Meeting was called to order by Mayor Swanson. All members present
but T.G.Heyes who has gone Outside for an extended vacation.
Mr. Ed Hollier, President of the Kenai School Board appeared before
the Council and presented an amended school budget for 1961-62. The City,s
share will amount to''/i91V.IL instead oP'r399ly.s�' The tobacco tax re-
fund which is to be used as building money was $26,445.00.
Mr. Hollier also explained the State DPW's policy on snow removal.
Their orders are to first clean the highways and then make the detailed
clean-up of berms in drive -ways, etc. later and as soon as poksible. He
remarked that snow removal would be much easier if vehicles were not parked
along the edge of the road -ways.
The brochure of Nx. Crittendon, architect. was turned over to Mr.
Hollier for study by the school board. The Council was of the opinion the
Board should go ahead and make plans for applying for advance funds for
planning the forthcoming school construction.
Mr. George Denison, Civil Defense Director for the Soldotna area,
spoke to the Council regarding the need for City Survival Plans for towns
on the Peninsula,. He suggested we sent to the Anchorage office for hand-
books and kits on home preparedness.
Minutes of the last meeting were read and approved.
Leo Oberts gave a report for the Dock Comission. Mr. Carl Haller
' accepted app6i.ntment to the Commission and Mr. Gene Torkilsen and Stan
Thompson will assist in the organizing but prefer not to be members. Mr.
Oberts informed. the Council the lease on the tidelands has an incorrect
description.
Mr. Morgan moved, Swanson seconded, the Council accept the amended
school budget. Motion passed.
Mr. Seaman moved, Cone seconded, that Bud Dye be approached regarding
appointment to the Dock Commission. Motion Passed.
Mr. Swanson moved, Morgan seconded, the Dock Commission be granted
$200.00 as a temporary budget. Motion passed.
Mr. Harry House's letter of application for police work or guard
duty at the prospective City Jail will be turned over to Officer Peavley
for action.
The City Clerk was instructed to complete the contract for Jail
construction by inserting the words "85%" in regard to payment upon com-
pletion. -of the work.
Mr. Swanson moved, Seaman seconded, the Council approve the applica-
tion for renewal of liquor licenses/ Motion passed.

The City A*.ty. is to investigate the legality of our Ordinance
concerning students standing on school buses.
The Mayor will instruct the Atty. to collect the sales tat from
Kenai Packers.

Mr. Morgan presented Ordinance #17 creating a full-time City Clerk
for first reading. Ordinance passed with the following roll call. vote:
Yeas - Morgan, Cone, Seaman, Swanson, nays - McGahan and the Mayor. I�
Mr. James Hollingsworth announced 280 yards of gravel had been de- #
livered to date. Mr. Cone said it was impossible to haul now due to freeze-up.
