Mayor Dye called the meeting to orlcr at 6:20 I ,:r.. "Oil r_.ill showed all members present.
The ;Mayor announced a meeting of Council with the School :ioarl for Thurs. 11 Oct. 7:30 a.m.
Mr. Ed Steele requested that Overland Way he opene., up so 3s to give access to the duplex
and proposed husines:; office Miss; Rita Waldron hopes to construct on that street. Miss
Waldron has been paying parking space rental to the adjoining trailer court for the past
14 months, but the trailer court road has now been blocked off. TLe Clerk was instructed
to contact Mr. Dority re this. Miss Waldron offered to furnish the ?ravel from the inter-
section at Overland Ave. to her property if the City would doze the road down to sand or
gravel, but pointed out there was no point in doing that unless the road were pushed thru
to the East to allow for snow removal in the winter.
Mr. 'Mullin approached the Council re paint, oil dnd grease stored in the Fire Hall. He
will take charge of moving the Civil Defense quonset to the site of the sanitary fill
where this material can be stored. He also asked permission to use the jail bathroom
facilities for the dance and for the firemen. Mr. Morgan moved, Swires seconded, we
authorize expenditures for a door,frame and lock to be placed in the opening between the
ante room of the jail and the jail proper. Motion passed. Mr. Knackstedt volunteered labor.
Minutes of the last meeting, were aporoved.
Correspondence was read.
Attorney Fisher reported that property owners whose names appear on the assessment rolls
and those having an interest in the property (wives) and who live in the City will be
eligible to vote in the coming school bond election if they are properly registered voters.
He suggested the City request an annual report from Kenai Power Corp. which is due in April.
Clerk's report was given and acted on later in the minutes.
The Clerk was instructed to refer Harris Jackson's request to erect a business sign to the
Planning Commission; Ellso to request a copy of Kenai Power's annual report and to reiterate
a request to Trans -All ska Tel. Co. for its annual report.
Mr. Sims moved, Morgan seconded, the City grant an extension of 36 days on Galliett's
contract. Motion passed unanimously. Clerk will so inform HHFA and Galliett.
Mr. Morgan moved, .McCann seconded, the atty. be directed to present a summary of actions
which the City may take to insure compliance with building permit requirements. Passed.
Mr. 'Morgan moved, Swires seconded, the atty. be directed to draw up an amending ordinance
providing that subdivisions including roads of f•111. width to be dedicated to the City
shall be constructed to standards of road construction as set forth in the subdivision con-
trol ordinance and exempting roads from the covenant processes. Motion passed unanimously.
Mr. Morgan moved, Sims seconded, that Harry House be paid $125.00 for guard duty Oct. 2 to
Oct. 6. Passed.

In regard to meeting with the Planning Commission prior to the regular meeting, the Council
was in accord that the ordinances had to be followed; leviations from the law seem to be
necessary at times, but caution is needed in setting precedents along,, this line. Mr. ;Morin,
chairman of the Planning Commission, stated there was likely no problem re the 'Mommsen Sub-
division #2 as long as the land for the Medical Clinic had been deeded to the incorporated
board.
Mr. Sims moved, Swires seconded, we accept the aRrepnent between the City and school architect
Motion Passed.
Mr. Sims announced he had a ran lined up to talk with Council re dog catcher's job and guard.
Mr. McCann moved, Knackstedt seconded, to table the dog catcher job. Passed.
Mr. Morgan moved, McCann seconded, to table request of Kenai Power for r.o.w. by City Dock
Site. Passed.
tor. McCann presented Resolution 042, accepting the General Plan. Mr. Knackstedt moved,
Sims seconded, action on the resolution be tabled until the atty. can determine if the
resolution is the proper form to adopt the General Plan. Motion Passed. -
Mr. Morgan moved, Knackstedt seconded, to table action on the Zoning Ordinance. Passed.
The atty. was directed to draft a resolution re the airport Commission recommendations.
Mr. Sims suggested Council should take some action re the petition against the•interim
zoning ordinance. Council will take this up at a future date.
Mr. Morgan moved, Knackstedt seconded, we approve all liquor licenses on whit% taxes are
currently paid. Motion passed.
Meeting adjourned 10:30 p.m.
