The regular meeting of the Kenai City Council was
preceded by a public hearing called to regulate the number
of Taxicab Companies to operate in Kenai. Persons speaking
from the floor were Messrs. Stan Wolfe, Graham, Jess Nich-
olas and Chief Peaveley, and Mesdames Ebenson and Haskin.
Mr. McGahan moved, Morgan seconded, we allow four
cab cots to operate in Kenai.* The four companies being:
Phil YJilson, Stan Wolfe, Horace Davy and Thos. and Arlene
2lulton. Roll call vote was had: All members present
ted Aye with the exception of Carl Swanson who voted Nay.
The regular meeting was called to order by Mayor
Swanson,
Mr. James Fisher reported he had talked with Mr.
Harold Daubinspeck of Kenai Packers regarding the Collect-
ion of Sales Tax. Mr. Daubinspeck objefted to the high
property tax and could not see the obligation he had to
collect the sales tax. Mr. Fisher recommends reason-
ableness in working out an amicable settlement, but says
we have no reason to relax in our efforts to collect the
taxes due.
Mr. Fisher also suggested the City furnish forms
for the Deputy Magistrate to issue to persons recording
change of ownership at his office. These forms can be
filled out and mailed to the City Clerk for the tax roUs.
There has been no recording of the Council's
Order Adjudging and Declaring Incorporation, but he will
arrange that it be done. The City has other properties
that should be recorded and evaluated.
Regarding the taxiing of church property, the
attorney recommends any property used as a church not
be taxed, but as land could be held for speculation it
should be taxed.
Mr. Fisher suggested all our meetings be public
ones with executive sessions called for special studies
such as the power problem, water, sewer, etc. to get
facts and figures to present to the public at regular
meetings.
The Clerk asked the opinion of the Attorney re-
garding a $50,00 fee asked by the CPA, Mr. Gaines, to
establish a set of Accounting books for the City, and
Mr. Fisher recommended we accept the offer.
Concerning problems on property tax which makes
it necessary to send out a bill after the due date, he
says we are not responsible for who owns the property.
The owners are still liable for the penalty. He recom-
mends the properties needing evaluation be turned over

to the Evaluation Board, and the Council resolve itself
into a Board of Equali$ation and meet with some of the
people who have made every effort to pay the tax. How-
ever, those parties must still pay the penalty.
Mr. Jess Nicholas, Dep. Magistrate, raised the
question about the City being covered by their insurance
policy if accidents occur on the grounds during the Kenai
Days, Aug. 19 and 20. Mr. Fisher and Mr. Oberts say "yea"
if the City takes the responsibility. Operation of Ferris
wheels would increase the rates, but Mr. Nicholas says the
Kenai Days Programming Committee would likely reimburse the
City for the extra expense of insurance.
The minutes were read and approved.
Bills were presented and allowed. Motion made by
Seaman, seconded by Cone. Passed unanimously.
The Clerk was directed to write Sgt. DuGay sanc-
tioning thevCbag h's project to clean up the cemetery

In reply to an inquiry from the City of Fairbanks,
the Council is of the opinion that City Employees should
reside in the City.
The;. -Council also instructed the Clerk to proceed
with collection of taxes from the Church in acordance
with recommendations from the Attorney.
The Council decided to continue with action re-
garding collection of Sales Tax from the canneries.
The Clerk was instructed to mimeograph forms for
change of ownership,
Wednesday, August 9, 1961 was set as a date for
special meeting with Mr. Westfall of R.W.Beck & Assoc.
Property cards with no evaluation are to be turned
y over to the Evaluation Board: rAitzke, Oberts, Robinson
Kipp and Munson. Mr. McKee will have to appraise the
buildings.
Discussion was held on the old Territorial Jail.

'r= Mr. Cone moved, Morgan seconded, we employ Mr.
Gaines to help the City Clerk set up an Accounting System
for the City.
Mr. McGahan moved, Seaman seconded, we increase our
insurance to cover activities on Kenai Days for 1961 with
the idea the Kenai Days Programming Committee will reimburse
the City for the extra expense.

Discussion was held concerning Y±atag a responsible
person sign for are Dept. obligations, etc. We need some-
one to okay Street rapt. Expense and to oversee the Police
Department. ?
Mr. Morgan moved, Cone seconded, we invite Mr. RchJAn
E. Lane to meet with the Council and discuss the possibilities
of building a City jail. Motion passed unanimously.
Meeting adjourned 11 *0 by unanimous consent of the
Council.
