With consent of Council, the orler of Lusiness was chan;7e? to accomodate "r. Lilly in the audience who had addressed a letter to Council, and who had to leave by ten o'clock. Mr. Lilly's letter is also included in these minutes. "r. Swires moved, McCann seconded, the City accept David Lilly's proposal re removal of the Old Federal Jail. Mr. "organ moved, Swires seconded, to ameni the -notion by adding "provi�inv 'Ir. Lilly shows evidence of performance and maintenance of liability insurance". Discussion was held and the amendment passed as also did the main motion. Minutes of the last meeting were approved. Correspondence was read. Mr. Knackstedt moved, McCann seconded, the City grant an extension of time to Dcc. 15 for Galliett's Survey project for reasons stated in his letter. -;otion passe,". Angr. had been invited to meet with the Chamber of Commerce, and it might be a good time for Council to talk with him --the extension on the "orth Kenai Road cannot begin until > the present construction is complete; the preliminary work for school bons is underway and paper work should be completed in the near future; Ilo answer had been received f-om Mesdames ;Mason and Bennett regarding drainage ditch on their homestead in Sec. 30, T6N. The Atty. was instructed to write indicating the intention of the City to institute legal condemnation proceedings unless an ease—ment is granted. Mr. 'McCann moved, Sims seconded, the City authorize the Mayor to sign the agreement with Marshall & Meyer to act as Hankers and Consultants re sp}+e 'lot' ss ed. Clerk reported: the National alert is over according to word received from Civil Defense Director dMcGahan; tlr. Lawton of FAA called at the office to remind the City no one has the right of ingress or egress to the land being used as City Cemetery --FAA would like to see the City assume responsibility for the Cemetery and would then grant an easement for access; requested an estimate of the population of the City of Kenai an-1 was told it I was 1350 to 1500 people; presented a request from r. Lawton From FAA for Council to '+ meet with FAA officials, including Mr. Ilulen, and Commissioner Downing of the DPW and other State officials at 7:00 p.m. on 5 Dec 1962; :9r. Donald :'eyer of :arshall and Meyer and with the School Supt. Potter and members of the school board. 'Ir. '!eyer suggested the City go ahead with school construction base on $1,000,000.00 cost; that the City can then sell revenue bonds on a rater system and CQ. Londs on a sewerage system; A power system would renuirc revenue bonds and ::r.
