Erwin the next day; She will donate the four feet if Rowley will get his build- ing moved along with the transformer rack WITHIN TWO WEEKS. Could we help Rowley get this done? He wants to move the rack and building on property in another part of town, but needs to have a fence around it so as to guard against damage to the transformers, ' UNFINISHED BUSINESS: Ord. #41 - Liquor in poss,xssion of Minors. Mr. Walter Chulen addressed Council regarding the ad for part-ti-ie work; i.e. dog-catcher, guard, janitor and possibly garbage dump operator. Mr. Sims moved, 'McCann seconded, the Council decide on rates of pay for dog, catcher, s?uard, ;arL;age dump operator and janitor and contact `tr. Chulen by the next meeting. .`Motion Passel. Mr. Leon Spencer of R. W. Beck b Associates-il,.'ressed Council re U.— power study in re- lation to the City's interest in purcha^in: the Venai rower Corporation. Since his com- pany had conducted a similar survey in 1961, this study consists of bringins; the physical inventory up to date and presenting Cigures on operating costs, etc. which will determine whether or not the City can afford the purchase and have enough working capital remain- ing for additions to the plant, i. e., equipment, operation, mtce., etc. Mr. Morgan, Acting Mayor, read the work order submitted by Beck E Associates. Mr. Spencer suggested a $50,000.00 payroll would be necessary to hire a :tanager, fist -al man, lineman, ground - man and clerk; the first two years would be the toughest, but on a three to five year plan, the City could make money. In answer to a question from Council, 17r. Spencer said the maximum cost of this survey will Le $2500.00 Minutes of the last meeting were corrected and approved. Corresponderce was read. (Letters between Kenai Power and. Kenai Plumbing !; Heating; one from BLM re school land in Sec. 33k40 acres for $100.00; request for liquor license transferal from Thos. Fulton to ;Mrs. Virginia Wilson. Attorney Fisher recommends the City refrain from interference between Ken. Power and Kenai Plumbing r; Heating unless the franchise is being violated; suggested the City urge Dept. of Hwys. to coordinate their plans with those of the City; garbage dump is not being te^'ed as contract stipulates; the City can say "no" to sale to HEA if reasonable grounds exist; Clerk reported Rowley requests a meeting with Council Sat. or Sun.; Godfrey, Hamilton, Taylor, financial advisors of N.Y. inquired if the City is interested in negotiated bid on school bonds; suggested a second reading, on Ord. #36 (street improvements in Subdiv- isions) be considered; as long, as the City does not hire a party to demolish the Old Federal Jail, the City's insurance agent will inform the company the City is to be exposed to this hazard; Vancouver, Washington, had requested a copy of the General Plan for 1980; Mr. McGahan has offered to show an hour -length film r•a Fall -out; `tr. E.E.Bass of Arctic Consulting Engineers was in the office Friday 9 November 1962 and he .and an assistant will be bringing the inventory of Kenai Power up to date; Mr. McCann presented Ord. 041 for seconde reading. (possession of liquor by minors). The ordinance was open for public discussion; Mr. Knackstedt moved, Sims seconded, Ord. #41 be accepted on second reading. Motion passed. The Clerk presented Res. #4'F, toyinp R. N. Beck & Associates. During public discussion only one speaker from the floor had questions - ?;r. Sraha.m: Would HEA raise the rates? Answer: Not for two yomrs. Would $430,000.00 pay all the debts? Answer: Yes. Mr. McCann moved, Sims seconle�, Resolution #4f bbee adopted. Motion passed. Next week's meeting was set for Tuesday 20th'insteal of Wednesday due to Thanksgiving. Mr. Sims moved, Knackstedt seconded, the City authorize Ir. 'dells to do the work re the heatinla system at the City Jail and Fare 'fall as sgh^.ittel in his proposal. Passed. far. Council agreed,in the future,transference of liquor licenses be sui:jected to public notice and hearing. fir. Hollingsworth is to be directed to assist Mr. Rowley in moving the rack and build- ing bn Kenai Power property which borders Overland Ave. Clerk is to issue easement forms to Mr. Rowley and firs. Erwin for acquiring the four foot r.o.w. on Overland. Trooper Robertson reported Iiialter Chulen would be acceptable as guard. lie also re- quested the door lock to the ladies cell in the Jail be installed.
