HomeMy WebLinkAbout1961-07-25 Council Minutesr Kenai City Council Meeting July 25, 1961 Meeting was called to order by City Clerk. In the absence of the Mayor, Dick Morgan was elected Xq= pro-tem. Chairman Roll call was heard.j Members present were: Messrs. Morgan, i 24cGahaa, Seaman, Sweason,(Carl), Cone and Hayes. Member absent was John Swenson. i W. Harold Calliett informed us he had been corresponding with ' Housing Home & Finance Agcy, that the exhibits had been presented and we should have a yes or no on our application for funds within 3 to 6 , weeks. f�. - � ~ 1'i (r % 1 IV , i Regarding the bridge across the Kenai to Kalifonski Beach Rd., he wanted further information as to what the council expected of him in the pre -engineering stu4y. He will submit his proposed fee in writing along with his plan for a study and the Council can determine if his services will be worthwhile. W. Ted Gaines, Certified Public Accountant, met idth the Council and presented his terms for working with the City. i I The minutes of the last meeting were read, corrected and approved. I Correspondence was read and discussed. Rev. Harlan, of the Methodist Church, desired a clarifica- tion of the City•s policy regarding taxation of church property. Mr. Jas. Fisher will determine the law on this and suggested a meeting with church officials, the Kenai School Beard, and the City Council. The School Board was included as they are renting class- rooms from the Church. j An executive meeting was called for Monday, July 31, 1961 to meet with W. John Ault of the Alaska Housing Authority. The Planning Commission is to go ahead on a program for secur- ing the 80 acres for a Recreation and Public Use Site. W. Cone moved, Seconded by McGahan, that we pair the lump sum Of $2100.0O for Lot 6, Sec. #, TSN, UN- S-M-, Anchorage 053520. Roll call f vote was held and the motion passed unanimously. Mr. Carl Swanson moved, seconded by Seaman, the City pay the fee Of $28.03 for Anchorage 032678, Lot 3, Sec- 9: TSN, R11W, S.M. A roll call vote passed the motion unanimously, I Carl Seaman offered the resolution: Be it resolved that the Mayor be authorized to execute all documents reqquired to secure from the Bureau of Land Management Anchorage 032678 and Anchorage 053520 on behalf of the City of Kenai. Roll call vote passed the resolution unanimously. Carl Seaman roved, Cone seconded, that R.W. Beck and Associates' bill for the month of June be paid in the amount of $838.50. Roll call vote was held and the motion passed unanimously. Minutes 7/25/61 Page Two Mr. KeGahan moved, Seaman seconded, that the Clerk be directed to give notice to Columbia Lard Fishe.�ies their letters of exemption for City Sales Tax have been rejected for lack of proper showing and we will leave inspect their records. Roll call vote passed the motion unanimously. The letters were turned over to Mr. Fisher. Mr. Seaman moved, Carl Swanson seconded, the City accept the lease agreement for installation of Police car radio @ $17.46 per mo. (advance rental of $91.001 and the maintenance contract @ $17.50 per month. Funds have been allocated for this. Roll call vote passed the motion unanimously. Mr. Seaman moved, Cone seconded that Mr. Ted Gaines be employed as auditor for the City of Kenai in accordance with the terms provided in his better dated77/25/61. Unanimous vote on roll call passed the motion. Mr. Cone moved, Seaman seconded, Be it resolved Mr. Ted Gaines be authorized under the supervision of the City Clerk and City Atty. to audit the books of Kenai Packers and Columbia Ward Fisheries with regard to Sales Tax due the City of Kenai. Roll was called and the resolution passed unanimously. Mr. Seaman moved; McGahan seconded that we inviteg the executive officers of American Legion Post #20 to meet with City Council to dis- cuss acquiring the cemetery land. Roll call vote passed the motion Lmanimous:y- Discussion was held as to how to dispose of the Federal Bldg. Meeting was opened to further hearing on the Taxicab ordinance. The acting Mayor called for a public hearing for August 1, 1961 at 7 p.m. at the Civic Center Building to determine the number of taxi- cabs to operate in the City; the rates for taxi service; and the location for fixed taxi stands. The Clerk was instructed to mail copies of the notice of public hearing to:the four taxicab companies operating in Kenai. Meeting adjourned .1:30.
