BOX 598 KENAI, ALASKA 28 November, 1962, MEMORANDUM TO THE KENAI CITY COUNCIL: Subject: Carbon monoxide Condition in City Jail. By this memorandum the Kenai Volunteer Fire Department brings before the Council the fact that a very dangerous carbon mon- oxide condition now exists in the citysjail. It is essential that routine starting testa be aside on the four emergency vehicles now hcused in the Fire Hall. These tests are normally conducted two to three times weekly. The city jail contains 8,100 cubic feet of air space while the fire hall contains 210600 cubic feet. With the present furnace system this means that eventually host of the carbon monoxide resulting from these tests will picked up through the cold air return and circulated again and again into the Jail, This monoxide gas will be recirculated over an extended period of tine as the jail now has larger ducts and higher temperatures than the fire hall, It is strongly urged that the Council seriously consider what the effects might be on a State Trooper or unattended prisoner Who night be in the jail and unaware that the emergency vehicles have just been tested. The Volunteer Firs Department must decline any responsibility as there is no Way for then to know whether the jail is occupied or not. Respectfully, C. E. RCHER, Fire Chief. :F. November 0, 1ic,2 Kenai City Council Kenai Alasxa Gentlemen; I submit the folinwin bid proposal for the tearing down and removing from location, the Old Territorial Jail, located in Kenai. Item I I will pay t.hcc, ci:,y of Kenai the totcan amount of live dollars ($5.0U) for the building. Item 2 I will tear down building and remove material from lot. Iteu, 3 I will post appropriate signs to warn of danger dur- ing disassembly. Item k I will rill hola left by basement with material com- parable to that wcisting on remander of lot. Item S I request 9U days for disassembly, plus an addional 00 days to fill and level hole. I have taken out accident and life insurance for myself and am able to begin wozk at once.
