G. Pugnetti of Standard Oil asks if the City will run the grader inside the fence to smooth out the ground. They are willing to pay. Called Air. Lindgren Thurs., he said he had been busy building his house and looking for his own dog and three pups --said he would try to make some pickups Friday afternoon, but nothing has been done. Uh FINISHED BUSINESS: 0.9'xecutive session with liquor dealers and Police. NW BUSINESS:��)� Ord. 41 - Rabies, dogs, etc. -y4_1&J, ' f KENAI CITY CJUIJCIL MINUTES df.,dnesday, 31 )ctoh,?r _li62 Mayor Dye called the meeting to order 3:05 pm with all rem.ers present but Knack•telt & Lofstd Mr. Al Poore and Mayor Dye reported on their trip to Baines for the Lea;ue of A13skan Cities convention. LAC stressed the need for cities to support the burrough movement; stated a tax structure is being established preparatory to supplyin,- a means of acquiring bonds according to HB 420 fur support of schools; said F enai seems to be in a favorable position for Public Works Acceleration monies on a 75-25 c basis; Alaska .State Housing Authority had displays of Kenai and Kodiak plans; our sewerage treatment facilities may '.e eligible for a 30 to 70% grant; all State officials seem to be attentive to the needs of Kenai, that all are keeping their eye on Kenai and watching the turn of events, and they all recommended Kenai should present applications for PWA Act monies; next year's convention will be in Seward and layor Dye urges all Councilmen, the Clerk, Atty., and any Co-nmission members that possibly can, to attend; that all agents of finance companies pointed out the importance of having a General Plan when applying for loans, bonds, etc. Mr. McCann moved, Morgan seconded, the City apply for .rater and sewerage monies thru the Pub. Wks. Acceleration Act as soon as possible. ';ot ion passed. ;;r. lorf an moved, McCann seconded, that Street improvements be included in the applications --motion passed; Mir. Swires moved, Morgan seconded, the applications be filled out as soon as possible and the Mayor be delegated to take them to Seattle --passed; Mr. Swires moved, Sims seconded, that hIdle in Seattle, if the opportunity arises to apply for funds on other projects that the 'Mayor be authorized to do so--passeo; Mr. Morgan moved, Swires seconded, that Harold Galliett, Engineer, accompany Mayor Dye to Seat•tie--Passed. Minutes of the last meeting, were approved. Correspondence was read. Mr. Potter was present to answer questions -on the bond issue; he has been holding meetings with small groups to inform and explain what the bond issue involves; had mailed out letters reminding potential voters who are property owners to register and had furnished transporta- tion for some who had no way to get to Clerk's office for registering. The Clerk reported 65 new names had been added to the voters' register; that the City's ins- urance agent had taken the police car off the list of insured vehicles and had added the Civil Defense pick-up, and that anyone engaged in official City business is covered by insurance; that requests had been received for graveling Alaska Avenue between the junctions of Overland and upland Avenues; suggested transportation be furnished for voters on Election Day;etc. Clerk was instructed to answer Firs. Kodysz' letter re ILEA power by requesting Kenai Power to grant permission for her to use HEA power temporarily. Atty. reported he had been doing some work for Mr. Al Lee; that fir. Lee desired to approach Council with offer to sell the Trades Building to the City, and the transaction might lead to a conflict of interest on the atty.'s part, therefore he wished to know the opinion of the Coun, it re this matter; had talked with sir. Potter, School Supt., and also with Bond Counsel- lor Thorgrimson, and stated bonds would be much more salable had the City a General Plan; had submitted ordinance allowing incineration of combustible materials to the Fire Dept. for sug- gestions; had submitted ordinance re possession of intoxicating liquors by minors to Trooper Robertson for perusal; had written G iliett offering assistance in filling out applications for PWAA monies; recommended the City adopt the State Rules and Regulations as a Traffic Ord. 1 Council Minutes 31/10/62 'A"'f� two, Mr. Morgan questioned the wisdom of leaving the sign at the entrance to 113!n St. which says "population 50,000 by 1965". 'Ir. "cCann stated the sign 11,a3 brought a lot of puLlicity to Kenai and that it had been a project of the Chamher of Commerce. Mr. Morgan moved, :.IcCann seconded, ''r. Lindgren be in.or-,el that due to inactivity, 'iis services were no longer renuired, and that Mr. Tom Ross be authorized to pick up dogs at $5.00 each and continue to do so in the interim period until a pert -time employeed can be hired, and that an .ad be published for same. Mr. Sims moved, McCann seconded the City grader be authorized to grade insi,?e the fence at Standard Oil Co. on Beaver Loop in response to request from "r. L. C. Pugnetti. Mr. (:organ ^coved, Sims seconded, the Civil Defense issue Le removed from the table. Passed. Mr. I4organ moved, McCann seconded, the City place budgeted Civil Defense matchin^ fund in a separate account in the Alaska State stank. Passed. Mayor Dye will contact Don Lowell, State Civil Defenne Director in Anchorage, to set up a meeting with him and Council. Mr. McCann moved, Sims seconded, Resolution #39 be removed from the table. Roll call vote - Negative - Morgan, Swires; Affirmative - Sims, :•'cCann and `:ayor Dye. Mr. McCann moved, Swires seconded, Res. #39 be adonted by the City of Kenai. Passed with Morgan dissenting. Mr. Sims moved, Swires seconded, Ordinance 937 be tabled. :lotion passed. Mrs. Ethel Sims addressed Council stating she had contacted Dr. Isaacs at the Central Pen- insula Clinic and that he was interested in the Clinic at Kenai and appreciated being informed as to progress in construction and tentative plans for a doctor, etc. sirs. Sims urged that if individuals cannot actively help the clinic, they at least, refrain from hindering it.
