HomeMy WebLinkAbout1961-10-17 Council Minutesilk 110% A**, Minutes of Kenai City Council, October 17; 1961 All memoers of the Kenai City "ouncil met at 8:00 pm in the Library Room of the Civic Center Building. Minutes were read, corrected and approved. Mr. Fisher, City Attorney, recommended the following: that the City push for a deep dreift harbor --funds are being allocated for this and Kenai has been on the list several times; but no action has been taken: Inquire from Roguszka as to the attitude the State takes toward acquiring the Kenai Airport; determine the course of action to be taken toward bonding for water and sewer and also arrange for work to be done concerning rights -of -way with regard to water and sewer lines: Urges rules and regulations be formed concerning sales tax; Inquired as to what the City has done toward acquiring a garbage dump; Warned the City should be ready to justify its action on Ordinance pro- hibiting children standing on school buses in order to retain State support of school buses; Suggests considering awarding a contract for impomling vehicles in the event the Ordinance on abandoned property is adopted; Suggests forming commissions for various City departments, such as docks, police, street, etc. Mr. James Hollingsworth reported 232 yards of gravel had been dumped thus far on the streets of Kenai and at the Kenai School. Mr. Jay Lietzke of the City Planning Commission reported to the Council and presented a map of the incorporated district sho.dng the preliminary general plan of the area. City Clerk's report was made and copies presented to the Council. - Correspondence was read. OLD BUSIMS: (when vote is unanimous, roll call is not recorded) :. Mr. Morgan moved; Carl Swanson seconded, the contract for Mr. Glen McKee be sent with the assessing to be made as of Jan. 1, 1962. Motion passed. f'.. Motion made by Morgan, seconded by C. Swanson, to authorize use of dock permit as drawn up by Council and the attorney. Motion passed. Mr. Seaman presented the Dog Ordinance to the floor for second t. reading. The Mayor opened the meeting for public discussion after which the ordinance fed unanimously. Q Resolution for t��tfC nuts to the first, changing oiil meeting second, third and fourth Wednesdays of the month was presented and passed with Mr. McGehan dissenting. Mr. Seaman moved, C. Swanson seconded; the Kaknu Korner sub- _____` 1 division be approved. Motion passed.. s.. a Mr. McGahan moved, Seaman seconded, Mr. Davi and Mr. Showalter s r�r 2 be permitted a taxi -stand on the south side of the Rainbow Cafe if they have the consent of the cafe owner. Motion passed with Carl Swanson dissenting. Mr. Seamen moved, Morgan seconded. the City increase its in- surance policy to cover the appraised value of the building.(Meaning the city administration building.) Motion passed. Mr. Morgan moved, Cone seconded; the attorney be directed to draw up an ordinance authorizing a City Dock Commission. Motion passed. Mr. Morgan moved, Carl Swanson seconded, the City Clerk be auth- orized to see that a contract is executed on City Jail construction. Motion passed. The Clerk was instructed to write the BI14 in an effort to expedite the survey of the dock site area. "ha AUGmW was 4xmpasted The Attorney was requested to give his opinion on the Kenai Power Franchise proposal plus amendments and rules and regulations. Mr. Rod Franck, of Kenai Power, wished to have it entered in the minutes the letter of October 9 which was submitted to the Council along with amendments to the franchise proposal. Rules and Regulations and current rate -cards are entered in the minutes of this reeting. Meeting adjourned 11:15 pm. z Respectfully submitted, F. He also suggested the Council summarize and submit provisions With amendments, etc., that they think should be in the franchise. He has had no direction what- soever to proceed along these lines: he has had no questions asked regarding his opinion on the proposal submitted by Kenai lower. Is it the Council's policy to wait until a franchise is presented with rules and regulations that will satisfy them or do they wAnt to present acme ideas of their own? Your counsellor is ready, able and willing to help, but he has had no instruction to work out an sort of plan that may be acceptable to the people of Kenai. Your accountant says the City is liable for law suit unless the funds collected on property tax across the River are separated from the General ikind. See Ordinance 8, See. 16, page 103. we have 03054.64 in this account. Travel fund money remaining is $387.52. The attorney has recommended the Council go on mesas to the League of Alaskan Cities Convention. At $5.D0 ea for registration, a and 23.00 as for two meals a day, the cost is $196.00, leav- ing 191.52 in the travel fund, his remainder aright be used to pay expenses going and caning or to help out on hotel bills, but it is not enough for the entire expense involved. In addition to the dispatch station accorded Mr. Devi and Ward Showalter, the two oompanies wish to apply for a taxi -stand on the South side of the Rainbow Cate. They have an outside*phons there and feel they can give better service sad do more business if allowed this stand. They would like this area designated as a taxi-etand with appropriate signs, etc. 4
