1 Canvass of ballots in City Election.
"Mr. Hollier, Dept. of Highways, was inquiring what could be done about the
City Ordinance which allows a car to be parked on a street for five days. He
says this is a matter of extreme inconvenience when trying to snowplow the Ctiy
Streets in the winter. He cited an especially bad place as being by Showalters'
where the road is narrow in the first place, and cars are parked there constantly.
He suggested a 24 hour parking, or parking only during certain hours, 'tho it
is difficult to say just when the grader would be coming through.

Sealed bids on removal of Old Federal Jail Building were orene9 and consisted of the following:
L. J. Whittington will remove bldg. by skidding thru City ,its. for $250.00; F. & W. Enter-
prises will dismantle dnd stack lumber for $1,973.;d. Mr. Knackstedt moved, 'flcCann seconded,
the City reject all bids on the 01:1 Fed. .Jail Project. 'notion sassed.
Roll Call showed all members present but :ir. Si,is and Mayor Dye.
Minutes of the last meeting were correctee. and approved. (Correction- 'Morgan dissented on
motion to grade grounds at Std. Oil Tank Site.)
N P The City Atty. recommends the City refrain from action re Heating dis-
agreement with Kenai Power Corporation unless the Franchise is Ieing violated; Suggests dog
ordinance amendments on rabid dogs and time of impoundment Le combined into one ord.; urges
City take action to procur land for Hospital Site in Sec. 3, lots 3 or 4, 'P5!1, R11:119 S.M.;
had drafted ordinance re incineration of cor:bustiLle materials and referred it to the Fire

The atty. was regeusted to combine the dog ord. amendments.
f Mr. Morgan stated there were two methods of acquiring the hospital land; 1. t ru request-
ing BLM classify it as Reacreation & Public Purposes land and the City purchase 6^
.as►-eem. 2. Requesting BLMi return, it to Public Domain, the State acquire it and then turn
it over to the City. Mr. Morgan moved, Lofstedt seconded, the City acquire the lard in
Sec. 3, now withdrawn for classification by requesting it be turned back to Federal Domain
and the State acquire it and the City request it from the State under applicable law. Passed.
Mr.'Forgan presented Res. #44 authorizing the Mayor to apply for Public Works Acceleration
Funds. Mr. McCann moved, Knackstedt seconded, the City acopt resolution #44. Passed.
Correspondence was read. (Mr. Ross resigning as temporary dog-catcher; ;Tells Plumbing &
Heating and power cut-off.)
Clerk was instructed to inform Mr. dells the cold air return in the City Jail is to be
8" x 16" and the City would like an estircate of cost.

Acting Mayor Swires signed the agreement between the City and the Army re City Dock. Atty.
was instructed to draft letter of transmittal declaring, the intention of the City to lease
the .site to private enterprise.

Clerk was instructed to inform .Sr. Carl Seaman the Council would meet with him Nednesday
14 November 1962 at 7:30 p.m. to discuss street construction.
Mr. Morgan presented Ord. #41 concerning possession of liquor by minors. Mr. Morgan moved,
l,- Lofstedt seconded, Ord. #41 be approved for first reading. Motion passed.
Mr. Dale Lilly presented his proposal to Council to tear down and remove the Fed. Jail Bldg.,
-- level the ground and fill the excavation--alsu to furnish a surety bond of $500. and re-
icdcs*14r. Morgan moved, Knackstedt seconded, since the Dock Commission and the prospective lessee
recommended the agreement be signed, he movedthe City sign and send a letter re the in-
tention to lease in 1963. Motion passed.

Clerk reported the Army wishes to Lrina, in a van displaying information, on the Cuban
situation and would like to have it .ii,ere the most ;people would .see it, i.e., by the
Post Office or the school. Council agrees either on,: should be made avaiiable if school
supt. Potter is agrceable.
Ballots for the special election of 6 November 1462 on school bonds and drafting a charter
for the City were canvassed, absentee votes counted anal results are filed with these min-
utes. Acting Mayor Swires inquired of the Clerk if there were written protests of pro-
hibitive practice re the election and if anyone in the audience wished to protest the
election on the same grounds. Receiving, a negative response, Mr. K.nack.stedt moved,
McCann seconded, the election returns as submitted by the Election Board be accepted
and entered in the minutes. Motion passed.
Clerk was instructed to direct a letter of commendation to School Supt. Potter for dili-
gent work on the school bond issue; also to write �Keen��,a�' Power, with copy to Kenai Plumb-
ing a; Heating, asking for reasons for the disagree'menT-�etween them. 'Mr. ,Morgan moved,
(J� Knackstedt seconded, the City withhold action re atty.'s letter to Rowley until after the
stockholders' meeting the 24 of Nov. Passed.
Clerk was instructed to call Mr. Rowley and Mrs. Doris Erwin re 4' r.o.w. on Overland Ave.
If land can't be had free of charge, request purchase price, etc.
Clerk was instructed :o write Don John to what he proposes to do with the excavation
- on lots 8 & 9, Block 16, Original Townsite.
Mr. Morgan moved, NdCann seconded, Jimmie (St. 'ltce.) be directed tv i-%;tall appropriate
signs to provide parallet parking on the north side only of Mission Ave. between Main St.
and Upland St. and two rpserve taxi stand spaces to provided and :narked across from the
Northway Cab Co. Motion passed.
