L2 Mayor Dye called the meeting to order at 8:10 p.m. and roll call showed all members present but tar. '.organ and h.r. Lofstedt. Mr. Dave Boyer addressed the Council on three items: 1. :Would like a conveyance of the road right of way extending to the East of the Hotel property as access to the beach. 2. Requests the Council to reverse its decision closing the street be- tween the school and the Metholist Chruch during school hours. Due to presence of his sign directing tourists to this road, and their inability to reach his Hotel via this road, he is losing between $400 and $600 a month in business. Mr. Boyer suggested using school patrol boys to direct traffic; or making it a one way street; or as a last resort, he might change his sign to the intersection op- posite Seaman's Furniture Store. 3. fir. Boyer plans to build a wing onto the Hotel and wanted to know if the road R.O.N. allowed for sidewalks and d1tches, etc. Mr. Dye will confer with vr. Potter on item 2, and Mr. Boyer was referred to the Planning Commission on items 1 and 3. Mr. Marvin Smith addressed the Council regarding the City taking over his sew- erage system which serves the Western Corral, Kooley, Hakkinen and Juliassen as well as the Smith -Little Apts. Mr. Potter, Supt. of school, had approached Mr. Smith with the idea of tying in the school on the same system as it is his opinion the present arrangement will not be adequate for the school this winter. He said a lift pump would be required from the school to the sewer line. This proposition will be discussed later after research and study. v Mr. Charles Archer addressed the Council regarding the contract for municipal policing with the Dept. of Public Safety. fie questioned the value of services received for the money being spent and also the use of the City car by the State Trooper. Speakers from the floor were: Messrs. Jerry Hobart, Dave Boyer, Phil Ames, 'Waldo Coyle, Don Graham, Stan Thompson, Harry :louse, Carl Swanson, Harry Anderson and Mr. Trusty. Mayor Dye and the Council explained the action taken by the Council was not a hasty decision, that several weeks of thought and ne- gotiation had been undertaken, and it was the considered opinion of the Council that this agreement afforded the best law enforcement and police protection for the money involved. The contract will be mimeographed and made available for anyone who wants to read it. Mr. Archer also requested a partial payment of the Fire Dept. budget and asked that action be taken on the fire hose requested by them last June. Minutes of the last meeting were read and approved. Correspondence was read or reported on. 1 The City Atty. submitted a letter to Council replying to Kenai Packers re the --- power franchise; also a resolution ratifying the action taken by Council re the Police contract; had conferred with Mr. Crone re sanitary fill site and recon- mended that Council hold him to the agreements; suggested a letter be directed to Trans -Alaska Telephone Co. inquiring if TAT would like the City to encourage a rate regulation by the Public Service Commission; also suggested TAT be re- --- minded of its obligation to submit a yearly report to the City. City Council Minutes :/ ,/c> ibge two The Clerk announced a hearing on re -zoning for :Sorris Killers subdivision known as Mommsen Adl ition #1 to be held Ffonday, Sept. 106 1962 at the Civic Center at 7:30 p.m. Mr. Archer said the Fire Dept. did not know where to bury the fuel tank as the heating system is not satisfactor- and will likely be chansi-d; he also brought out there is no cold air return duct. Mrs. Sims and Mr. E. Knackstedt entered complaints about garbage when questioned by City Atty. Mrs. Sims objected to the burning at the refuse pit, and ►4r. Knack- stedt said his collection service had been nil for the past weeks. The Clerk was instructed to write Cronce re agreements. Mr. McCann presented Resolution #35 re police contract. Mr. Swires moved, Sims seconded, the Resolution be tabled. Motion passed. Mr. McCann moved, Sims seconded, the City purchase the hose: as recommended by Charles Archer. Motion passed. Mr. Archer estimates the hose will cost $1540.00 but will shop around for the best buy. Mr. McCann moved, Sims seconded, the City pay the Fire Dept. their budget money. Motion passed.
