The photogrametic mapping is complete, but map editing is yet to be done, and also survey work on locating property corners. :'r. Salliette pointed out that had the city had zoning in the past the work of the engineers would not be so complicated in laying out these lines. Now they come across the problem of houses too close to property lines. Zoning and enforcement of off -sets will eliminate this problem. lie also suggested it would be a good idea to promulgate a campaign educating the people as to how the water and sewer lines will be paid for. Their work has not been made easier by antagonism of some who think they will be paying for systems that are of no direct benefit to them. Let the people know assessments will be made on those who will receive the service, etc. The design presented by Mr. Galliette (preliminary) shows the trunk lines and laterals running approx. from Wi.ldwood Chevron Station to the East boundary of Sec. 33 UN, R11W, with one line running along Birch Drive also. i{ydrants will be 346' apart covering an area of 120,000 square feet for each hydrant. Insurance rates should go down proportionately as the City adds water lines, building codes, building official, fire departments. He suggested water lines might mean a difference of 30%. Mayor Dye questioned him as to possibility of preparing property maps for the City and he said he would be glad co consider it as most of the survey work and platting is being done in his present project for the City. This winter would be an excellent time for the work to be completed. Minutes of the last meeting were approved and correspondence was read. A letter from Kenai Days Committee expressed appreciation for cooperation and help received from the City toward making the Kenai Days a success. Letter from Dept. of Health 6 del - fare explaining further the work done for Kenai with regard to the 1961 contract; a resolution from the Kenai Chamber of Commerce requesting copies of the General Plan be made available; contract from Marshall 6 Meyer re proposed School District Bor- issue. Atty. Fisher recommended letter be written urging survey work be done on the Norta Road now. He suggested 10% of the contract cost could be saved by using an on -the - spot contractor; he also recommended Preston, Thorgrenson, Horowitz, etc. be hired as Bond Counsel; the Council can set telephone rates unless the lines are intra- related with radio communication`, in which case, the rates might be regulated by FCC; the contract with Marshall b Meyer should be drawn for the Council, not the school board --the glans should revert to the City --and Mr. Con Potter should be appointed J as agent for negotiations. The City Clerk reported $224.00 had been spent on gravel for City Grounds; Planning Commission urgently needs personnel tQ 4elp maintain the booth and display for Kenai Days, --they feel this is an excellent„to get information to the public re the General Plan, Zoning, Water b Sewer, etc.; Mr. Cronce accomplished a clean-up for Eagle Rock 1 i City Council Minutes 8/15/62 camping area; Mr. Ault suggested adopting zoninv ordinance and then amend it as was desired --that way the City has a defensible base rather than to leave the problem dangling in the air. Mr. Morgan presented Ordinance 434 for first reading. Mr. Sirs moved, Morgan seconded, Ord. 34 be accepted for first reading. Notion passed. (Ord. 34 - re -zoning residential to Commercial -Hartley, etc.) Swires seconding, In considering Ord. #28 for second reading Mr. Morgan moved / Sec. 1 (Sec. 4(a) in Ord. #2) be interpreted as including the sale of paintings or similar objects of artistic pursuits sold directly by the artist. This suggestion will be incorporated into the rules and regulations. Clerk was instructed to add to rules and regulations Ord. 2, Sec. 4(2) rules 5-a-2-1 second paragraph the words"and drilling supplies and equipment: Mr. Morgan moved, Swires seconded, to amend Ord. k28 by adding Sec. 5 - Amending Ord. Sec. 6 (d) third paragraph by deleting the words "club, labor u on or fraternal organization" in the last sentence. Motion passed. Mr. Morgan mover!, Knackstedt seconded, Ord. #28 be accpeted for second reading. Passed. Mr. Sims moved, Swires seconded, Council be issued each month a full statement of expenditures that goes through this office. Motion passed. Clerk was instructed to pay the contract price for 1961 for Sanitation Officer of $1200.00 and to inform the Department of Health of the gratifying work done by Mr. Chris Khrendreich i-.6 the short time he was in Kenai. (June 1 to August 12, 1962.) Mayor Dyeanann%inced he could not attempt the trip to attend the League of Alaskan Cities"kugust 25 to be held on the East Coast. He strongly recommended someone be sent, if possible, so as to contact the Congressmen in Washington re airport, roads, Aid -to -Education Hill, etc. Mr. Morgan announced suggestion of Planning Commission that a contact be hired to communicate personn4ly with the heads of various depart- ments in the State Government in Juneau. Consideration should be given to the benefits received by having a man on the spot ready to urge support of the City's needs rather than to rely on communications by mail.
