Meeting called to order 8:40 P.M. by Richard idorgan. Council present: ::cCann, Knackstedt.

Mr. Joe Keenan presented the preliminary plat of Sec. 6, & Sec. 1, T5':, R11 & 12 W, S.!'.
He stated the plan was based on that shown the Council this S::ring and predicated on their
wishes.
lie recommended the sec. for low density be opened up first, with roads put in if
Roads can be contracted for and paid by the State in Script. This would be Pioneer Access
Roads only. City can bid, too. Tne Div. of Lands has no power to negotiate, the City
would just have to underbid. The Div. of Lands will advertize for 3 weeks, announce date
of bid opening, specifications and award the contract within 30 days prior to sale of land.
He recommended the streets be IN as they sell much better. Lots can be sold with covenants,
but to sell for script the roads must Le in. A pioneer Access road --just strip overburden,
siape to 24" road with ditches. FHA requires going down to non- material. All
roads in the subdivision have 608 rights -of -way.
Mental health and school lands are. not subject to the law which turns state -held lands over
to municipalities. Lots are all above 7200 square feet.
Al Poore stated he thought the subdivision should meet standards of FHA on roads.
Chas. York will determine FHA requirements and make recommendations and explore the poss-
ibility of pushing the roads on down. All sec
All section lines have 50' easements. A competent authority (City) vacates the easement
through legal action. Land reverts to owners. Will make more room to meet FHA standards.
City should take no action until Plat is filed. All conveyances by State 50' easements
both sides of the Sec. line. Federal 33', both sides, etc.
The no. of lots put up for sale is up to the City, or whether the lots may be sold as a
unit or one by one. First must have Veteran's preference sale; thirty days later open
to all. Vet. Pref. sale precludes sale in blocks. Veterans must have served 90 days in
World War I or II. Must utilize land for residential purposes.
Fee is 10% down and 10 years to develope with 5% interest.
If the City should need land for Civic purpose, it could be made available on more econ-
omical basis. From nothing up to th- fair market value.
Park areas are had on 55 year lease at $1.00 per year. t;r. Theadore G. Smith, Area
Forester. Write and explain what we need. Areas within the City should be developed by
the City. State can help with benches, frills, latrines. State recommends one acre to
9 or 12 campers.
