HomeMy WebLinkAbout1961-01-24 Council Minutest Minutes for City Council Meetings January 24, 1961s 8:20 PM. Members present: Mayor Swanson, Carl Swanson, Dick Morgan, Tom Hayes, and Helen Stetzer. Visitors: 20 The following motions were made and seconded and passed unanimously: Stetzer and Morgan, to pay City Tra hssessor, Mr. McKee, $918.75 for balance on his contract for services. Morgan and Stetzer, to direct the City Clerk to have a telephone installed in the City Clerk's Office. Stetzer and Hayes, to direct the City Clerk to select the best bid on a typewriter and purchase same for the City Clerk's Office. Stetzer and Swanson, to grant approval to Mr. T. Yee for the preliminary plat of the "Valhalla Heights" subdivision, and assume the responsibility for street maintainence and snow removal on the proposed streets in this subdivision commensurate with present and future policies for this function on other city streets. Stetzer and Hayes, zo direct the City Clerk to order 5000 h*affic Citation Tickets from Jeanne Sates, based on the rate of $24.60 per thousand. The following motions were ruled out: Motion by Morgan to direct a letter to Anchorage Gas Corporation stating that Kenai is not interested in a franchise which is contingent upon a gas supplier's rate that is dependent on costs incurred by a pipeline over ut9.ch Kenai has no control. Kenai would be paying costs not in proportion to the amount paid by nchoragc. If Anchorage Gas Corporation can offer a franchise based on a portion of natural gas at the comprehensive market value, the City of Kenai would desire further negotia- tions. Motion did not receive a second. Motion by Stetzer that the franchise of Anchorage Gas Corporation be changed to have gas produced by November is 1961 and that a provision be made to maintain the Anchorage rate for three years. Motion seconded by Carl Swansons failed to carry. Motion by Mayor Swnson, stepping down from the chair, that the reading of the franchises be given, in accordance with Section 179 Ordinance #1, which allowed for waiving arc oral reading in an emergency. Motion seconded by Tom Hayes. In a discussion , the Council decided to table the franchises. Mayor Swanson opened the meeting for public discussion. Mr. Jess Nichols directed the following question to the Councils, "Does the Council allow the audience to speak before acting on business?" Mayor Swanson replied that the prescribed order of business for council meetings was contained in Section 13, Ordinance #1. Mayor Swanson directed this reply to Mr. Coyles, who had asked if Robert's Rules were followed in Council session. Mr. McCahill directed the following question to the Council, "Does the City of Kenai have zoning regulations?" Mayor Swanson replied that an interim zoning would be in effect as soon as possibles and that there would be a planning commission appointed *, at a later date.
