Mr. rorgc Jaynes addressed the Courn_il re Venai I'o:•rer's service to his home. He applied
for power Julv N 1962; accordinp, to the franchise agreement Ken•ii rower must furnish
service within ninety days or forfeit the franchise. I`:r. Jaynes h-is enlarged his house
and must have power to circulate the heat. The attorney will direct a letter to Kenai J
Power regarding this. '
Mr. Morgan moved, '.Cann seconder] that Kenai Power be authorized an easement within ten
feet of the East boundary of the City Dock Site for a power line(Skirting the Property.).
Motion passed.
Mr. Gene Morin addressed the Council pointing out a discrepancy in the dog ordinance in
that it does not stipulate procedures for taking care of dogs suspected of rabies. He �
suggested an amendment wherein an owner confines his dog for two weeks and in the event
the dog is not claimed the City would impound the dog and it be kept unler observation
for two weeks. The Atty. will draft an amend-ment to this effect.
Fir. Lindgren conferred with Council re guard duties and acting as dog catcher. He will. �
undertake to impoind untagged dogs for six dollars a dog and has permission to use the
City pickup.
Mr. Morgan moved, Swires seconded, that Mr. Hollingsworth build half a canopy on thepick- �
up. F'.otian passed.

Correspondence was read and discussed.
Fir. Sims moved, Swires seconded, the City pay the !tayor's and one other delegate's
expenses to the League of Alaskan Cities Convention at Baines Alaska. Motion passed.
The Atty. was directed to draft an amending ordinance which will permit an individual's
burning of trash.
In response to request from Council last week, the Clerk reported the result of inquiries
re property lines of Richard Dority in relation to the street r.o.w. of Overland Way. yr. �
Dority was present at the meeting and informed Council if the road was to be pushed
through he would appreciate it if he could keep as ruch of a front yard as possible tho'
his house is only 3 1/2 feet from the road. '
Air. Morgan moved, McCann seconded, the City contact Mrs. Erwin and Mr. Rowley in preliminary
negotiations to purchase enough land to widen Overland play to a 20' roadway. Passed.
the Clerk will contact both parties.
Mr. Sims moved, Swires seconded, Resolution #40 re acquisition of the airport be tabled.
Motion passed with Morgan dissenting,.
Mr. Sims moved, Swires seconded, any ordinance or resolution not on the agenda be auto-
matically tabled for one week. Motion failed with Swires and Sims voting affirmatively.
Mr. Horgan moved, McCann seconded the Atty. be directed to draft a resolution approving
gravelling and maintenance by the State of the Holt Road. Motion passed.
Mr. Knackstedt moved, Sims seconded, the question of payment of salary to Civil Defense
Director be tabled. Motion passed.

Mr. Morgan moved, Sims seconded, the question of property maps be tabled until furth?r
development. (Maps from ,later L Sewer Survey; ASHA's Plan, etc.)Passed with Sims dissenting.
Mayor Dye requested an executive session at the close of the meeting regar-!inp Kenai Power.
Mr. Morgan moved, McCann seconded,the attorney write Kenai Power and Trans -Alaska a ?-tter
with notice of final request for submission of an annual report as allowed in Sec. 49-1-4
ACLA 1949, said report to be presented no later than 30 days from this date. Passed.
Mr. Morgan moved, Swires seconded, the motion regarding passage of Ord.33 for second
reading at last week's meeting be reconsidered. Passed.
Mr. Morgan moved, McCann seconded, Ord. #38 be amended by striking out the words "Civic
League Building" and inserting "City Administeation Bldg." and substituting the word
ordinance for Code on page 3, Sec. 2 b(2). ?lotion passed.
Mr. Morgan moved, McCann seconded, Ord. #38 be accepted on final reading. Passed.
Mr. Morgan present Ordinance #40 having to do with streets in subdivisions for first
reading. Morgan moved, Swires seconded, Ord. 40 be accepted on first reading. Passed.
Mr. Dick Williams addressed the Council with a question as to the billing of Bush Lanes,
Inc. for sales tax. No bills are sent out for sales tax and it was assumed there was a
misunderstanding re this.
Some discussion was held as to a delegate to send to Haines for LAC Convention. Mr.
Al Poore's name was mentioned as also was Mrs. Georgia Struble.
Meeting adjourned to executive session at 11 p.m.
