Kenai City Council Minutes. 12 Sept. l9b2
Meeting called to order at 3:10 p.m. an, Mr. Rici.ard Morg-in elected Mayor pro tempore.
All members present out :;ayor Dye.
Mr. "Mac " t4cGahan informed Council of cholarof lanC for Civil Defense purposes as
that lying in Sec. 6, Block 5, Lots 6, 7 and 3 and the portion thereof extending east-
ward to the thread of the stream bounding the east side of said area as shown in the
preliminary plat presented for subdivision by the Division of Lands to the City Council.
Mr. Harold Galliett presented written reports on: 1. Materials Report, 2. Soil Survey,
Hospital Site, 3. Property Atlas Sheets, 4. Well Sites; he also requested permission
to contact F.A.A. and Dept. of Hwys. for use permits for well sites and r.o.w.; fir.
Galliett presented bill for partial payment and a progress report. He estimates the
work is 56% complete and although the contract allows six more weeks, with five people
working he hopes to finish within the month. He said his crew had relocated every
monument in town, 95% are in good shape.
Mr. Monty Coleman requested approval of Council for Bill's Club permit to operate

games of chance and skill.
Minutes of the Special Meeting were read, corrected and approved. Minutes of the

last regular meeting were approved.
Correspondence was read.

Atty. reported on correspondence re ownership of school plans in architect's contract.
City will write re land for school in Sec. 33; City vs. Daubenspeck - requested order
from Court to have records made available in Kenai the first of Oct. so inspection can

be made by City Accountant. Atty. will draw up a resolution requesting transfer of

lands from State to the City; recommended more correspondence re North Road Survey and
tor. Galliett informed Council aerial photography was ;i. progress and a mosaic would be
prepared as soon as weather permitted.
Clerk reported 1/3 of school budget ($17,223.00) had been transmitted to School Bd. Treas.
Mr. Thorgrimson, (Kenai Bond Counsel) was scheduled to address the LAC convention in
Haines, Alaska, this coming October; Planning Comm. suggested Mrs. Raye Mullin be appointee

Dock A Harbor Comm. reported the lease/had been received from the Army, but some changes
needed to be made. He requested permission to agree to the lease.
Planning Commission, having met with Council earlier, announced no change in their
recommendations re rezoning of Mommsen Addition No. 1 lots.
Mr. Knackstedt moved, Sims seconded, the City accept Ordinance #32, rezoning, Change #5.
Passed.
Mr. Swires moved, Sims seconded, an emergency be declared and Ord. #32 be passed on

first reading. Passed.

Mr. McCann moved, Sims seconded, action re jail facilities be tabled. Passed.
Mr. Sims moved, Knackstedt seconded, we do not accept the Smith -Little sewerage system

Mr. Sims moved, Knackstedt seconded we postpone action re Old Fed. Jail. Passed.
Mr. Sims moved, KnacYz;tedt seconded, we keep the mimeogrdih machine. Passed with
VcCann dissenting.
Mr. Sims moved, McCann seconded to approve lottery application for eill's Club. Passed.
Mr. Swires moved, McCann seconded, Mr. Galliett's request for payment be honored. Passed.
Mr. McCann moved, Knackstedt seconded, the City approve Galliett's request to contact
FAA and Dept. of Hwys. re well sites and rights -of -way. Passed.
Mr. Sims inquired as to why reports on City expenditures had not been presented. Clerk
had informed City accountant of the request and trial balances were being prepared.
Council does not want trial balances, so Clerk will prepare transcript of check register.

ning Commission. Passed.
Driveways of Mullin b Haller across BLM land was referred to the Atty.
Mr. Gene Morin suggested a change in the subdivision ordinance which would require the
orlon skin copy of plats submitted to become the property of the City thereby making
it possible to have copies made as needed.
