Mayor Dye called the meeting to order and riled „r. Fisher to report for Glen McKee on 1
trailer evaluation while waiting for quorum for the• Council.
Mr. Fisher reported he and the Assessor had conferred on the present tax on trailers
being taxed as real property. It was the opinion of the Assessor, tnis would not stand
up in court, and the City might Le in the position of having to return monies collected
in this manner. The assessor thought there was very little revenue to Le g•3ined from
this source, expecially as the existing law exempts trailers in trailer courts. If the
Council feels revenue should 6e had from trailers, there's a possibility they could be
taxed as personal property, but exempting all but trailers might be termed discrimination.
Roll call showed all members present but Mr. Lofstedt and Mr. Sims.
City Att. Fisher reported on phone call with Mr. 'Thomas ffarris, President of the Trans -
Alaska Telephone Co. and asked that he submit a letter on the items discussed.
He also recommended that the firm of Preston, Thorgrimson,f{orowit, Starin 5 Ellis be
hired as bond counsel.
Mr. Don Welsh, Sanitation officer, reported complaints had been received on the burning
at the sanitary fill site. he had requested the ter. Cronce put out the fire, but nothing
had been done; he hesitated to close the dump, but had no alternative unless the fire
was extinguished and someone put in charge of the dump that would run it properly. In
line with this, the City Clerk reported Mr. Cronce had been in the office and had stated
he wished to discontinue operations of the dump while continuing to collect refuse. The
Atty. was instructed to write Mr. Cronce. 4
tM. welsh announced he will schedule another clean-up day before snow flies if aossihle.
The City Clerk was instructed to get a notice In the paper re water and sewer engineers
canvassing house to house with a questionairre for all property owners. These men will
carry a letter of introduction from the City and will wear identifying red helmets.
The Clerk reported the copies of the General Plan had arrived and were available for
Council, Planning Commission members, et-:.; had contacted Geo. Navarre who will place
_ his garbage and trash to one side of the building for Mr. Cronce's pickup, thus avoiding
blockage of the driveway; balance sheet and income statements had been distributed to
Council for the fiscal year "62; Clerk was instructed to contact the Fire Dept. in an
effort to get the fuel tank buried and the place cleaned up by the Fire Hall :Iefore freeze-up.
Mr. Gene florin reported for the Planning Commission and submitted it in writing for in-
clusion in the minutes.
Clerk was instructed to work with the Atty. on a letter applying for all landsto which
they have a patent and those they hope to get title to; also to contact the Kenai Days
Committe and request the grounds be cleaned up.
-r_ Mr. McCann moved, Swires seconded „ the City approve the request from Frank Rowley for
an 18 mill per kwh for electric heating rates. Motion passed.
- Mr. Knackstedt moved, Swires seconded, the City accept the State's contract, allow Mr.
Peavley a month's annual leave and request he assist in breaking in the new man. Passed.
Clerk was instructed to write Peavley that this seemed to be the most advantageous
route to take and the City would assist him in any way possible.

Clerk was also instructed to contact Capt. ,Mayfield notifying him of the action of the
Council and explain the Council interpreted the agreement as signifying the intention of
the State Police to enforce the City Ordinances along with the other duties specified.
Mr. Morgan moved, Swires seconded, the City contact the Hospital Association notifying
them the City is investigating the possibility of land in Lot 4, Sec. 3, T5119 Rll:d, and
if the land is not suitable, the City will guarantee the land in Lot 3 of the same sec.
Passed.
Mr. Morgan moved, Knackstedt seconded, the City build a road from the Kenai Spur to the
Hospital site. Passed.
Clerk was instructed to inform the Hospital Association that water is anticipated to the
East boundary of Sec. 33 and that survey and design is underway. Also to contact Galliette
as to the cost of a soil survey on Lot 4 and Lot 3.
Mr. Horgan presented Resolution #34 requesting an election of a Charter Commission.
Mr. Morgan moved, Swires seconded, the resolcition be adopted. Motion passed.
Meeting adjourned 11:10 p.m.
