Kenai City Council Meeting Sept. 12, 1961
Meeting called to order by Mayor John Swanson at 8:20 pm in the
Fire Hall. All members present except Carl Swanson.
Mr. Glenn McKee, 1960 assessor for Kenai. offered his services to
the City for next year's tax assessment.
Minutes of last meeting were read, corrected and approved.
City Attorney, James E. Fisher; made his report and recommendations
to the City.
Correspondence was read.
Clerk's report presented.
Mayor suggested shortening meetings by making reports and minutes as
brief as possible.
Chief Peavley presented signs he recommended using on City Streets;
also suggestions for parking regulations along Main St.
Mr. McGahan moved, Morgan seconded, Speed signs be accepted as desig-
nated by Chief Peavley; i.e. Thirty five miles per hour between Homesite
Loop Road and Beaver Loop Road, and twenty mph by the school from 8 am to 5 pm.
Motion passed unanimously.
Mr. McGahan moved, Morgan seconded, There be parallel parking only
on Main St. Motion passed unanimously.
Mr. Seaman moved, Morgan seconded, the City hire Mr. GIs= McKee for
the coming year for tax assessment at $1800.00. Motion passed unanimouNV.
Mr. McGehan moved, Morgan seconded, we take $8000.00 of the 1960
raw fish tax refund money for a general fund. Mom• Cone moved to amend by
adding *and present budget deficiencies be paid out of Seneral Fund". Seaman
seconded the amendment. Unanimous consent passed the amendment. The main
motion passed unanimously.
Mr. McGehen moved to amend Ordinance 4, Article 9, Sec. 18, by adding
the following: No vehicle she]] be operated in the City of Kenai unless all
occupants are seated according to factory rated capacity of vehicle. Roll
call vote was as follows: Affirmative, McGahan, Negative - Morgan, Cone, Hayes,
and Seaman. Motion failed
Mr. Seaman moved Cone seconded, the Council accept the Tom Hayes Sub-
division. Motion passes unanimously.
Mayor Swanson instructed the City Atty. to procure a copy of the State
Law regarding tax incentives to induce new business to locate in Kenai.
Mr. morgan moved, McGahan seconded, the City Atty. draw up an amending
ordinance to our traffic ordinance making it illegal to have people standing up
in a moving vehicle and putting more passengers in a vehicle than the vehicle
is designed for. Motion passed unanimously.
Mr. Hayes moved, Morgan,seconded, to reconsider the decision of last
week's meeting regarding use of City Dock site. After 25 minutes debate,
motion passed unanimously.

Mr. HDrgan moved, Hayes seconded, Magabar be notified that City dock
and land may be used for unloading of their 4,000 ton barge subject to the
following conditions:
1. Magebar will accomplish clearing and grading east of the road as
required for storage of material presently a: the dock and that to be unloaded
• from this barge.
• 2. Magabar will pay the City of Kenai a $1000.00 fee for unloading of
the 4,000 ton barge.
3. Magebar will remove their material presently stored West of the road.
4. Magabar will pay $.10 per ton per month for storage after sixty days.
5. Magebar will insure the City against any damages resulting from their
j oper&tions. Roll call vote was: Affirmative - Morgan, Coney Hayes, Mayor Swanson.
Negative - McGahan, Seaman.

Mr. MaGehan moved, Hayes seconded, Invitations to bid be let for survey of

dock site; money to come from General Fund. Motion passed unanimously.
Mr. Morgan moved, McGahan seconded, the Council accept Stan 7hompson•s
subdivision plat 87-A; 86-A. Motion passed unanimously.
Mr. McGahan moved, Seaman seconded the City entertain bids on removal
of old City Jail and the policing of grounds after removal. Motion passed
Unanimously.
Meeting adjourned 12 pm.
