Motion by Carl Swanson seconded by Stetzer to authorize the Clerk to pay Estes Fuel 088.90, Trans -Alaska Telephone $5.18. Motion by Morgan, seconded by Hayes, to negotiate for the pur- chase of police auto from Hartley Motors as per bid of $2879.27. Motion by Morgan seconded by Stetzer to authorize Clerk to pre - are all city ordinances in proper form at a cost not to exceed 150.00. In a second reading of Ordinance #7 amending Ordinance #2 the Council decided to table the matter until the next regular Council session. Motion by Morgan, seconded by Stetzer, to amend Ordinance #8 as follows: Section 2 Definitions be changed to read: Collector means the City Clerk or other duly authorized agents as prov ed herein. Under Section 8, be changed to read: Appeal to Superior Court, and Third District, State of Alaska. Under Section 12, the District Coouur= cFiarged to Superior Court of the Third Division, State of Alaska. Under Section 12, sub- paragraph (d), the word _mortgage be changed to mortgagee and instead of the word re is e the word certified mail a in- serted. In Section T3 50-paragraph (a) the words as amended be added to Chapter 174, SLA 1957, Under a new Section 15 the following be added: Section 15 Penalty. Unless another penalty is expressly provided by law, every person convicted of a violation of any provision of this ordinance shall be unishable by a fine of no more than Three Hundred Dollars (4300.00T or by imprisonment for not more than thirty (30) days or by both such fine and imprisonment. Motion passed unami.mously. Potion by Morgan, seconded by Hayes, to amend Ordinance #8 by adding the following to be Section 16: All monies collected for municipal purposes from the lands within the city limits south of the Kenai River shall be placed in a special ftandto be used exclusively for promoting planning, design, or con- struction of a connecting bridge or access across the Kenai River. Providing, however, that these monies reserved shall be placed in the City General Fund if the connecting bridge or access is con- structed by other state or federal agencies. A second reading was given on Ordinance #8, a vote was taken and Ordinance #8 became a law by unanimous decision of the Council. Yr. Dick Pace and Mr. Warren Powell, State Sanitarians, requested a verbal committment from the Council regarding the State Health and Sanitation Departmentts proposal made in Council session January 17, 1961. Motion by Stetzer, seconded by Morgan, that the Council will accept the services of the Sanitarian based on the original proposal. Motion passed unanimously. Mr. Gilhaus and Mr. Keele requested permission for the use of the city dock site. Motion by Morgan, seconded by Stetzer, to grant approval for use of the dock site by Mr. Gilhaus and Mr. Keele. Motion passed unanimously. Mr. Stanley McLane presented a plat of a proposed sub -division, and Hayes motioned to accept the proposed sub -division as submitted. Motion seconded by Stetzer, passed unanimously. Motion by Morgan, seconded by Hayes, to hire a consulting electrical engineer to appraise the Kenai Power Corporation. This appraiser shall contact Mr. Strandberg and negotiate to hire a third party for another appraisal. The City of Kenai will pay one-half of the costs and Kenai Power to pay the other half of the costs of the third appraisal.
