Minutes of City Council, Citv of Kenai, Alaska, April 25, 1961,
8:15 p-m.
Members present: Stetzer, Dolchok, C. Swanson, Hayes, Morgan, Cone,
and Mayor Swanson.
Mr. Edward Hollier, President of the Board of Kenai City District
Schools, presented an amended school budget in the sum of $37,994.55
which reflected an $18,800.00 increase to match the State of Alaska's
increase in teachers' salaries. Mr. Hollier stated that the budget
must be sent to the State Department of Education by May 15, 1961.
In reference to this request of Mr. Hollier, the Clerk was directed
to correspond with Attorney Bias regarding House Bill 41 to get an
opinion on the legality of imposing added costs of the school budget
on incorporated districts while increasing the salary schedule 4500.00
per individual in the unincorporated districts for *4hom the State
acts as agent.
Motion by Morgan, seconded by Stetzer, that the present school budget
be increased by the sum of $18,800,00 in order to match the State s
proposal. Passed unanimously.
Motion by Stetzer, seconded by Hayes, that the Library Board act as
custodian of the library room and that they may finance and direct
remodeling of the present furnace room and be consulted about the ►
responsibilities for groups using the library room. Passed unanimously,

Councilman Morgan. '

Motion by Morgan, seconded by Stetzer, to accept the Planning Com-
mission's amendments for the Interim Zoning Ordinance with the
exception of the use of the word "urban" in place of the word
"unclassified." Passed unanimously.
A vote was called for on the passage of the Interim Zoning Ordinance
in first reading. Passed unanimously.
Mr. Fields of bans -Alaska Telephone Company made several statements
regarding the telephone service. He reported that the new equipment
would necessitate new numbers, that the new dialing system would re-
quire dialing seven digits. Mr. Fields stated that his company had
unofficially come to terms with Wildwood Station and that the system
connecting the station and the city would soon be restored.
The question of a franchise was brought up, and Air. Fields requested j
the right to submit a franchise for consideration. He mentioned that
the right to regulate rates of utilities would be retained by munici-
palities if the utilities were governed by a franchise, but if not
under franchise agreement, the Public Utility Commission of the state
may be the regulatory agent. He also stated that the franchise should
be ratified by public vote in order to insure the City's right to
regulate rates.

Mr. Fields then asked the Council to reconsider the new rate
proposal.
Motion by Cone, seconded by Carl Swanson, that there ba n vote on
the rate propposal of the Trans -Alaska Telephone Company. The
motion passed by a vote of 5-2, Iiayor Swanson and Dick Ilorgan
opposing, all others approving.
The Council motioned to adjourn at 11:15 p.m.
