HomeMy WebLinkAbout1961-02-07 Council MinutesMinutes for City Council Meeting, February 7, 1961, 8:00 P. M. Members present: Chet Cones, Helen Stetzer, Tom Hayes, Emil Dolchok Dick Morgan. Mr. Morgan acted as chairman in the absence of Mayor Swanson. Guests present: 15 Mr. Ditto of Trans -Alaska Telephone was scheduled to explain the rate schedule. He proposed a rate schedule that would remain in effect until all the new equipment was installed, the anticipated time for compAting the installation would be April, 1961. A :notion was made by Tom Hayes, seconded by Chet Cones that these temporary rates would remain in effect until new equipment is completely finished, at which time the rates would be subject to re -negotiations. Motion passed unanimously. A motion was made by Stetzer, seconded by Cones to pay City Attorney fees of $225.40, passed unanimously. A motion was made by Cones to pay Leo Oberts Insurance Agency $86.79, for Wo+kments Compensation Insurance, passed unanimously. A motion was made by Stetzer, seconded by Tom Hayes, that application be made to the Home and Housing Finance Agency for the Program of Advances for Public Works Planning, passed unanimously. A first reading was made of Ordinance Number ordinance for the establishment of a Planning C ommissicn, the second reading of the ordinance to be made on February 21, 1961, at a regular meeting of the Common C ouncil. The City Clerk reported a Kenai Power Company bill of $36.28, to cover Kenai Volunteer Fire Departmentts electric use for the month of January. The Clerk had been authorized by action of the Counoil to pay the Fire Departmentts light and fuel bill (minutes of January 3, 1961). The Clerk reported that income from City Sales Tax had amounted to 03369,58 for the month of December 1960. The Clerk was directed to correspond with the Bureau of Land Management regarding the City of Kenai's filing on Lot 3, Section 9, to be used for a small boat facility instead of the originally proposed garbage disposal. The Clerk was directed to write Joe Noyer, Appraiser, Bureau of Land Management, to find out what parcel was open for filing by the City of Kenai, This was a follow-up to a report of Mr. Oberts regarding a convershtion with Mr. Noyer. The Clerk was instructed to post notice of the second reading of Ordinance Number 6, Planning Commission Establishment, to be held in regular Council matting of February 21, 1961, I--- T A Public discussion was held on the electric power problem in the r"' r City of Kenai. Mr. Wolfe, a resident, reported exhorbitant rate charges for a period of six months service. The Council questioned Mr. Rowley on the appraisal he was having made for negotiations with the City Council. Mr. Rowley reported that he anticipated owVletion of the appraisal in about two weeks time. Mrs. Stetzer moticned to adjourn, seconded by I4r. Cones, passed :unanimously.
