Kenai City Council Meeting July 18, 1961
Mayor Swanson called the rw.-eting to order at 8:15 pm. Members
Present were McGkhan, Seamen, Morgan, Cone and Hayes. Carl Swanson absent.
The minutes of the last meeting were read and approved.
Correspondence was read and discussed.
The minutes of the Planning Commission meeting were read and dis-
cussed.
It was moved by Mr. Morgan, seconded by Mr. McGahan that the plan
for the Davidson sub -division be accepted. Yea votes-Mc:Gehan, Morgan,
Seaman, Cone, Rages. Nay votes --none.
Mayor Swanson moveu, Carl Seaman seconded, that em-rent bills be
paid. Yea votea--Mcaahan, Morgan, Seaman, Cane, Hares. F4W votes--no'Oe.
Discussion was held on Talmage Nelson's letter of protest regard-
ing his property evaluation. Since ample time for registering a protest
was given, it was decided nothing can be done this year. If he wants to
meet with the Board of Equalization next year, he can do so. The Clerk
was instructed to write him to this effect.
i Discussion was held regarding the BIM letters from Mr. Steger
concerning our application for Sec. 33 and Sec. 25 for possible future school
sites. It was decided to set this aside for exectitfve session and to
r refer it to the School Board and the Planning Commission.
After discussion on letter from Dwyre regarding a connecting link
between Kenai and the Kasilof Beach Area Mr. Morgan moved and Carl Seaman
seconded that the clerk be directed to contact Mr. Harold H. Galliett, Jr.
(:L657j East 5th St., Anchorage) concerning a pre -engineering shy of the
feasibility of bridge construction between Beaver Loop Road and Kasilof
Beach Road. Yea votes-McGahen, Morgan, Cone, Seaman, Hayes. Nay votes -none.
Discussion was held regarding a lease agreement for police radio.
It was moved by Morgan, seconded by Seaman, that the City Attorney
/( draw up an ordinance requiring registration of land similar to that of
j former State requirements upon change of ownership. Yea votes--McGahan, Morgan
RWes, Seaman, Cone. Nay votes --none.
Tae discrepancy in tW Nissen property evaluation was discussed and the
i Clerk was directed to make the change in accordance with the charge on other
i parcels.
Mr. Morgan moved, Seaman seconded, that Sec. 3, sub -paragraph (d)
in Ordinance #12 be changed to "fifteen" days instead of " tee". Yea votes-
` McGahan, V:organ, Seeman, Hayes, Cone. Nay totcs--none.
Ordinance #12 was presented for public discussion. At the suggestion
of interested persons Present, Mr. Seaman moved, Morgan seconded that Sec. 3, a-?, be
changed to read "nineteen" years instead of "twentypone" for the yea
votes -Hayes, Morgan,Y Seaman, Hayes, lCone. Nay votes --none. s

Mr. Cone moved, Seaman seconded that the insurance rate in Ordinance
#12 be changed to $20.000.00, $50.000.00, $10,000.00 respectively. Yea votes- '
McGahau, Morgan, Hayes, Seaman, Cone. Nay votes --none.
Ordinance #12 became lav by unanimous vote of the council. Yea votes -
Morgan; McGshan, Hayes, Cone, Seamen. NW votes --none. i
Msyor Swanson appointed Mrs. Frances Torkilsen as temporary City
Clerk to assume the duties of Mr. John Gunnison, who is leaving.
Mr. Cone moved, Sc0ahan seconded the council accept the balance !
sheet of out -going City Clerk,John Gunnison, as agreed upon by Jay '
Lietzke who had audited the books on July 18, 1961. Yea votes-McGshan,
Morgan, Hayes, Cone, Seamen. Nay votes --none. This report ibs included in
these miauter.
The Clerk was directed to contact Mr. Ted Gaines, Certified
Public Accountant to meet in executive session with the Council. j
Meeting adjourned 10:35 Pm.
