Mr. Stan Thompson of the Airport Commission add ressed the Council; his report is in-
cluded in the minutes. 'Ir. Thompson also called attention to an FAA publication announcing
a future policy of charges being male on planes remaining on the field over six hour,.
Mr. Jack Thompson presented a petition requesting gravel on a Bush Lanes Subdiv. Road.
It was pointed out to Mr. Thompson the Rds. in Bush Lanes had not been dedicated to the
City, and Mr. Thompson was advised to request such a r'a•3ication from Bush Lanes. The
petition will be turned over to the Street Commission.
Minutes of the last meeting were approved.
Correspondence was read.(Letter from Durkee w/application blanks for Public Works Accel-
eration funds for water and sewer projects; Ault's letter on deep draft harbor, bonds, etc.
Atty. read his letter to Fishermen's Coop.)
City Atty. Fisher reported: the question has arisen as to eligibility of wife of resident
property owner to vote in the coming school bond election -if her name does not appear on
the property assessment rolls of the City. Atty. was directed to draft an amendment to
the ordinance which will make it legal for her to do so; RP r,icommended the City be
wary and to refrain from burning trash in accordance with Ord. 24; Presented a Sales
Tax resolution re policy of the City to apply not less than that amount for school; Pre-
sented a resolution re Bond Counsel.
Clerk reported on request to purchse bathroom fixtures from Old Federal .Tail; Mr. Potter,
school supt. had rec'd. light bill for street lights ($30.00) and demand charges($79.00)
j which the school was not going to pay; Calliette had called and explained about possibility
iI of Kenai's getting 50% water and sewer funds from Pub. Wks. Accel. Act --also that the
30% limit on Water Pollution Control Act had been upped to 75%--that he hope- to have his
contract completed within the agreed time; thatPlanning Commission requested an executive
session with Council next Wed. eve.
Clerk was instructed to invite Ward Showalter, Jr. to meet with Council an! Planning Com-
mission in executive session next Wed.
Mr. Sims moved, Knackstedt seconded, Ord. 3 be amended re eligibility of wife of property
owners to vote on school bond issue. :lotion passed.
Mr. Sims moved, Swires seconded, that Mr. House's proposal be rejected as the City has not
budgeted for the additional $6,000.00 needed to hire him. Motion passed. The City prisoner
will be released Sat. nite, and Mr. House will leave at that time also.
Mr. Knackstedt moved, Swires seconded, to table acti.):, on power r.o.w by the Dock Site. Passt
Mayor Dye will talk with Troopers re dog ordinance.
Mr. Lofstedt, aided by Knackstedt, presented Ord. 38(Abandoned Vehicle Ord.) fott first
reading. Mr. Sims moved, Knackstedt seconded, 0?d. #39 be accepted. Motion passed.
Mr. Sims moved, Swires seconded, the agreement between the City and school architects
be tabled. Passed.

first reading. Passed.
Mr. Knackstedt moved, Sims seconded, an auction be held on Federal Jail bathroom fix-
tures -bids to be opened Oct. 20. Motion passed.
Mr. Swires and Mr. Sims reported on inspection of furnace in the Fire fall. They re-
commend installation of two thermostadts; motorized dampers on hot air outlets; a

cold air return from the Jail rooms; and that the fuel tank be buried.
Question was raised as to action taken on the Civil Defense quonset scheduled to be
moved to the sanitary fill site. Mayor Dye is to report on this.
With consent of Council, acting Mayor Morgan countersigned 'fir. McGahan's letter to

Civil Defense Director Don Lowell.
Clerk was instructed to ask the Trooper to inform Mr. Myron rronce there is to be no
more burning at the City Sanitary Fill Site.
