i t I Kenai City Council Meeting Minutes, Oct. 3, 1961 ' Meeting was called to order by Mayor John Swanson at 8:10 pm in the Civic Center Bldg. Roll call showed all members present. Mr. Chuck Pugh of Employment Security Division addressed the Council request- ing permission to use the L%brary room every other Wednesday to process cases in this area.between the hours of 9:00 am and 7:30 pm. i Minutes of last meeting were read, corrected and approved. Mr. Fisher, City Attorney, presented his report and recommendations. Amotmg i i other things he says it is imperative to review a bonding program for the City also the City can't supersede State Law regarding students` standing on buses; The State has offered matching funds in the ratio of one to one to restore historical sites up to the amount of $1,000.00. i Clerk's report was given and correspondence read. Morgan moved, McGahan seconded, the Council accept the Lyle Edgington sub- division. Motion carried. 1 I Mr. McGahan moved, Cone seconded, that the Employment Security Division be � allowed use of the Library room every other Vkdnesday between 9 am and 7:30 pm at no charge. Motion passed. I _ By mutual consent, Wednesday, Oct. 4th was set as day to meet with Mr. Fisher 1 to discuss banding program. Meeting to be in Rig Cafe. I j The Mayor appointed Dick Morgan to represent Kenai at the League of Alaskan Cities Convention to be held in Anchorage Oct. 25, 26, 27 and 28. Dick can be there at least aurae day and the Mayor will try to be there another day. I Mr. Seaman moves:, McGehan seconded,Phil Wilson's application to sell his taxi- cab business to Ward Showalter be approved. Motion carried, with the understanding Ward Showalter be subjected to the normal check-up.by the Police Dept. Mr. Cone moved, Hayes seconded, Horace Devi Is application for a taxi -stand on the premises of Ward Showalter be approved. Motion carried. r - Mayor Swanson appointed Carl Seaman as Kenai's representative for the Committee ' to be formed for the Area Redevelopment Act in this part of the KenaiBeninsula. Mr. Morgan moved, McGahan seconded, the Council reconsider the motion regarding I a ding p sion e. 3 to the Bureau of Land emept.•,Mo i assed. McGahan moved, Hayes seconded: to amend the motion by adding the works "as proposed site for future high school". Roll call II vote on the amendment was: Affirmative - McGahan, Hayes; Negative - Morgan, Cone, Seaman and Swanson. Amendment failed. Roll call vote passed the 33motion manimous]y. Motion passed. 'yn I+.s A,% — it �►y-- Discussion was held on condition of runway ofKenaiAirport. Carl Swanson reported it would take approx. $90,000.00 to repair one particular spot and this might be a good time to urge paving of the runway. It was decided to take this matter up with Senator Gnuening. Mr. McGahan moved, Hayes seconded, we apply for 20 acres in Sec. 36, T6N, R1wW, S.M. described as F4 NFk NFL for purchase for a hospital site. Motion passed. Mr. Morgan moved, Swanson seconded, the Attorney be directed to draw up an ordinance amending Ord. 1 and 3 changing meeting nites of Council by resolution. Motion passed with one dissenting vote from Mr. MaGahan. Mr. Morgan moved, Seaman seconded, the City Council approve the Kenai Power Corporation's franchise proposal on first reading. Motion passed with one dissension, that of Mr. McGaban. Mr. Chet Cone presented the Dog Ordinance, No. 15 for first reading. Council moved to accept and motion passed. Meeting opened to Persons Not Scheduled to Be Heard. Persons speaking from the floor were: Stan Thompson, Waldo Coyle, Harold R. Lewis and Ruby Coyle. Meeting adjourned 10:35. Wednesday is about the only completely free night unscheduled for use of Civic Center. Planning Comm. meets Mondays, Homemakers Tues., Masonic Club Thurs. and American Legion Fridays.
