Steger s (BLM) letter to the Council of July 21, 1961, outlines steps to take to acquire the -_- City Dock Site and how payments are to be made, etc. At the closing of this letter he says, "If you are interested in purchasing this land on these terms, please advise and a request will be made for a su - lemental survey and Riat to delineate t a portion within Public Land Urder Does this mean the BIB would survey it for us? Maybe the City won't have to assume the expense of a survey?? �. In line with the Mayor's suggestion to shorten - the time of the Council meetings you might consider motions to limit debate on controversial issues. A motion to limit debate is undebatable and requires a two-thirds vote W- Often, council members have --- reached a decision long before a question is put to a vote and prolonged discussion seldom alters these _ opinions. This might be one way of avoiding long, - drawn -out argumentation that serves no purpose. Notice is to be posted. traffic i Five hundred dollars is to be set aside for a Hind for/signs. k I 1 • Clerk was instructed to write Mr. Munter inquiring about purchase of the King River Bridge; also to contact Mr. Harold Galliette requesting him to meet with Council regarding Kenai River Bridge construction. r Carl Beaman moved, Hayes seconded, rental fees from City Administration Bldg. go toward the maintenance fund of the building. Motion passed unanimously. Clerk was instructed to contact taxicab operators in an effort to get their preferences for taxi stands. If operators don't appear before Council and state choices, Council will set taxi -stand locations to the best of their judgaent. Mr. Seaman moved, Cone seconded, the Council submit plans as drawn by, the school board for Sec. 33 mmztx to the BIM. Affirmative - Cone, Seaman; negative - Morgan, McGahsn and Heyes. Motion failed. i Bills presented by Clerk were allowed. ij Clerk is to see about getting a set of Compiled Laws of Alaska. Also is to contact School Board and Planning Commission to set date for discussion of future school. Mr. McGahan moved, Morgan seconded, the City stand expense up to $5.00 �I for removing wrecked cars to swamp land by City Dock Site, to be hauled by City wrecker and sanctioned by Officer Peavley or Jim Hollingsworth. Motion passed. Meeting adjourned 10:45 pm. Could pass the ordinance requiring licenses; etc., and vote rabies clause in by relolution later. p Kenai Chamber of Commerce meeting this Wed., Sept. 27, 1961, is on Area Development Program, sponsored by the Dept. of Agriculture. Jim recommends at least one Council Member be there. Change of meeting night jfor Council. Will conflict with Homemakers all winter. Can change Sec. 8, Paral, Ord. 1 by repeal and resolution. Just one word actually needs changing and that's the day to meet. League of Alaskan Cities Convention in Anchorage, October 26-28. Gov Egan there along with 17 experts in their respective fields will be available to discuss mutual problems with municipal delegations. There will be panel discussions on financing, municipal improvements, assessment procedures highways, airports, tidelands, revision of municipal codes and incopporation laws. Plans will be laid for the State and Federal Legislative program. (More State aid to take care of teacher's pay raise?) Mr. Fisher strongly urges the entire Council take in this meeting. 1 Area Redevelopment Act --Types of Assistance: Loans for industrial and commercial projects; Loans and grants for lic facilities• technical assistance; Loans for public facilities are or 40 years and 1�21'?�nterest. 0, School Board would like to meet with Council at earliest possible date. -- This week if possible.
