Meeting was called to order at 3:45 by City Clerk and ISr. 1cCann was elected
Mayor pro-tem., until the arrival of Mr. Morgan, wren, with consent of Council,
the chairmanship was turned over to him. Roll call: All present but Mayor Dye and
Mr. Swires.
Mr. Gene Morin, Chairman of the Planning, Commission, gave a brief resume of the
subject under consideration and showed on the map the area involved.
Mr. 4m. Sanders, Atty. for Morris Killen, presented nine witnesses who were
property owners in the vicinity of the said subdivision, who were in favor of
rezoning the six lots to Commercial. Mr. Sanders did not establish whether or
not the witnesses had property abutting the lots in question.

Other than the Council,1speakers from the floor were: Messrs. Jack Thompson,
Bruce Doty, "Mac" McGahan, Harris Jackson, 3ill Burlingame, Dan Bartell, Carl
Haller, Ed Steele, Dick Mommsen, James Rose, and Mrs. Ruth Parsons.
Mr. Killen stated he had sold all but 6 lots and presented a plan to subdivide
an additional 90 lots adjacent to the present subdivision. lie said he had one
road completed and hopes to get the others done in ten days. His contention is
that an area with that many residents require a business zone or stropping center
near by. He presented a list of names of Kenai business people who were willing
to sponsor a clinic in the new addition. He also presented letters from: 1. Mr.
Ahlstrom, whose property joins Mommsen Addition #1, and who stated he would abide
by the decision of the Council; 2. from Mir. Andrews and Mir. Hopsworth expressing
an interest in buying two lots if they were rezoned commercial. Mr. Killen's
evaluation on the two subdivision was given as $62,000 which would net the Citv
$558.00 in taxes.
Other than the Planning Commission, no voice was raised av-�nst the rezoning ex-
cept that of Mrs. Ruth Parsons who thought the area shuu)J be kept residential as
it was ideal for one family dwellings and she was dubious of the types of business
that might be allowed.
The Planning Commission stated there was already ten times too much Commercial
area in the City; that there was a Commercial 'Lone only 850' northwest of the
said area which encompassed all property along the Kenai Spur in Sec. 25; the
question was raised re posting of a surety bond to guarantee the roads being in
accordance with Subdivision Ordinance.
A show of hands revealed 18 people in the audience, out of 38, in favor of rezoning.

Mr. McCann moved, Sims seconded, the Council defer action until next 'Wednesday and
_ that the Council meet with the Planning Comm. at 7:00 p.m. to consult with them
¢, and to announce the Council's decision at the "PeRV regul/yaarry mgeting. Motion passed.
