, the application
be approved. Motion passed.
Mr. Morgan presented Resolution #30 granting approval of the liquor license and moved its
adoption. Motion seconded by Swires and passed.
Mr. Stan Thompson presented a petition to repeal the entire Interim Zoning Ordinance. He
maintained the Ordinance establishes excessive controls of a socialistic bureaucratic
nature which are not necessary, unenforcibie and will nct be carried out. He suggested
that zoning is desirous, but should be done by request of the people when the need arises.
His theory is to make the plan fit the City, not the City fit the plan.
Mr. Al Poore asked if the City could clean up the grounds at Eagle Rock. Campers and
sports fishermen have been using the grounds extensively and the refuse is considerable.
He also stated the Bureau of Indian Affairs is considering, sale of the property and recom-
mended the City buy it as a public campsite if possible. ;Sr. Cronce consented to a clean-
up @ $1.00 a barrel'. The Sanitation Officer declared the litter a health menace.
Mr. McCann moved, Sims seconded, since Chris declared a public health menace to exist,

Mayor Dye announced Mr. George Miller now has HEA power thru an agreement with Kenai Power.
Atty. Fisher remrted according to the Alaska State Housing Authority's contract they are
not obliged -to furnish copies of the Ordinance or rleneral Plan.

Mr. McCann presented Ordiance #29 regulating the collection , removal and disposal of refuse
and amending Ord. #24. Mr. Swires moved, Knackstedt seconded, to amend Ord. #29. Passed.
Mr. Morgan moved, Swires seconded, to accept Ord. #29 as amended. Passed.
Mr. Knackstedt presented Resolution #26 and Sims moved, Swires seconded, Res. #26 be adopted.
Motion passed.
Mr. Sims moved, McCann seconded, the City approve the contract with Mr. Myron Cronce and
that the Mayor be authorized to sign. Motion passed with Morgan dissenting.
Mr. Morgan moved, McCann seconded, that Mr. John Swanson's petition for a zoning change

Mr. Sims moved, Swires seconded, Ord. #28 by tabled. Passed
Mrs. Ruby Coyle requested information on legality of collection of sales tax on services
plus tax on rental of equipment. Councilman Morgan informed her it was legal in both
